2 Reaching Young Adults in RDD Surveys Potential for Nonresponse Bias: Nonresponse bias could result if certain sample members with both landline and cell phone service mainly use their cell phones (Tucker, Brick & Meekins, 2007). Young Adults Phone Usage Patterns: Data indicate increasing reliance on cell phones among young adults (Blumberg & Luke, 2009), but few surveys have detailed their phone usage patterns. 2
3 Phone Usage Behavior and Nonresponse Bias in Surveys of Young Adults Are young adults who only/mostly use cell phones more difficult to reach than those who only/mostly use landline phones? Do young adults who only/mostly use cell phones differ on key survey items from those who only/mostly use landline phones? 3
4 Why Might Cell Only/Mostly Young Adults Be More Difficult to Reach in Phone Surveys? Responding to cell phone calls: All have caller ID, so may ignore unknown calls May have concerns about costs incurred by responding More often in situations where they cannot answer Not used to receiving survey calls on cell phone Responding to landline phone calls: More likely to share phone with roommates or parents Rely on voice mail to screen calls and receive messages 4

6 How Might Cell Only/Mostly Young Adults Differ on Health Indicators? Negative Health Indicators (wireless only vs. not): More likely to be current smokers More likely to have recently engaged in binge drinking More likely to have serious psychological distress Less likely to currently have health insurance coverage More likely to have financial barriers to getting health care Less likely to have a usual place to go for medical care Positive Health Indicators (wireless only vs. not): More likely to report health as excellent or very good Less likely to ever have been diagnosed with diabetes Source: Blumberg & Luke,
7 Survey Data Florida Young Adult Tobacco Survey (FL YATS) conducted in fall 2009 in both English and Spanish Measured smoking behaviors and attitudes and related health behaviors among adults age 18 to 24 RDD survey including samples of both landline and cell phone numbers in state of Florida Total of 2,044 respondents 1,658 from landline sample and 386 from cell sample Response rates were 28.1% for the landline sample and 8.3% for cell sample (AAPOR RR 4) 7
8 How Can We Meaningfully Classify Young Adults into Phone Usage Types? 1. Did respondents have cell phone only (12.2%), landline only (5.8%), or both types of phone service (82.1%)? 2. How respondents answered the following question: Compared to answering your regular home phone, how likely are you to answer your cell phone or other wireless device when you are at home? Would you say 1) I am more likely to answer my cell phone than I am my home phone 2) I am less likely to answer my cell phone than I am my home phone 3) I am just as likely to answer my cell phone as I am my home phone 8
9 How Can We Meaningfully Classify Young Adults into Phone Usage Types? (continued) 3. How respondents answered the following two questions: a. 14 Implications of Demographic Differences for Potential Nonresponse Demographic differences suggest only/mostly cell phone users may be more difficult to reach, given: more likely to be currently employed or students more likely to have roommates and shared landline phones FL YATS respondents did not show a significant difference in call attempts between the two phone usage groups: Mean call attempts for only/mostly cell users = 4.40 Mean call attempts for only/mostly landline users =
15 Phone Usage Types and Health Indicators No differences across phone usage types on: general health status mental health problems in past 30 days moderate physical activity in past 30 days seen health professional in past 12 months current smoking status current use of chewing tobacco/snuff/dip but a few differences were found 15

19 Implications of Differences on Health Indicators for Potential Bias Analysis of health indicators indicated only/mostly cell users did not have different data to report in most cases, except: more likely to engage in binge drinking slightly more likely to have more physical health issues slightly more likely to have health insurance coverage * We did not observe the clear pattern of differences like those observed among all adults across the U.S. 19
20 Implications of Young Adults Phone Usage for Nonresponse Bias in RDD Surveys Only/mostly cell phone users may be more difficult to reach, but under-representing this subgroup does not seem likely to bias most health indicators Defining and measuring phone usage patterns may make a significant difference in the implications for nonresponse bias (Boyle, Lewis, & Tefft, 2009): Cell phone only vs. those who also have landline service? On which phone type do people receive most of their calls? Which phone type do people use more to make and receive calls? 20
