1 Theme: Beating the Odds Technology Empowering African-American Males to Succeed! The ISSC program is designed to introduce and encourage African American students to use information technology. The competition project will give students a quality learning experience and challenges them to develop important computer skills. No prior computer experience is necessary to participate in the competition. Students will create multimedia presentations for the World Wide Web (www). Their presentations will be judged on five criteria: demonstration of expertise; display of creativity; narrative of page creation; usefulness of project after the competition; and presentation of web site during chapter, regional, and national competitions. This planning guide provides all the details you need in conducting a successful computer competition at the chapter, regional, and national level. Be sure every student in grades nine through twelve in your area has the opportunity to participate in the competition. All student entries at the chapter and regional level must adhere to all of the national published guidelines. Any entries submitted to compete in the national competition that do not adhere to the national guidelines, at either the chapter or regional, will be penalized and the student will not be able to resubmit his or her entry at any level. Note: Students MUST compete at the chapter and regional levels in order to compete at the national level. If a chapter or region has only ONE entrant, the chapter president or the regional council president (as appropriate) must submit a written endorsement to the Regional Chair or National Program and Planning Committee Chair (as appropriate). Chapters and Regions must also provide the Judges Score Sheets and Master Score Sheet to the Regional Chair and National Program and Planning Committee Chair, as appropriate. 1
2 SELECTING JUDGES Select three judges who will individually rank the entries. Their combined ratings will determine the winners. Judges should not be acquainted with any of the contestants. Select both males and females as judges and alternate judges. The judges should have a background in computers. Areas of expertise can be computer information science/systems, management information science/systems, or some other related field. HANDLING TIES In case of a tie, the competition chair will establish the means for determining the 1 st place winner. Only ONE 1 st place winner for each category can compete at the National level. FOOD/LODGING/TRAVEL Check with your regions to determine what type of support they will provide chapters who participate in the contest. National Blacks In Government will provide information on any travel and lodging funding for youth to attend the National Youth Awards Program at the National Training Conference. AWARDS Local Chapter Awards are determined and sponsored by individual chapters. Each region at the regional level will also determine awards. The National Awards for all categories are: First Place - $1000 and a Plaque; Second Place - $600 and a Plaque; and Third Place - $400 and a Plaque. Conduct a Computer Competition Awards Program at the chapter and regional levels to recognize your winning students. Remember to provide certificates of participation to all contestants. Invite parents, community leaders, the judges, and all BIG members and constituents to join in recognizing award winners. If possible, have computers available to view winning projects. Local colleges and universities, military facilities, or local businesses may be able to provide you with location sites for the Computer Competition Awards Program. COMPETITION PROJECT REQUIREMENTS Competition Levels: 9 th 10 th Grade and 11 th - 12 th Grades 9 th 10 th Grade Project: Design and/or develop a Web Site, consisting of six web pages. The Web Site must contain graphics in either jpg/gif format, audio file, Hyperlinks and the web pages must relate to the ISSC competition theme: Beating the Odds Technology Empowering African-American Males to Succeed! 2
3 Web pages and graphics must fit on one IBM compatible CD. The initial and/or beginning web page URL must be either: index.htm or index.html. Any student s submission must have at least six web pages and no more than six web pages and the data on the CD, which is submitted, can not exceed 20.0 MB. All website links must be checked for appropriateness by the sponsoring chapter and region. PENALTIES Each student will be penalized 10 points for the following reasons: 1. If the student does not have at least six web pages. 2. If the student has more than six web pages. 3. If the student submission is on more than one IBM compatible CD or the CD is not IBM compatible. 4. If the student web page submission, including any special software program or other documentation, exceeds 20.0 MB. 5. If the student web pages, audio file, video file, animation files and graphics are not all on one CD. 6. If the student web page does not run on either IE or Netscape without connection to the internet. 7. If the student fails to provide a one or two-page written narrative describing how his or her web site was developed. 8. If the student required written entry document does not follow the national guidelines for entry. 9. If the student web pages does not include, at the bottom, credits for the software manufacture used in the page creation. 10. If the student web page entry does not relate to the current ISSC theme. 11. If within the student web pages there are no hyperlinks, at least one audio file, at least two animation files, and at least six graphics. 12. If the student original CD was not submitted at any level or the student CD was altered by someone other than the student. DISQUALIFICATION Students will be immediately disqualified for the following reasons and they will not be able to resubmit their entry for reconsideration. 3
4 1. If the student s web links go to inappropriate websites. 2. If there are any inappropriate web pages, audio file, video file, animation files and graphics within the student s web pages. 3. If the student paperwork and CD were not received by the required submittal date or the postmark was after the required submittal date. 11 th - 12 th Graders Project: Design and/or develop a Web Site, consisting of 12 web pages. The Web Site must contain graphics in jpg/gif format, audio file, video file, animation, hyperlinks and web pages must relate to the ISSC competition theme: Beating the Odds Technology Empowering African- American Males to Succeed! 6 Blacks In Government Computer Competition General Rules **Provide these rules to all contestants** The official theme is: Beating the Odds Technology Empowering African-American Males to Succeed! Students must understand the rules and guidelines of the Computer Competition. They should also be made aware of the guidelines for scoring. 1. The Blacks In Government Computer Competition is divided into three levels of competition chapter, regional, and national. You must compete at the chapter and regional level in order to compete at the national level. If a chapter or region has only ONE entrant, the chapter president or the regional council president (as appropriate) must submit a written endorsement to the Regional Chair or National Program and Planning Committee Chair (as appropriate). Chapters and Regions must also provide the Judge s Score Sheets and Master Score Sheet to the Regional Chair and National Program and Planning Committee Chair, as appropriate. 2. Contestants must be in grades nine through twelve and must be in good academic standing. Students in grades 9 and 10 will compete with each other and students in grades 11 and 12 will compete with each other. 3. Contestants must give a 4-6 minute presentation on how they developed their web site pages during the competition at the local, regional, and national level. - Contestants not providing an on-site presentation will be deducted 15 points based on the scoring procedure, - Additional 5-points will be deducted for going over or under the 4 6 minute time limit. 4. Contestants must prepare the following Web Site based on their award category. 5. Contestants must check all links to various sites for appropriateness. 6. Birth certificate and two (2) typed copies of narrative describing how students developed their Web site MUST be presented to the Chapter, Regional, and National Committee Chairs prior to the competition. 9 th 10 th Grade Project: Design and/or develop a Web Site, consisting of SIX web pages. The Web Site must contain graphics in either jpg/gif format, audio file, Hyperlinks and the web pages must be relate to the ISSC competition theme: Beating the Odds Technology Empowering African-American Males to Succeed! 6

The Web Site must contain graphics in jpg/gif format, audio file, video file, animation, hyperlinks and web pages must relate to the ISSC competition theme: Beating the Odds Technology Empowering African-American Males to Succeed! Web pages and graphics must fit on one IBM compatible CD. The initial and/or beginning web page URL must be either: index.htm or index.html. Any student s submission must have at least 12 web pages and no more than 12 web pages and the data on the CD, which is submitted, cannot exceed 40.0 MB. If students are immediately disqualified at any level (reasons provided below), they will not be able to resubmit their entry at any level for reconsideration. PENALTIES Each student will be penalized 10 points for the following reasons: 1. If the student does not have at least 12 web pages. 2. If the student has more than 12 web pages. 3. If the student submission is on more than one IBM compatible CD or the CD is not IBM compatible. 4. If the student web page submission, including any special software program or other documentation, exceeds 40.0 MB. 5. If the student web pages, audio file, video file, animation files and graphics are not all on one CD. 6. If the student web page does not run on either IE or Netscape without connection to the internet. 7. Birth certificates and all requested forms and materials must be presented to the contest chair as requested. Blacks In Government shall have the right to edit, publish, and record any project entered into contest without payment to the author. PROTESTS Any protest during the competition must be made verbally and immediately, before the close of the competition, to the competition chair. The chair has the final decision, and only in rare* instances will higher appeals be recognized. In the case of chapter competitions, the chapter chairperson has the final authority; the same applies at the regional and national levels. *In rare, extenuating circumstances, (e.g., a judge or timekeeper from the same chapter as a winning contestant in a closely contested competition, and it has an effect on the outcome of the competition; a judge is a close relative to a winning contestant, there is an obvious omission or misinterpretation of one of the contest rules, etc.) appeals may then be reviewed and/or accepted by the chairperson at the next level for "review of the final decision. Unaccepted appeals automatically sustain the decision of the lesser authority. The elevated challenge MUST be submitted in writing with 72-hours of the competition. In such an instance, the chairperson at the next highest level has the final decision (for chapter competitions the Regional Program and Planning Chair or Program Coordinator and, for Regional Competitions, the National Program and Planning Chair). In instances where there is an immediate challenge to the competition results as prescribed herein, a winner CANNOT be declared until the challenge is resolved. Protest decisions by the next higher authority (if accepted) should be declared within 72 hours. Appealed decisions to the next highest level of authority are final. POINTER FOR YOUTH In developing your projects, use college computer labs and libraries to research how to use and manipulate software to create your Web Site. 9
10 SCORING BLACKS IN GOVERNMENT Scoring procedures at all levels of the competition will be identical and will be based on a point system. Projects will be judged on five criteria: demonstration of expertise; display of creativity; narrative of page creation; usefulness of project after completion; and presentation of web site during chapter, regional, and national competition. Contestants not providing on-site presentations will be deducted 15 points based on the scoring point system. Usefulness of Project After Completion 10 Onsite Oral Presentation of Web Site 15 GRAND TOTAL Calculations Committee will deduct any points based on going under or over the time limit three points for each 15 seconds over or under the time limit. Contestants not providing presentations will be deducted 15 points based on the scoring procedure. 10
11 IN THE EVENT OF A TIE In the event of a tie at the National Competition, the tied contestants will be re-judged by an additional judge who will serve as a tie-breaker using the scoring criteria. If the additional judge s scores do not break the tie, the winner will be determined by a drawing. The remaining name will be the subsequent placement. 11
