2 Welcome Dear Ladies and Gentlemen, EU citizens expect the EU to shape a common European response to energy and climate change challenges because the present and future European energy situation necessitates new strategies in which fossil energy sources decrease in importance and more emphasis is placed on energy efficiency and renewable energy sources. It is universally acknowledged that no single Member State can tackle these challenges on its own. And nor, in many respects, can the EU: on one hand, climate change and exploding energy demand are global problems, requiring a global response; on the other, while the EU and the Member States can provide the framework strategies for increased energy efficiency, implementation of these strategies takes place at the regional and local level. Successful implementation at local level is not just about translating legislation into action, it is also about simplifying administrative procedures, about setting up financial and practical support mechanisms, about strengthening local expertise, about networking between the 350 local and regional energy agencies all over Europe, about preserving social cohesion, about raising the citizens awareness of the issues at stake. Energy Services are key instruments, actors and partners in these tasks. They bring in expertise, they bring in private partners and capital and they have proven to contribute to significant energy savings. It is our challenge to transform the success of the past into policies which are fit for purpose in the future. Energy Services Moving ahead provides us with an opportunity to showcase success stories, to recognise the people behind those success stories and to prepare for the future. I am looking forward to an interesting discussion with you. That s the lessons we have learnt from climate change, rising energy prices and dependence on imports. Since the EU like the rest of the world as well is forced to tackle this problem in a very short period of time, next steps must be taken quickly. Given that improving energy efficiency is one of the most direct ways of achieving a sustainable energy future, we should put energy efficiency into our focus. Not only from this perspective, Energy Performance Contracting (EPC) offers a powerful and cost-effective tool to realise this aim. But although this successful market based instrument has proven its viability, market development for Energy Performance Contracting still needs support in capacity-building and in opening up market potentials. Over almost the last three years, the European project EUROCONTRACT has successfully worked for the market development of energy services in Europe, and the results are promising: more than thirty projects in eight countries have been initiated. As we are aware of the fact, that success needs visibility and dedication needs awarding, we want to honour projects, institutions, and persons who have shown extraordinary dedication and efforts for energy efficiency in the framework of the European conference Energy Services Moving ahead. In order that these projects and people serve as role models for others that hopefully will follow. Together with (future) players within energy services we would like to take the opportunity to discuss key results of the projects as well as progresses made and future steps to be taken for energy services. Therefore projects, which lend themselves as beacon to others, will be honoured in this category.

4 EUROCONTRACT Guaranteed Energy Performance Energy efficiency in buildings leads to budgetary savings, contributes to climate protection, and the security of energy supply. An array of instruments exists to implement energy efficiency. By realising energy efficiency also economic potentials are opened up. Market based instruments lend themselves to tap these potentials as an effective tool. Energy Performance Contracting (EPC) is such a tool. In an EPC project, an Energy Service Company (ESCO) provides its know-how and takes on the performance risk to ensure that adequate measures are implemented. The investment is refinanced through the savings achieved. Although the advantages of tackling energy efficiency are seemingly obvious, the market potential has not been fully opened up yet. Therefore, the project EURO- CONTRACT is working to increase the number of implemented EPC projects in Europe. Since 2005, project partners from eight EU countries show the viability of the instrument in their home countries by providing project development standards and supporting the implementation of around thirty projects so far. EURO- CONTRACT has increased know-how and awareness, available information and case studies on EPC. Furthermore, the exchange among market actors has been supported by a central platform. In those countries where EPC already has a certain market share, focus has been on the development of the model establishing links to other instruments such as Facility Management. In addition, EPC has been enhanced in scope to include comprehensive refurbishing measures here. As guidance a Refurbishment manual was compiled. The consortium has also developed documents and guides looking at innovative financing, quality standards for EPC, or the link between White Certificates and EPC. Partners contributed to the (ongoing) discussions on ESCO certification. The ten project partners from the eight EU countries Germany, Austria, Sweden, Norway, Finland, France, Italy, and Greece have successfully managed to contribute to the market development of energy services.
