Helene Smertnik Advisory Manager GSMA Mobile for Development UK
Outline GSMA Mobile for Development Utilities Size of the mobile for energy market 5 Mobile channels Orange research report Examples from the field The role of Mobile Operators Recommendations Concluding remarks
Programme overview The GSMA Mobile for Development Utilities programme leverages mobile technology & infrastructure to improve access to basic energy, water and sanitation services Programme Activities Knowledge Sharing and Convening Technical Assistance Innovation Fund Market Building Funding & Timeframe 10M funding, including 5.6M Innovation Grant Fund from DFID s ( )
Evolution of access to services Mobile vs utilities services in SSA ( ) Source: GSMAi and GSMA M4D Utilities
Access to electricity vs mobile Energy vs Mobile Energy Addressable Market* in SSA: 358 million people 1.3 bn million Lack Power 643 million have GSM coverage *Addressable market: number of people with GSM coverage but without access to electricity
5 Mobile channels
Energy challenges & role of mobile Mobile money to improve revenue recovery Supports remote, digitised, payment Automates pre/post payment Flexible tariff structures to ensure affordable access Mobile services (SMS, IVR, USSD) to improve customer service supports communication between customer and utility (inform breakages, power outages) M2M to reduce losses, metering inefficiencies, last mile distribution Remote monitoring of energy consumption and energy supply Remote control of energy supply
Mobile money Globally, 261 mobile money deployments, of which 137 in SSA In SSA, 146M registered accounts, of which 42% are active* Growing bill payment service, reflecting an increase in use by businesses/institutions * Mobile money accounts that have been used for at least one financial transaction within the last 30 or 90 days
Machine-to-machine Growth of M2M connections: Strongest in developing markets, led by Asian markets Africa currently represents 4% of total connections, with South Africa leading Evolution of M2M business models: Beyond M2M connection, mobile operators (MNO) providing complex services to improve operational efficiencies Involve partnering with a range of service providers, notably energy utilities or healthcare providers
Orange Research Report Energy models: rural to urban Rural Off-Grid (Low Density) Urban and Rural Off-Grid (High Density) Urban and Rural On- Grid GSM is the main technology, enabling remote monitoring and payment (Pay-as-you-go) GSM competing with shorter range wireless technologies (ex. Zigbee) GSM competing with technologies such as PLC, Ethernet or other RF Most new GSM meter connections and mobile payment could happen here High opportunity for enabling services and payments
Examples from the field The experiences of pioneering utilities and off-grid ESCOs provide a positive outlook for the role that mobile technologies can play in energy access. Grid UMEME Uganda SHS Mobisol Rwanda Micro-grid EarthSpark Haiti
UMEME Utility case study Pre-paid meters in Natete 12 month pilot of pre-paid split meters in Natete to improve collection rates and reduce losses Installed meters at the level of the concentrators to identify those with bigger losses Retrofitted customers to pre paid split meters Results Cost: $2.3M, recovered $1.5M in a year Sales went up: people could not steal as easily Expansion plan: UMEME is looking at tackling large power user theft through an Advanced Metering Infrastructure system.
Mobisol Smart meter for off-grid Pay-As-You-Go solar home system in Tanzania Customer pays Mobisol bill via mobile bill payment (USSD) Server receives payment and credits the account/ SHS (GPRS) M2M SIM embedded in SHS controls switch on/off & sends info back to server (GPRS) Results: Over 2,500 total SHS sold in 2014 Expansion plan: Partnering with Rwandan Energy Utility to expand to 50,000 households
EarthSpark Low cost smart meter for micro-grid in Haiti Support pre-payment Flexible tariffs to pay what customers use Load management to disable over use Remote monitoring & control allows theft detection and reaction Results: Electrified 52 households, using excess capacity of mobile tower Expansion plan: Connect 400 households 100 kwh hybrid solar-diesel micro-grid
Mobile energy: turning point From new idea in 2010 to established sector $100M raised in 2014 $40M raised in January 2015 alone Established partnerships and deals OMC joint-venture with SunEdison M-KOPA debt facility with CBA Off-Grid:Electric debt facility with IFC Mobisol fund from Rwanda Government
Still a nascent market Feedback from energy providers on and off-grid using metering solutions: most MNOs in emerging markets are just beginning to develop M2M specific services. Manually top-up local SIMs as difficult to get post-paid SIMs for M2M deployments Network stability issues impacting meter functionality Managing customised integration of data management systems, recreating the wheel Lack of APIs for Bill-Pay integration Mobile money fees that are not adapted to small payments Lack of communication enterprise solutions, Bulk SMS, IVRs, call-centre lines
MNO business offering Beyond mobile technology, what business services can MNOs offer to respond to utilities energy management challenges?
Recommendations To Energy Providers Seek partnerships with MNOs to trial deployment of smart meters with customer segments To MNOs Develop a suite of services to support energy providers for smart and non-smart meters Help partners communicate with their customer Leverage mobile money to support pre and post paid utility bill pay To Funders As the commercial model is still unproven, donor agencies should support early stage trials
An energy management tool Orange energy management solution for utilities to improve revenue, manage peak times and fraud through proprietary prepaid metering software Will include a CRM system to host and manage the utility s customer information First pilots to begin in the second part of the year.
Concluding remarks Mobile technology provides a variety of technologies and services that can support energy access GSM networks are ubiquitous, reliable in peri-urban and rural areas (vs PLC, RF) and provide the security of licenses Utilities can use a progressive approach to integrating mobile solutions to their offering. Beyond the technology, mobile operators can prove strong partners to utility and decentralised energy services providers.
