5 Why a na1onal strategy? What are the top reasons your country has developed a strategy, or plans to do so?
6 Need for a na1onal ehealth strategy The e Health strategy is pragma6c, balances different priori6es and will help to lead Australia towards the delivery of a safer, be5er connected and more sustainable health care system. Australia Na:onal e Health Strategy, 2008 There is a compelling need to devise ways and means of closing the gap between [health sector] vision and reality. This e Health strategy seeks to close this gap. Kenya Na:onal e Health Strategy,
7 Need for a na1onal ehealth strategy Today, as we take stock of the current state reali6es, it increasingly emerges how ineffec6ve piecemeal efforts can be. Failure to define an overarching na:onal level strategy, in which the different ICT components must belong, robs ini:a:ves any sectoral ownership and leaves them at the hands of individual organisa:ons. This na6onal level e Health strategy with almost a sector wide par6cipa6on and ownership is an effort to fill this gap. Na:onal e Health Strategy, Mauri:us,
8 Role of a na1onal strategy Serves as an umbrella for planning and coordina6ng different na6onal e Health efforts while considering fundamental elements in terms of regulatory, governance, standards, human capacity, financing and policy contexts.

24 Who can use the Toolkit? Countries seeking to build on promising results of pilot projects with high level statements of intent seeking to turn these into ac1on beginning comprehensive planning and scaling up with experience in ehealth, upda1ng strategies to respond to changing environments
25 Ini1a1ng a na1onal ehealth strategic planning process 1.Confirm health sector leadership. Na1onal planning requires sustained leadership and commitment from senior government officials and health sector leaders. Development of a na1onal ehealth plan oden launches a country s formal program in ehealth. 2.Establish governance mechanisms to provide improved visibility, coordina1on and control of planning ac1vi1es. This includes the forma1on of a steering commieee and an ehealth strategy team. 3.Iden:fy key health and non health sector stakeholders to be involved in the development of a na1onal vision and plan and its subsequent implementa1on. 25
26 Ini1a1ng a na1onal ehealth strategic planning process 4.Establish the strategic context for ehealth. This provides the founda1on for ehealth vision and planning, and enables the government to assess and make informed decisions on how to beeer harness ICT for health system strengthening and improved health outcomes. 5.Forming an understanding of the current ehealth environment in terms of the ehealth components that already exist as well as exis1ng programmes or projects that will deliver ehealth capabili1es. 26
