3 Project Introduction / Overview Rice University is soliciting bids for IP security cameras to be installed on the Rice campus. Rice already has over 200 IP cameras installed (Axis, H.264, network-attached, PoE) and is intending to significantly expand the number of IP cameras over the next 1-2 years. This document provides a general scope of work for preparing a bid response for Rice s Invitation for Bid #TBD. General specifications for the expected IP camera performance are described in the following Scope of Services. Where appropriate, an example model number from a known OEM device will be indicated to assist bidders in making their own OEM selections. Rice anticipates that this new camera standard will ultimately result in the procurement of approximately 250 cameras between now and December 31, At the current time, Rice uses the Qognify s NICEVision (Net 2.7 UP1, Build ) video management system for recording and camera management. Rice is fully prepared to upgrade this to the latest version (Net 3.1 UP1) if necessary to support proposed cameras. If a proposed camera is not supported at the time of submission, the bidder must include a documented letter of commitment from Qognify indicating that the camera will be supported if procured by Rice. Commented [MOU1]: Update bid # Scope of Services The successful bidder (OEM Reseller/Partner) shall provide the OEM s MSRP pricing and their own discount pricing for IP cameras and related accessories that meet the specifications in each of the following categories. Multiple cameras may be proposed for each category, but all must meet the specifications as described hereinafter. Rice will most likely select the highest quality camera possible for the category, but this depends on the pricing as well. Bidders may also provide different discount rates for different camera models that are proposed, but a simple discount rate structure (or a single rate) must be provided for all other products or accessories from the OEM. If this is not possible, the bidder is expected to explain why and to provide a means by which Rice can determine pricing for these items from a standard price list. Bidder Scope and Requirements Bidder needs to be an Authorized Partner/Dealer/Reseller of the OEM equipment that is proposed. Bidders that are specifically unauthorized by the OEMs of the proposed cameras will be rejected without consideration. All equipment must be original manufacturer, new (no refurbished), in original, sealed packaging, and must include at least a three (3) year OEM warranty. These features must all be included in the proposed price. Bidder must include specification cut sheets, warranty and maintenance information for any equipment proposed in response to this solicitation. It is anticipated that the contract term for contract(s) awarded resulting from this solicitation, if any, will be for one year. 3

Wall mount (with 90 degree pole bend) Parapet mount Operating Conditions at least: -20 F to 122 F o Example Cameras Axis: P3225-LVE Mk II, P3228-LVE, Samsung: XNV-8080RV, XNV-6020R 5

6 Long Range (outdoor) cameras, in addition to the requirements of All cameras above, must support these additional features: IP Rating Pan-Tilt-Zoom-Roll Zoom (optical) Mounting Options Requirement and/or Capability : IP66 : Pan-Tilt-Zoom : Pan-Tilt-Zoom-Roll at least 24x accessories included or available to accomplish: Surface mount to wall or ceiling with or without a junction box Suspended, hanging mount on a pole Surface mount to a wall with side-entry conduit mounting option as well.
