1 My Perfrmance Management User Guide Overview The accesshr website huses perfrmance management. As an emplyee, yu have the ability t review and acknwledge perfrmance plans and perfrmance evaluatins that are created and submitted by yur manager. T d s, yu must knw hw t navigate the accesshr website frm within the My Perfrmance Management link. The plan perid may vary by agency, start date, transfer date, prbatinary perid, etc. Yur manager will infrm yu f the exact timeframe fr yur perfrmance perid. The first step with perfrmance management is fr yur manager t cmplete a perfrmance plan fr yu within accesshr. Once yur manager has cmpleted a perfrmance plan, he r she will meet with yu t discuss yur perfrmance plan and expectatins fr the perfrmance perid. After the meeting, yu will receive an ntificatin t acknwledge yur perfrmance plan. Yu will lg int accesshr t review and acknwledge the cmpleted perfrmance plan. If yu d nt have an address, yur manager will infrm yu that a perfrmance plan is available fr yur review within accesshr. Upn receiving ntificatin that a perfrmance plan has been created, yu will have ten days t acknwledge the plan. If yu have nt acknwledged the plan within ten days, the Plan Status will change t FINAL. In the event that seven days have passed and yu are unable t acknwledge the perfrmance plan, yur manager may acknwledge yur perfrmance plan n yur behalf. The Plan Status will change t FINAL. Navigating via accesshr Yu can lg int the accesshr website t review and acknwledge yur perfrmance plan when yu receive an ntificatin r yur manager infrms yu that yur perfrmance plan is ready fr yu t review. Navigate t yur perfrmance plan by clicking the My Career & Develpment link frm the accesshr left navigatin menu. Upn clicking accesshr My Perfrmance Management User Guide Page 1 f 11

2 the link, the left navigatin menu expands under My Career & Develpment. Click the My Perfrmance Management link. When yu click the My Perfrmance Management link, yu are taken t yur Plan Summary page (See: Figure EE3). If yu have mre than ne perfrmance plan in yur histry, yu will be taken t a search page (See: Figure EE1). 3 Plan Summary On the Plan Summary page, yu can review the perfrmance plan that yur manager develped based n yur jb requirements tasks and standards f yur jb. At the tp f the page, yur general jb infrmatin is displayed including yur emplyee ID, name, jb title, evaluatin type, plan status and evaluatin status. The first time yu access yur perfrmance plan, the Plan Status field will be set t Awaiting Emplyee Acknwledgement and the Evaluatin Status field will be set t Nt Started (See: Figure EE3). Yu can view a summary f yur tasks and perfrmance standards in the Task and Standards Summary sectin. Yu can als view a summary f yur perfrmance dimensins and any additinal clarificatin cmments that were made in the Perfrmance Dimensins Summary sectin. Figure EE3 Acknwledge the Plan At the bttm f the Plan Summary page is an Acknwledge the Plan sectin. Within this sectin is an Acknwledge buttn. As a reminder, yu shuld have met with yur manager t discuss yur perfrmance plan prir t acknwledging yur perfrmance plan. Click the Acknwledge buttn t acknwledge yur perfrmance plan (See: Figure EE4). Clicking the Acknwledge buttn means that the perfrmance plan has been shared with yu n the listed Date Plan Reviewed. It als finalizes yur perfrmance plan. 4 There are three date fields beside the Acknwledge buttn: (1) Date Plan Reviewed This field lists the date yu and yur manager met t review yur perfrmance plan. During this meeting, the tasks and perfrmance standards were established fr the plan perid. Yur manager has entered this date and this date cannt be changed. (2) Date Plan Sent t Emplyee This field lists the date that yur manager acknwledged yur cmpleted perfrmance plan and sent it t yu t review and acknwledge. This date cannt be changed. (3) Date Plan Acknwledged by Emplyee This field lists the date that yu acknwledged yur cmpleted perfrmance plan and is autmatically filled in with the current day s date nce yu click the Acknwledge buttn. Once yu acknwledge the perfrmance plan, the Plan Status changes t Final. Seven days after yu receive ntificatin t acknwledge yur perfrmance plan, yur manager may acknwledge the plan n yur behalf if yu are unable t acknwledge the plan nline, which will finalize yur perfrmance plan. Yur manager can then prvide yu a printed r electrnic cpy fr yur recrds. If the plan has nt been acknwledged after 10 days, the plan will autmatically finalize. Generate Plan Summary Reprt At the bttm f the Plan Summary page is a Generate Plan Summary Reprt buttn (See: Figure EE4). Clicking this buttn generates yur perfrmance plan in a reprt frmat. The steps fr generating the reprt are as fllws: (1) Click the Generate Plan Summary Reprt buttn. (2) A pp-up message appears indicating that yur reprt is being prcessed. The message als gives yu an Instance Number. Write dwn the number t retrieve the request later. Click OK t clse the pp-up windw. (3) Click the View Reprts link beside the Generate Plan Summary Reprt buttn t view yur reprt. (4) Yu are taken t the View Reprts page t view yur reprt. Lcate the request with an Instance Number yu nted earlier. In rder t view the perfrmance plan summary reprt, the Run Status f the listing must be Success. If it is nt, keep clicking the Refresh buttn t the far right f the reprt listing until the reprt Run Status changes t Success. (5) Once the Run Status f the reprt listing changes t Success, click the View Reprt link that appears t the far right f the listing. (6) The perfrmance plan displays as an Adbe Acrbat file within a new brwser windw. 5 Perfrmance Evaluatin Perfrmance Evaluatin Overview Thirty days prir t yur perid end date, yur manager will begin yur perfrmance evaluatin. After yur manager rates yur perfrmance, yu and yur manager will meet t discuss the results f yur perfrmance evaluatin. Once the discussin has taken place, yu will receive an ntificatin that a perfrmance evaluatin is ready fr yu t acknwledge. Yu can navigate t the accesshr website t review and acknwledge yur perfrmance evaluatin. If yu are unable t access yur perfrmance evaluatin nline, yur manager will infrm yu that the perfrmance evaluatin is available fr review within accesshr. If, after seven days, yu are unable t acknwledge yur perfrmance evaluatin, yur manager may acknwledge yur evaluatin n yur behalf. Acknwledging yur perfrmance evaluatin will rute yur evaluatin t yur manager s manager fr final apprval. If yu d nt agree with yur perfrmance evaluatin, yu have seven calendar days t prvide a rebuttal. The rebuttal indicatin can be entered in the Evaluatin Summary tab f yur perfrmance evaluatin in accesshr. Indicate yur rebuttal in the Emplyee Evaluatin Cmments sectin by clicking the Check here if yu are rebutting yur evaluatin checkbx and entering yur cmments in the Evaluatin r Rebuttal Cmments sectin. This actin will rute the evaluatin back t yur manager fr cmment and acknwledgement. Upn acknwledgement f yur evaluatin, it is ruted t yur manager s manager fr final apprval. If yur secnd-level manager des nt acknwledge the evaluatin within ten days, the Eval Status will change t FINAL. Navigating via accesshr Yu can lg int the accesshr website t review and acknwledge yur perfrmance evaluatin when yu receive an e- mail ntificatin r yur manager infrms yu that yur perfrmance evaluatin is ready fr review. Navigate t yur perfrmance evaluatin by clicking the My Career & Develpment link frm the accesshr left navigatin menu. Upn clicking the link, the left navigatin menu expands under My Career & Develpment. Click the My Perfrmance Management link. When yu click the My Perfrmance Management link, yu will be taken t a search page (See: Figure EE5) if yu have mre than ne perfrmance plan r evaluatin in yur histry. If yu have nly ne plan r evaluatin, yu will be taken directly t the Evaluatin Summary page (See: Figure EE7). Figure EE5 accesshr My Perfrmance Management User Guide Page 5 f 11

6 By cnducting a blank search n the Search Page (nt mdifying fields as they appear) the Search Results will shw a list f all existing perfrmance evaluatins (See: Figure EE6). Select the evaluatin with the status Aw. Emp. Ak (awaiting emplyee acknwledgement). Selecting the perfrmance evaluatin yu wuld like t review takes yu t the Plan Summary page. On the Evaluatin Summary page, yu can review yur perfrmance evaluatin results (See: Figure EE7). 7 Perfrmance Ratings Yu can view a summary f the evaluatin ratings and cmments fr each f yur tasks and perfrmance standards in the Task and Standards sectin. Yu can als view a summary f yur perfrmance dimensin ratings and evaluatin cmments in the Perfrmance Dimensins sectins f the Evaluatin Summary page (See: Figure EE8). These ratings are a measure f hw well yu perfrmed against yur established tasks and standards, and perfrmance dimensins thrughut that plan perid. Each perfrmance rating is explained belw: 1 - Perfrmance needs majr imprvement - Perfrmance generally des nt meet the standard(s) established fr the task. 2 - Perfrmance needs sme imprvement - Perfrmance generally meets part, but nt all, f the standard(s) established fr the task. 3 - Perfrmance is cmpetent - Perfrmance cnsistently meets and smetimes exceeds the standard(s) established fr the task. 4 - Perfrmance is cmmendable - Perfrmance rutinely surpasses the standard(s) established fr the task. 5 - Perfrmance is distinguished - Perfrmance s cnsistently and dramatically surpasses the standard(s) established fr the task that the emplyee's expertise is bradly recgnized utside the emplyee's wn area. N - Nt Evaluated - Althugh this is an ptin, it is a default dispsitin available t the manager nly prir t designatin f ne f the ther evaluatin rating ptins. X - Nt Applicable - Nt Applicable. 8 Fllwing the Perfrmance Dimensins sectin is the Overall Recmmendatin sectin. In this sectin, the verall Evaluatin Rating, Recmmendatin and Supervisr s Cmments are displayed fr yu t view. After the Overall Recmmendatins sectin is the Develpment Plan sectin. This sectin prvides details f the develpment plan created by yur manager. Emplyee Evaluatin Cmments r Evaluatin Rebuttal Fllwing the Develpment Plan sectin is the Emplyee Evaluatin Cmments sectin. Yu are welcme t make any cmments regarding yur perfrmance evaluatin within the Evaluatin r Rebuttal Cmments text bx. Als, if yu d nt agree with yur evaluatin rating, click the Check here if yu are rebutting yur evaluatin checkbx and enter any cmments explaining why yu disagree with the rating in the Evaluatin r Rebuttal Cmments field (See: Figure EE9). Once yu acknwledge yur perfrmance evaluatin with the Check here if yu are rebutting yur evaluatin checkbx selected, the perfrmance evaluatin is sent back t yur manager fr review and cmments. Figure EE9 Acknwledge Perfrmance Evaluatin At the bttm f the Evaluatin Summary page is an Acknwledge the Evaluatin and Send it t the Manager sectin. Within this sectin is a checkbx. Click within the checkbx t acknwledge the accmpanying text that reads By checking the fllwing bx, I affirm the HHS Human Resurces Plicy Manual is available t me. I understand I am respnsible fr reading and cmplying with the plicies and wrk rules in that manual.. Belw the plicy statement is anther statement and an Acknwledge buttn. Clicking this buttn acknwledges the text that reads I have received, read and discussed this evaluatin with my manager. I understand that my accesshr My Perfrmance Management User Guide Page 8 f 11

9 acknwledgement here des nt mean that I agree with this evaluatin and I understand that I may respnd t this evaluatin by submitting rebuttal cmments. Nte: The meeting with yur manager shuld always take place prir t acknwledging yur perfrmance evaluatin. Once yu have read and discussed yur evaluatin with yur manager, click the Acknwledge buttn. Clicking the Acknwledge buttn saves the perfrmance evaluatin and sends the perfrmance evaluatin t yur manager s manager fr review and acknwledgement. It als generates a wrklist ntificatin t yur manager s manager alerting them that yur perfrmance evaluatin is ready fr their review and acknwledgement (See: Figure EE10). When yu acknwledge yur perfrmance evaluatin, the Evaluatin Status changes t Awaiting Manager Acknwledgement and yur manager s manager has ten days t review and acknwledge yur perfrmance evaluatin. The Evaluatin Status changes t Final after yur manager s manager has acknwledged yur evaluatin. If yur manager s manager des nt acknwledge yur evaluatin within ten days, the evaluatin will autmatically finalize. Seven days after yu receive ntificatin t acknwledge yur perfrmance evaluatin, yur manager may acknwledge yur evaluatin n yur behalf if yu are unable t acknwledge the evaluatin nline, which will rute yur evaluatin t yur manager s manager fr final acknwledgement. After ten days, if the manager s manager has nt acknwledged yur perfrmance evaluatin it will autmatically finalize. Yur manager can then prvide yu with a printed cpy fr yur recrds. If yu select the Check here if yu are rebutting yur evaluatin checkbx, the Evaluatin Status changes t Rebutted by Emplyee and a ntificatin is sent t yur manager s wrklist alerting them that yu disagree with yur perfrmance evaluatin. Yur manager will then have the pprtunity t prvide cmment t the rebuttal and t acknwledge the perfrmance evaluatin. The evaluatin will then rute t yur manager s manager fr acknwledgement. Perfrmance Management Helpful Hints COPYING AND PASTING DATA: If cpying and pasting infrmatin frm anther surce, ensure the infrmatin is in the plain text frmat. AVOID LOSING DATA: Be sure t save yur changes frequently t avid lsing data. The SAVE buttn will be lcated at the bttm f each active tab. 11 AVOID TIMING OUT: accesshr times ut after 20 minutes f inactivity. The system des nt recgnize typing text int a field as an activity. Be aware that the SAVE buttn is lcated at the bttm f each active tab, Click SAVE ften. AVOID BACK NAVIGATION: Use the links within accesshr and avid using the Back Internet navigatin buttn. This can cause screens nt t update prperly and infrmatin may be lst. AVOID SPECIAL CHARACTERS: Avid using special characters within text fields. Use f special characters may cause reprt r print errrs. AVOID LONG CHARACTER STRINGS: Cntinuus character strings lnger than 100 characters can cause failure within accesshr particularly if the spacebar is nt pressed within the thread. USE OF THE ENTER KEY WITHIN A TEXT FIELD: If yu make a list f chse t input infrmatin within a text field that may require the use f pressing ENTER within the field be sure t hit the SPACE bar befre hitting the ENTER key t avid print r reprt errrs. accesshr My Perfrmance Management User Guide Page 11 f 11
