5 TCB S MISSION To establish, promote, certify, and maintain professional credentials that uphold standards of excellence across various professional fields, including, but not limited to: behavioral health, mental health, substance use treatment, substance abuse, recovery, and prevention.

Ensures the Public s Safety Organizations that adopt and enforce practice standards through the requirement of credentialing assure appropriate and effective service delivery for the intended recipients. 2. Enhances Public Funds Accountability Credentialing increases likelihood that public funds spent in service delivery will be used for programming that is evidence-based and for staff who meet competency-based standards.

11 WHAT S AT STAKE? 70% of deaths in the U.S. are from chronic diseases all of which can be attributable to alcohol use, tobacco use, lack of physical exercise, and poor nutrition and all can be prevented.9 In addition, prevention strategies can be effective in preventing and reducing the severity of some mental health conditions, such as depression and post - traumatic stress disorder. 12 DEVELOPING THE CPS CREDENTIAL
13 HOW IT ALL STARTS The foundation of a credential is the IC&RC Job Analysis (JA) a methodical process of determining what elements of practice and knowledge are important to assess as part of a certification examination. Subject Matter Experts working in the field from all around the world are assembled to contribute what tasks, knowledge, skills, and abilities they use in their jobs, to develop the Job Analysis. IC&RC creates a public survey for professionals to weigh in on the Job Analysis.
14 HOW IT ALL STARTS Under the guidance of a psychometrician from IC&RC s international testing company, a second group of Subject Matter Experts reviews the survey results, adjusting the original tasks, knowledge, skills, and abilities to reflect the input of thousands of professionals. This final document is called the Job Analysis, and it serves as the blueprint for the examination. To ensure they reflect the latest practices, IC&RC credentials and examinations are updated following this process every five to seven years.
15 ETHICS IN PREVENTION Prevention ethics are a foundation for the CPS credential which appear as requirements and knowledge areas in training, testing and continuing education. Based on the Tennessee Code of Ethical Conduct for Prevention Professionals Adapted from the Prevention Think Tank Code of Ethical Conduct for Prevention Professionals. CPS applicants are required to read and sign the ethical code of conduct as part of the certification process.
16 ETHICS IN PREVENTION The Six Ethical Principles: 1.Non-Discrimination 2.Competence 3.Integrity 4.Nature of Services 5.Confidentiality 6.Ethical Obligations for Community and Society The complete Code of Ethical Conduct for Prevention Professionals and the six ethical principles can be found on the TCB web site.
17 DOMAINS AND CORE FUNCTIONS Domains and core functions outline scope of knowledge and training required for the CPS. Competencies required for the Certified Prevention Specialist include six (6) Performance Domains and four (4) Core Functions as determined by an International Certification & Reciprocity Consortium (IC&RC) Role Delineation Study. The domains and core functions are designed to measure an individual s competency in the field of Alcohol, Tobacco and Other Drugs (ATOD) Prevention.
18 IC&RC PERFORMANCE DOMAINS The following six Performance Domains are determined by the International Certification & Reciprocity Consortium (IC&RC ) and are designed to measure an individual s competency in the field of Alcohol, Tobacco and Other Drugs (ATOD) Prevention. 1. Planning and Evaluation 2. Education and Skill Development 3. Communication 4. Community Organization 5. Public Policy and Environmental Change 6. Professional Growth and Responsibility
19 REQUIRED CORE PREVENTION FUNCTIONS 1. Effective Audience Management (6 hours) Basic concepts of general communications management, group facilitation, audience management, developmentally appropriate teaching strategies. 2. Prevention Ethics (6 hours) A TCB-approved, 6-hour course covering the six ethical principles in relation to the field of prevention set forth by the IC&RC according to the Prevention Think Tank Code of Ethical Conduct. 3. Cultural Competency (6 hours) Cultural differences and how it relates to the field of prevention. 4. Environmental Strategies (10 hours) Various types of environmental strategies that can be implemented to produce change in behavior from the target population as a whole.
20 PREVENTION CERTIFICATION IN TENNESSEE TCB currently offers two levels of prevention credentialing in Tennessee: 1. Certified Prevention Specialist I (CPS I) 2. Certified Prevention Specialist II (CPS II) Levels are based on the applicant s work/volunteer involvement, prevention experience, educational background and knowledge base.

22 CERTIFIED PREVENTION SPECIALIST I (CPS I) Basic Requirements: Work/Volunteer Experience At least 1 year (2000 hours) of paid or a combination of paid and volunteer experience in planning, delivering, supervising or evaluating prevention services. No more than 6 months (1000 hours) may be volunteer experience. Formal Education Applicant must have attained a High School diploma or equivalent (ex. GED). Supervised Practical Experience Verification of 120 hours of supervision must be submitted by the applicant. The 120 hours must relate to the six (6) prevention domains and at least ten (10) hours must be documented in each of the domains.
23 CERTIFIED PREVENTION SPECIALIST I (CPS I) Basic Requirements Continued: Education/Training At least 120 contact hours of preventionspecific training. Twenty-eight (28) of those training hours must include the Core Prevention Training Curriculum approved by TCB. Fifty (50) hours must be ATOD prevention specific. A minimum of ten (10) hours must be documented in each of the six performance domains. Relevant college/university courses may count toward training hours.
24 CERTIFIED PREVENTION SPECIALIST I (CPS I) Basic Requirements Continued: References Supervisor and peer references will be submitted, documenting the character, professionalism and competency of the applicant. Code of Ethics The applicant must read and sign the Tennessee Code of Ethical Conduct for Prevention Specialists included in the online app. All work must be completed before the code can be signed. Testing Applicant will demonstrate knowledge and skills based on the domains and core functions of prevention on the IC&RC exam.
25 CERTIFIED PREVENTION SPECIALIST II (CPS II) Basic Requirements: Work/Volunteer Experience At least 2 years (4000 hours) of paid or a combination of paid and volunteer experience in planning, delivering, supervising or evaluating prevention services. No more than 6 months (1000 hours) may be volunteer experience. Formal Education Applicant must have a minimum of a bachelor s degree. Pertinent Education for CPS II Supervised Practical Experience Verification of 240 hours of supervision must be submitted by the applicant. The 240 hours must relate to the six (6) prevention domains and at least twenty (20) hours must be documented in each of the domains.
26 CERTIFIED PREVENTION SPECIALIST II (CPS II) Basic Requirements Continued: Education/Training At least 220 contact hours of preventionspecific training. Twenty-eight (28) of those training hours must include the Core Prevention Training Curriculum approved by TCB. One hundred (100) hours must be ATOD prevention specific. A minimum of twenty (20) hours must be documented in each of the six performance domains. Relevant college/university courses may count toward training hours.
27 CERTIFIED PREVENTION SPECIALIST II (CPS II) Basic Requirements Continued: References Supervisor and peer references will be submitted, documenting the character, professionalism and competency of the applicant. Code of Ethics The applicant must read and sign the Tennessee Code of Ethical Conduct for Prevention Specialists included in the online app. All work must be completed before the code can be signed. Testing Applicant will demonstrate knowledge and skills based on the domains and core functions of prevention on the IC&RC exam.
28 BACKGROUND CHECK All applicants must submit to a background check at their expense. Fees are paid directly to the Tennessee Bureau of Investigation (TBI). Information on obtaining a background check is provided to applicants during the registration process. The results of the background check are sent directly to the TCB.
29 IC&RC EXAMINATION All applicants are required to pass the IC&RC examination to become certified as a prevention specialist. Exams are administered by computer-based testing (CBT) at various partner testing centers across the state. Once all prior application requirements are met, candidates will be pre-registered by TCB for testing, then receive an with further instructions on scheduling their exam and selecting a preferred date, time and location. Candidates have (1) year from the date of pre-registration to schedule and complete the examination.
30 CERTIFICATION FEES Registration Fee: $50 Application Fee: $150 (CPS I) or $200 (CPS II) Background Check: Paid directly by applicant to TBI IC&RC Examination Fee: $150 Renewal Fee (every two years): $150
31 RE-CERTIFICATION / RENEWAL Certified prevention specialists must re-certify every 2 years Renewal Requirements: Pay a re-certification fee of $150 Complete and submit for TCB approval 40 hours of prevention - specific continuing education hours, which must include an approved 6-hour Prevention Ethics course. Continuing education hours must be completed during the 2 -year span from initial certification or renewal until expiration.
32 DOCUMENTATION Applicants are responsible for saving and submitting appropriate documentation of training and other required information for verification and approval. Proof of training attendance is required (e.g. certificate of completion, sign-in sheet, or letter from the training entity). Documentation should include the applicant s name, training source, contact hours completed, subject matter and date(s) of attendance. Meeting agendas, programs, and PowerPoint slides are not considered verifiable proof of attendance.
33 NAVIGATING THE CERTIFICATION APPLICATION PROCESS
34 STOP! READ THIS FIRST... It is highly recommended that applicants familiarize themselves with the Certified Prevention Specialist manual before beginning the application process. The CPS manual thoroughly covers all components of the CPS credential and requirements. The manual can be downloaded from the TCB web site at under the Certification tab.
35 CERTIFICATION: AN ONLINE PROCESS The entire certification application is completed online and can be accessed from the TCB web site.
36 A 4-STEP PROCESS 1. Registration 2. Collection: Applicant inputs all education, work/volunteer, training history, etc., into the system. 3. Verification: TCB reviews and approves training and work/supervised practical experience is verified by your references. 4. Processing: Applicant completes a background check, supervisory and peer references and takes the IC&RC Prevention Specialist Exam.

58 ALLOCATION DOMAIN & CORE HOURS DOMAIN Hours: Any hours you allocate to the domain(s), count toward your OVERALL CPS training hour requirement. CORE Hours: Any hours you allocate to the CORE function(s), count only toward the 28-hour Core training requirement The CORE hours are simply a 28-hour sub-set requirement of your overall required training hours for CPS I (120 hours) or CPS II (220 hours).
59 ALLOCATION DOMAIN & CORE HOURS When submitting training, you can allocate hours to one or more prevention domains, and one or more CORE prevention functions (if Core is applicable) For any training, ALL of your hours MUST be allocated to one or more pertinent domains (example: for a 3-hour course, you could put all 3 hours in domain 1, or 1.5 hours in domain 1 and 1.5 hours in domain 2) By allocating to the domain, you are fulfilling your OVERALL training hour requirement.
60 ALLOCATION DOMAIN & CORE HOURS For any training, you may allocate all or some of the hours to one or more pertinent CORE functions (only if applicable) By allocating to a CORE, you are only fulfilling hours for the CORE training hours requirement. NOTE: Hours you allocate to BOTH a domain and CORE do not count twice! You are fulfilling two different requirements.
