1 FICORA 32 S/2016 M 1 (18) Unofficial translation Regulation on public telephone network numbering Issued in Helsinki on 22 December 2016 The Finnish Communications Regulatory Authority (FICORA) has, under sections 98 to 99, 104 to 105, 244 and 278 of the Information Society Code of 7 vember 2014 (917/2014), laid down: Chapter 1 General provisions Section 1 Objective of the Regulation The interoperability and interconnectivity of communications networks and services provided therein requires unambiguous numbering. Therefore, it is necessary to define the numbers and identifiers used in public Finnish telephone networks. This Regulation contains the Finnish national numbering plan and number structures. In addition, the Regulation defines identifiers relevant for the technical interoperability of communications networks. Section 2 Scope of application This Regulation applies to the numbering of public telephone networks and communications services implemented therein. The numbering of the above-mentioned complies with Recommendation E.164 of the International Telecommunication Union (ITU). The Regulation also applies to the numbering of telecommunications operator-specific services, emergency numbers, the numbering of short message services, and the numbering of the telex network. The Regulation also applies to the technical routing numbers and codes of telephone networks separately specified in the Regulation. The Regulation also contains obligations on the routing of calls with respect to certain misplaced calls. The Regulation applies to public authority networks and other than public telephone networks in so far as the numbering of these networks impacts the interconnection of public telephone networks or it is otherwise necessary to coordinate the use of numbers, prefixes and codes to ensure the technical functioning of the telephone networks.

2 FICORA 32 S/2016 M 2 (18) Section 3 Definitions For the purposes of this Regulation: 1) number means decimal digits and hexadecimal numbers; 2) hexadecimal number means a number whose base number is 16, and which consists of the numbers 0 to 9 and of the letters A to F; 3) subscriber number means a number or other code used in telecommunications and assigned to the user for identifying the subscription; 4) carrier access code means a code indicating a national or international telephone network; 5) area code means a number consisting of the long-distance prefix 0 and the code for a telecommunications area, nationwide service, nationwide subscriber number or mobile network; 6) international prefix means the general international prefix 00 or international carrier access code; 7) short message service numbers mean numbers used for routing text, image and multimedia messages to short message service centres; 8) technical routing numbers, codes or prefixes mean numbers used within or between telephone networks for steering or routing calls and messages, or for identifying networks and network elements, and which the users are not normally able to dial on their terminal equipment; 9) mobile network means a communications network primarily used for targeted communications in which the terminal equipment is connected to the communications network by means of freely propagating radio waves; 10) fixed telephone network means a communications network primarily used for targeted communications in which the terminal equipment is connected to the communications network by a cable or other leased line; 11) telephone network means a mobile network or a fixed telephone network; 12) public telephone network means a mobile network or a fixed telephone network intended for a set of users not subject to any prior restriction and in which the numbering in accordance with Recommendation E.164 of ITU is used.

3 FICORA 32 S/2016 M 3 (18) 13) international telecommunications service means a communications service that transmits telecommunications between subscriber connections located in Finland and abroad. Section 4 Granting the right to use numbers, codes and prefixes FICORA grants telecommunications operators the right to use numbers, codes and prefixes referred to in this Regulation. The applications must be submitted in writing. The right of use may also be granted to other applicants, if the purpose of use, in accordance with the Regulation, of the number, code or prefix so requires. The right to use a short message service number is granted to service providers. The right to use pan-european service numbers beginning with 116 is granted to service providers to be used for a service referred to in the Commission Decision (2007/116/EC, amended by Decision 2009/884/EC). FICORA may issue a decision to designate numbers, codes and prefixes for the shared use of telecommunications operators for the purpose specified in the decision. Section 5 Transferring or relinquishing the right to use The right to use a number, code or prefix may be transferred by FICORA's decision from one company to another within a group referred to in the Limited Liability Companies Act. If the holder of the right to use a number, code or prefix disposes of its business, they may be transferred to the recipient legal person or natural person by FICORA's decision. Both parties must apply for the transfer of the right to use. If the holder of the right to use a number, code or prefix merges with another limited liability company referred to in the Limited Liability Company Act, the right to use is transferred to the recipient company. If the holder of the right to use the number, code or prefix is declared bankrupt, the right to use is transferred to the bankrupt's estate. A telecommunications operator may also relinquish a subscriber number range or service number range granted by FICORA to be used by another operator. In this case, the transferring operator must notify FICORA of the transferred number range. The telecommunications operator to whom FICORA has granted the right to use a number range is responsible for the use of the number

Chapter 2 Telephone number's structure Section 6 International numbers An international number consists of a country code and the national (significant) number or of a code and number for an international service. The country code for Finland, assigned by ITU, is 358. An international number must not exceed 15 digits. An international number does not include an international prefix. The definition of an international number is included in section 13 of the Regulation. Section 7 National (significant) numbers A national (significant) number can be either geographic or nongeographic. A national (significant) number does not include the long-distance prefix 0. A geographic national (significant) number consists of the national destination code and subscriber number or service number. A non-geographic national (significant) number consists of a code for a nationwide service, nationwide subscriber number or mobile network, and of a subscriber number or service number. Section 8 National (significant) number's length A national (significant) number must not exceed 12 digits. The length specifications for numbers provided in this section apply to new numbers to be introduced.

FICORA can permit, for justified reasons, the introduction of numbers shorter or longer than the lengths determined in this section. Numbers already in use and shorter than what has been ordered here, can be transferred to the new holder of a subscription only in case of a business transfer or acquisition of family law or the law of succession, or if the user remains the same. The length may vary between 4 and 6 digits. On the date of issuing this Regulation, all 116 numbers consist of 6 digits. Service numbers starting with 116 are not E.164 numbers.

7 FICORA 32 S/2016 M 7 (18) Section 10 Traffic and subscriber numbers within a telecommunications area Calls within the same telecommunications area (in the Uusimaa telecommunications area, within the same numbering area) can be made by dialling the: 1) subscriber number of the telecommunications area; 2) long-distance prefix 0 + national destination code of the telecommunications area (in Uusimaa: numbering area code) + subscriber number; 3) general carrier access code in accordance with section 14 + subscriber number; 4) in case of a VoIP service, the subscriber number of the telecommunications area in an international format, too. Number ranges beginning with digits 2 8 are reserved for subscriber numbering in geographic. Numbers beginning with are also used as subscriber numbers. Telecommunications operators will not be granted new number ranges beginning with New users can be connected to subscriber number ranges beginning with 2 8 whose second digit is 0 or 9, and ranges beginning with only with FICORA's permission for a special reason regarding the user's rights. Section 11 Nationwide subscriber numbers Numbers beginning with some of the following digits are used as nationwide subscriber numbers: , , 073 In addition, the nationwide subscriber number ranges beginning with 075 listed in Annex 1 are in use. New number ranges beginning with 075 will not be granted for nationwide subscriber number ranges.

8 FICORA 32 S/2016 M 8 (18) Section 12 Long-distance calls Long-distance calls are made by dialling the long-distance prefix 0, followed by the telecommunications area's national destination code and subscriber number. In VoIP services, long-distance calls can also be made by dialling the number in an international format. Callers can select the long-distance network for each call they make by dialling the network's long-distance carrier access code or general carrier access code. The carrier access code, if dialled, must precede the area code. If the long-distance carrier access code is dialled in other circumstances, e.g. when making a call to a subscriber connection within the same telecommunications area (in the Uusimaa telecommunications area, within the same numbering area) the call must be routed to an announcement complying with standard SFS 5749, based on a number analysis made by the subscriber's telecommunications operator. The carrier access codes for long-distance calls have 3, 4, or 5 digits. A detailed specification of them is included in Annex 1 of the Regulation. Section 13 International calls Calls to international telephone networks are made by dialling the international prefix 00 or the operator code. Calls from a mobile network and VoIP service calls may also be dialled using the "+" sign. Callers can select the international telephone network for each call by dialling the international carrier access code or general carrier access code preceding the international prefix 00. The international carrier access code also functions as an international prefix followed by an international number in accordance with section 6. The international carrier access codes have either 3, 4, or 5 digits. A detailed specification of them is included in Annex 1 of the Regulation. In mobile networks, it is not possible to select an international telephone network for each call by dialling an international carrier access code in connection with call forwarding or text messages. Calls are forwarded and text messages sent to abroad by selecting the sign "+". In addition to the sign "+", the international prefix 00 can be used, or the international carrier access code corresponding to the sign "+" in the mobile network in question.

9 FICORA 32 S/2016 M 9 (18) If the caller dials the country code 358 for Finland after having dialled an international carrier access code or the international prefix 00 preceded by the general carrier access code, the international carrier must route the call to an announcement complying with standard SFS Section 14 General carrier access codes General carrier access code means a 5-digit code beginning with 90 that has been granted to the telecommunications operator. Users can use the code to select a telephone service provider for the service type of their choice. Local calls, long distance calls, calls to an international network and calls to a mobile network made from a subscriber connection in a fixed telephone network can be dialled by using a general carrier access code for each call. The general carrier access code may also be used for an outgoing international call from a mobile network. The general carrier access code is dialled before the subscriber number when local calls are made. The general carrier access code is dialled before the area code when calls are made to the long-distance and mobile networks. The general carrier access code is dialled before the international prefix 00 when calls are made to the international telephone network. Section 15 Mobile networks Mobile area codes beginning with 04 and 050 route traffic to mobile networks. The code consists of the long-distance prefix 0 and of a mobile network code. The area codes for mobile networks have 3, 4, or 5 digits. A detailed specification of them is included in Annex 1 of the Regulation. Numbers beginning with 2 8, which are dialled from a mobile subscription without an area code, have been allocated to telecommunications operator-specific services without additional fees. Roaming visitors can also use these numbers. Numbers beginning with 1, which have been dialled from a mobile subscription without an area code, are used as follows: (universal emergency call number); 2. numbers starting with 116 (pan-european service numbers);

10 FICORA 32 S/2016 M 10 (18) (general directory service); , 152, 153 (billing specification of calls); 5. numbers starting with 100 (telecommunications operator-specific service numbers). It is forbidden to use other numbers beginning with 1, which have been dialled from mobile subscriptions without an area code. A roaming user may use numbers beginning with which have been dialled from a mobile subscription without an area code if the user's home network has a roaming agreement with the Finnish mobile network in question. The agreement must encompass the use of the above-mentioned numbers. Chapter 4 Numbering of telecommunications services Section 16 Emergency call number The universal emergency call number 112 has been determined in section 278 of the Information Society Code. Traffic to the universal emergency call number 112 must be routed to an appropriate emergency response centre even if the caller dialled an area code before the emergency call number 112. Section 17 General on service numbers Service numbers are international, nationwide, telecommunications area-specific or operator-specific, or used for short message services. The telecommunications operator must bar access from an international telephone network to a nationwide service number, if the holder of the service number so requests. Section 18 Nationwide services mean numbers starting with: , 02020, 02022, 02023, 02098,

11 FICORA 32 S/2016 M 11 (18) 0600, 0601, 0602, , 0707, 0708, In addition, the nationwide service numbers beginning with 075 listed in Annex 1 are in use. Operators are not granted new number ranges beginning with 075 to be used as nationwide service numbers notwithstanding the service numbers primarily assigned to directory inquiry services and listed in section 22 of this Regulation. New service numbers must not be introduced within the number ranges beginning with 0202, 0209 or 075 notwithstanding the service numbers primarily allocated to directory inquiry services listed in section 22 of this Regulation. beginning with 0606, 0707 and 0708 may be used only for services falling within the scope of the Finnish Payment. For these numbers, the sixth digit of the national significant number indicates the VAT tax rate to be applied as follows: 1) 0 or 1 no value added tax referred to in the Value Added Tax Act (1501/1993) is charged on a product or service provided in the number; 2) 2 or 3 value added tax in accordance with section 85a of the Value Added Tax Act is charged on a product or service provided in the number; 3) 4 or 5 value added tax in accordance with section 85 of the Value Added Tax Act is charged on a product or service provided in the number; 4) 6 or 7 value added tax in accordance with section 84 of the Value Added Tax Act is charged on a product or service provided in the number; 5) 8 and 9 are reserve numbers for eventual future value added tax rates. Numbers beginning with 0800 and 116 are national freephone numbers. The services provided in pan-european service numbers beginning with 116, which have been granted by FICORA, must meet the following terms of the decision of the European Commission (2007/116/EC): 1) the service provides information, or assistance, or a reporting tool to citizens, or any combination thereof;

12 FICORA 32 S/2016 M 12 (18) 2) the service is open to all citizens without any requirement of prior registration; 3) the service is not time-limited; 4) there is no payment, or payment commitment as a prerequisite to use the service; 5) the following activities are excluded during a call: advertisement, entertainment, marketing and selling, using the call for the future selling of commercial services. Section 19 Telecommunications area-specific services Number ranges starting with 106 and 107 are reserved for services within a specific telecommunications area. New service numbers specific to a telecommunications area may not be introduced. The existing service numbers specific to a telecommunications area may be used for their current purpose of use until 31 December Section 20 Telecommunications operator-specific services Telecommunications operators can use numbers beginning with 100 as telecommunications operator-specific service numbers. Section 21 International services International services mean services included in the codes for international services allocated by ITU corresponding to the country codes. ITU has allocated the country code 800 for Universal International Freephone Numbers (UIFN) and country code 979 for Universal International Premium Rate Numbers (UIPRN). Calls to an international service are dialled with the international prefix 00. Calls to an international service from mobile networks and VoIP service may also be dialled using the "+" sign. The international prefix 00 or "+" is followed by the international service code and international service number. A call to an international service can also be dialled using the international carrier access code or the general carrier access code, which is dialled before the international prefix 00, if the operators in question have agreed on this. Otherwise, the call must be routed on

13 FICORA 32 S/2016 M 13 (18) the basis of the number analysis made by the subscriber's operator to an announcement complying with standard SFS Section 22 Publicly available directory inquiry service and service with call connection function Numbers allocated to the services pertaining to service group I (nonprofit services) in accordance with the FICORA Regulation on barring are available for service numbers for public directory inquiry and national call connection function services within the limits set out below. FICORA may grant an exceptional permit for call connection function also from other number than a number allocated to the services pertaining to service group I in accordance with FICORA Regulation on barring. The exceptional permit defines from which number the call connection function is possible, to which numbers allocated to the services pertaining to service groups I or II in accordance with FICORA Regulation on barring the call connection function is possible, and what the other conditions of the exceptional permit are. It is allowed to provide other services of the service group I for public directory inquiry services and national call connection function services excluding the number 118, which can only offer directory inquiry services and national call connection functions. Directory inquiry must be the primary service on the following numbers: X (X 8) Directory inquiry must be the primary service of the following numbers. The provision of international call connection function is limited to these numbers only:

14 FICORA 32 S/2016 M 14 (18) Section 23 Short message services Short message service numbers begin with 1 and contain at least 5 digits, but they are not numbers referred to in ITU Recommendation E.164. The numbering plan for short message services is depicted in Annex 2. Numbers beginning with 169, 177 and 178 in the numbering plan for short message services may only be used for services falling within the scope of the Finnish Payment. Short message services can also be provided in service numbers designated for voice services referred to in sections 18 and 22, provided that the barring services for short message services also cover the short message services provided in voice service numbers. The provision of short message services can be included in the universal emergency call number 112. Section 24 Numbering of the telex network The numbering in accordance with ITU Recommendations U.7 and F.69 are applied to the telex network. Finland has a closed numbering plan for the telex network. The telex number consists of the telex country code and the national number. The TDC (Telex Destination Code) granted to Finland by ITU is 57 and the network code TNIC (Telex Network Identification Code) is FI. The maximum length of the international telex number containing the telex country code is 12 digits. The national telex number of Finland must not exceed 6 digits. FICORA can, for justified reasons, grant a licence for numbers longer than this. Numbers beginning with 1 8 are used for the subscriber numbering of the telex network. The international prefix is 99. Chapter 5 Technical routing numbers, codes and prefixes Section 25 Technical operator codes FICORA grants two-digit operator codes within the range of 00 to 89 and three-digit operator codes within the range of 900 to 989. The following hexadecimal numbers can also be granted as operator codes: 1B, 1C, 1D, 1E

15 FICORA 32 S/2016 M 15 (18) 2B, 2C, 2D, 2E 3C, 3D, 3E 4B, 4C, 4D, 4E 5B, 5C, 5D, 5E 6B, 6C, 6D, 6E 7B, 7C, 7D, 7E 8B, 8C, 8D, 8E B0, B1, B2, B3, B4, B5, B6, B7, B8, B9, BB, BC, BD, BE C0, C1, C2, C3, C4, C5, C6, C7, C8, C9, CB, CC, CD, CE D0, D1, D2, D3, D4, D5, D6, D7, D8, D9,DB, DC, DD, DE E0, E1, E2, E3, E4, E5, E6, E7, E8, E9, EB, EC, ED The hexadecimal number EE is reserved for the shared test use of telecommunications operators. Section 26 CUG and Centrex operator codes In the Closed User Group (CUG) supplementary service a key code is used to control that users belong to a certain closed user group. The CUG key code consists of Finland's network code 0358 and of a 16- bit-long CUG code identifying a certain closed user group. In the Centrex service, a Centrex group extending to several telecommunications operators' areas is itemised by a Centrex group code. The Centrex group code consists of a three-digit Centrex operator code followed by an operator-specific sequence of digits. Section 27 Technical mobile network codes The Mobile Country Code (MCC) assigned by ITU to Finland in accordance with Recommendation E.212 is 244. FICORA grants telecommunications operators two-digit or three-digit Mobile Network Codes (MNC) within the range of 00 to 99 to be used in connection with Finland's mobile country code. Currently the mobile network codes used in Finland are two-digit codes within the range of 00 to 99. In cross-border areas, the use of Network Colour Codes (NCC) in accordance with standard ETSI TS is restricted to the NCC codes 0 and 4, whereas the codes 0 7 can be used in the rest of the country. If necessary, telecommunications operators must coordinate the use of NCC codes. The TETRA Mobile Country Code ((T)MCC) assigned by ITU to Finland in accordance with Recommendation E.218 is 244. The TETRA Mobile Network Codes within the ranges of 0000 to 0099 and 1000 to 9999 consisting of four digits and used in connection with Finland's country code are granted by FICORA. Codes 0000 to 0099 are reserved for

16 FICORA 32 S/2016 M 16 (18) those telecommunications operators who have been granted a Mobile Network Code (MNC) within the range of 00 to 99. Section 28 Signalling point codes ITU has assigned international signalling area network codes to Finland in accordance with Recommendation Q.708. The international signalling point codes are assigned for usage in a designated network element. A national signalling point code is a 14 bit-long code that identifies the nodal point in the national signalling network. The international and national signalling point codes assigned to Finland can only be used in a network element located in Finland. Any deviation from this practice requires that the administrations concerned agree on the matter. Respectively, it is not allowed to use foreign signalling point codes in Finland, unless the matter has been agreed upon with FICORA and the foreign administration in question. Section 29 Numbers for routing emergency traffic The following numbers are used for emergency traffic routing: The universal emergency call number 112 0X(Y) 0C abc 112 in which 1) 0X(Y) is the telecommunications area code of the location where the emergency centre's co-management area is situated; 2) C is the hexadecimal number C; 3) abc is the routing number determined by the subscriber's municipality of location and based on the municipality code the emergency centre is currently or was previously located. In addition to these, FICORA can assign the following numbers for routing emergency traffic: Universal emergency call number 112 0X(Y) 0C abc 11Z (Z=3-9). Section 30 Hexadecimal numbers Hexadecimal numbers whose first or second character is letter A-F are reserved for use between telecommunications operators. The following restrictions concern these:

17 FICORA 32 S/2016 M 17 (18) 1) The hexadecimal prefix 0B is reserved for the authorities' use in all telephone networks and it must not be used for any other purposes. 2) The hexadecimal numbers listed in section 25 of this Regulation are used as operator codes. The following prefixes including hexadecimal prefixes may only be taken into use under the authority of FICORA: 0E, 3B, 3DB to 3DD, 3E1 to 3E8, 3EB to 3EE, 4DB to 4DE, 4E0 to 4E6 and 4E9. Section 31 Technical routing numbers In the national numbering plan, the numbers beginning with 0701 to 0705 are allocated for use as technical routing numbers. Telecommunications operators can also use other assigned numbers as technical routing numbers. Chapter 6 Numbering plans Section 32 National numbering plan and numbering plan for short message services The national numbering plan for numbers in a public telephone network in accordance with ITU Recommendation E.164 (national numbering plan) is in Annex 1. The numbering plan for short message services is in Annex 2. Chapter 7 Provisions on entry into force Section 33 Transitional provision and entry into force This Regulation enters into force on 1 January 2017 and will remain in force until further notice. Traffic routing and other provisions related to the use of numbers must be complied with regardless of when the number or identifier has been introduced. However, numbers and identifiers introduced before the entry into force of the Regulation must not be altered to accommodate the new Regulation unless otherwise separately ordered.

19 FICORA 32 S/2016 M L1/1 (13) Annex 1: National numbering plan Annex 1: NATIONAL NUMBERING PLAN Finland's national numbering plan for numbers in accordance with Recommendation E.164 of the International Telecommunication Union (ITU) is given on pages 1 to 12 in this Annex. If the number range is contained in FICORA's reserve of numbers, numbers within this number range in question can be assigned on the basis of an assessment for need, in case the purpose of use of the number range in question is defined and no other number ranges allocated for the same purpose of use in this numbering plan no longer has a sufficient amount of available numbers. FICORA specifies the length of the number when it is assigned. If the purpose of use of the number range is not determined, numbers from this range will not be assigned. If a number marked by "" in the "Available ranges" column is returned to FICORA's reserve of numbers, the length of the number in question is redetermined in connection with the assignment. The number ranges for service numbers are marked with service groups referred to in FICORA's Regulation on barring categories (Regulation 35 on barring categories in telecommunications): Service group I (n-profit services) Service group II (Consulting and ordering) Service group III (Entertainment services) Service group IV (Adult entertainment services)

32 FICORA 32 S/2016 M L2/1 (2) Annex 2: Numbering plan for short message services Annex 2: NUMBERING PLAN FOR SHORT MESSAGE SERVICES The numbering plan of short message services is depicted on pages 1 to 2 of this Annex. Service groups are in accordance with FICORA's Regulation on barring categories. Operator-specific short message service numbers are administered by the operator. In this numbering plan, universal access numbers mean short message service numbers. Sending a text message to these numbers costs the same as sending one to any other normal subscription. If a numbering range is in FICORA's reserve of numbers, it is possible to assign numbers from this range, if the intended use of the range is specified and if numbers from other number ranges intended for the same purpose no longer are available. FICORA specifies the length of the number when it is assigned. If the purpose of use of the number range is not determined, numbers from this range will not be assigned.
