1 CT Briefing Work Zone Traffic Control Certification Program March 10, 2017 Background This initiative was started by the PennDOTAPC Safety Committee to establish a statewide policy that requires a trained individual to oversee the Work Zone Traffic Control (WZTC) on an operation. Purpose The WZTC Certification Program will provide individuals with the knowledge and skills that are required to oversee the planning, installation, maintenance, and removal of WZTC on an operation during lane restrictions and road closures. This will specifically ensure compliance with statewide standards with the goal of improving traffic control safety and consistency in work zones. Program Training There are four entities in the WZTC Certification Program and their roles are provided below: BOMO Oversees the WZTC Certification Program Develop training course materials and structure Identifies a Master Instructor o RFQ identifies on organization with 2-3 instructors Master Instructor Develop training course materials and structure Responsible for training the WZTC Instructors WZTC Instructor Responsible for training the WZTC Specialists Conducts QA evaluations (Department and PTC employees only) WZTC Specialist Trained by the WZTC Instructor Oversees the planning, installation, maintenance, and removal of WZTC on an operation Implementation The program will be implemented in two phases during lane restrictions and road closures: Phase 1 Pilot Program A WZTC Specialist is required on all operations on interstate highways, limited access highways, and Pennsylvania Turnpike highways o Applies to government agencies, contractors, utilities, and all others performing work on these highways (Does not include Department Maintenance or PTC Maintenance) o Required on a project-by-project basis by the Department Compliance: 12 months from the effective date of policy Phase 2 A WZTC Specialist is required on all operations on state highways and Pennsylvania Turnpike highways o Applies to government agencies, contractors, utilities, and all others performing work on these highways Compliance: To be determined based on pilot program evaluation

2 Phase 3 All highways in Pennsylvania o Applies to government agencies, contractors, utilities, and all others performing work on these highways Compliance: To be added upon local government endorsement Operational Requirements The trained individual shall be required to oversee the WZTC on an operation as follows: Short-TermLong-Term Operations Required on the operation to oversee the planning, installation, maintenance, and removal of WZTC. Required to be within 30 miles from the operation when the operation is not in the planning, installation, maintenance, and removal phase. Mobile Operations Required on the operation at all times.

4 1. Purpose 1.1. Title 75, Chapter 61 and Title 67, Chapter 212 allows the Pennsylvania Department of Transportation (Department) the authority and responsibility to create and enforce regulations for Work Zone Traffic Control (WZTC) The WZTC Certification Program will provide individuals with the knowledge and skills that are required to oversee the planning, installation, maintenance, and removal of WZTC on an operation. This will specifically ensure compliance with the Department s Temporary Traffic Control Guidelines (Publication 213), Federal Highway Administration s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD), and the Pennsylvania Turnpike Commission s (PTC) Standards. 2. Scope 2.1. The Department s Bureau of Maintenance and Operations (BOMO) has established the WZTC Certification Program that requires a trained individual to oversee the planning, installation, maintenance, and removal of WZTC on an operation. The program will apply to federal government agencies, state government agencies, county government agencies, municipal government agencies, contractors, utilities, and others performing construction, maintenance, permit, utility, or any other type of work during lane restrictions on existing state highways and Pennsylvania Turnpike highways The WZTC Certification Program shall be the only training program accepted as meeting the standards for qualifying individuals to oversee the planning, installation, maintenance, and removal of WZTC on an operation within the Commonwealth of Pennsylvania. The individuals possessing a valid certification card from approved WZTC Certification Program training courses, on or after the effective date of this policy, shall be the only individuals approved to oversee the planning, installation, maintenance, and removal of WZTC on an operation BOMO has identified four entities in the WZTC Certification Program: BOMO Master Instructor WZTC Instructor WZTC Specialist Refer to Exhibit 1 for the WZTC Certification Program organizational structure. 3. Objective 3.1. WZTC is an essential function in providing a safe environment in areas where workers and transportation system users compete for common or adjacent areas. Every reasonable effort should be made to reduce the risk of injury to both the worker and the transportation system user in these areas of potential conflicting interest. In order to achieve this goal, it is necessary to properly train individuals who oversee the planning, installation, maintenance, and removal of WZTC on an operation. 2

5 4. Training Requirement 4.1. The WZTC Certification Program will provide individuals with a consistent and continuous education to ensure that Department and PTC standards are followed during the planning, installation, maintenance, and removal of WZTC on an operation WZTC shall not be planned, installed, maintained, or removed on an operation unless overseen by an individual who has satisfactorily completed an approved WZTC Certification Program training course BOMO requires a database of individuals that have successfully complete an approved WZTC Certification Program training course. The database will include: Name Certification Number Certification Issuance Date Certification Expiration Date Certification Status Company Company Address Address Phone Number Course Title Course Start Date Course Location Instructor s Name Instructor s Certification Number If any of the personal contact information of the trained individual changes throughout the certification period, the individual shall notify BOMO immediately Information that will be made available to the public shall include: Name Certification Number Certification Issuance Date Certification Expiration Date Certification Status Company 4.4. Individuals will receive a certification card upon successful completion of a training course. The certification card will be issued by BOMO directly to the individual that completed a training course. The individual shall have possession of the certification card at all times while performing job duties All WZTC Certification Program communication with BOMO shall be through the resource account: RA-PDWZTCCERTPGM@pa.gov 3

Scheduling The Master Instructor will coordinate with BOMO to schedule WZTC Instructor courses. The WZTC Instructor will schedule WZTC Specialist courses. The WZTC Instructor shall notify BOMO of a scheduled WZTC Specialist course. The notification shall include the date, time, and location. Application Training Materials Examination Course Documentation Certification Agreement Individuals applying to become a WZTC Instructor shall register for a WZTC Instructor course through the Department s training calendar. Upon registering for the course, individuals shall complete the WZTC Instructor application and submit the application to the WZTC Certification Program resource account. BOMO will review and verify the applications of the individuals applying to become a WZTC Instructor to ensure the individual s qualifications. 6 Individuals applying to become a WZTC Specialist will submit an application to the WZTC Instructor conducting the scheduled course. The WZTC Instructor shall review and verify the applications of the individuals applying to become a WZTC Specialist to ensure that applicants qualify for the scheduled course. Course materials will be updated, as required, by BOMO according to current laws, regulations, and policies. The instructor will obtain the course materials from the WZTC Certification Program website The instructor shall not modify the course materials without approval from BOMO. To ensure the instructors are using the current course materials, BOMO will notify the instructors when updated course materials have been posted to BOMO s WZTC Certification Program website. BOMO will distribute the exam materials to the Master Instructor prior to the scheduled WZTC Instructor course. The Master Instructor will administer the exams. The Master Instructor will forward the exams to BOMO for scoring. Upon the completion of the WZTC Instructor course, the Master Instructor shall submit the class sign-in-sheet and exams to BOMO. BOMO shall maintain a class file of each scheduled WZTC Instructor course. The class file will include the course sign-insheet, applications, course materials, and scored exams. The class file must be retained for 4 years; the length of a WZTC Instructor s certification. Course files may be kept electronically. Certification cards will be issued by BOMO to the individuals that pass the course. Upon successful completion of the course, the WZTC Instructor will be sent a WZTC Instructor agreement which must be signed and returned to the WZTC Certification Program resource account. The Department will distribute the exam materials to the WZTC Instructor prior to the scheduled WZTC Specialist course. The WZTC Instructor will administer the exams The WZTC Instructor will score the exams. Upon the completion of the WZTC Specialist course, the WZTC Instructor shall submit a class list to the Department containing the individuals that passed the course. The list will include the individual s name, certification number (if retraining), company, company address, address, phone number, course title, course start date, course location, instructor s name, and the instructor s certification number. The WZTC Instructor shall maintain a class file of each scheduled WZTC Specialist course. The class file will include the course signin-sheet, applications, course materials, and scored exams. The class file must be retained for 4 years; the length of a WZTC Specialist s certification. Course files may be kept electronically.

The specifications for the exams are as follows: WZTC Exam o Questions: 40 multiple choice o Time Limit: 90 minutes o Passing score: 85% or greater Instructor Exam o Questions: 40 multiple choice o Time Limit: 60 minutes o Passing score: 85% or greater To be certified as a WZTC Instructor, the individual shall satisfy the following requirements: o Complete the WZTC training o Complete the instructor training o Complete the WZTC exam with a passing score o Complete the Instructor exam with a passing score o Comply with BOMO s WZTC Instructor agreement Upon successful completion of the course, the individual will receive a certification card as a WZTC Instructor. o The certification number will have the designation I to indicate that the individual is a WZTC Instructor (e.g. I123456). o If the certification card is lost or damaged, contact BOMO through the WZTC Certification Program resource account for a replacement. Recertification is required every 4 years. Performance Evaluation The Bureau of Maintenance and Operations has identified two types of QA evaluations that will be conducted: WZTC QA Evaluation WZTC Specialist Course QA Evaluation Exhibit 6 provides a breakdown of the two quality assurance evaluations. Evaluations will be documented in the WZTC Certification Program database as satisfactory or unsatisfactory. The scoring is a follows: o Satisfactory QA evaluation: Score of 85% or greater o Unsatisfactory QA evaluation: Score of less than 85% BOMO shall conduct a final review of all unsatisfactory evaluations before they are recorded in the WZTC Certification Program database. o The PTC will be included during reviews of Pennsylvania Turnpike WZTC QA evaluations BOMO reserves the right to revoke the certification of any WZTC Instructor or WZTC Specialist based on non-compliance with this policy. This includes reoccurring non-compliance with Department and PTC laws, regulations, and policies. The certification of the WZTC Instructor or WZTC Specialist will be revoked if the individual receives two unsatisfactory evaluations within a rolling 12 month period. A formal response will be issued by BOMO, upon the second unsatisfactory evaluation within a rolling 12 month period, notifying the WZTC Instructor or WZTC Specialist of the certification revocation. The certification will only be re-issued when the WZTC Instructor or WZTC Specialist re-applies and successfully completes the appropriate certification course. The certification status of the individual will be updated from active to revoked in the WZTC Certification Program database. The WZTC Instructor or WZTC Specialist can appeal the QA evaluation after it has been documented in the WZTC Certification Program database. To appeal an unsatisfactory evaluation: 1. Access the WZTC Certification Program webpage. 2. Select the link Appeal Quality Assurance Evaluation. 3. Complete the required information on the form. 4. Submit QA evaluation appeal form. After the appeal is received, BOMO will: 1. Conduct a review of the QA evaluation and all supporting documentation. 2. Analyze supporting documentation to determine if the QA evaluation score is warranted. 3. If deemed necessary, BOMO will conduct a follow-up meeting with the Evaluator, WZTC Instructor or WZTC Specialist, and any other necessary personnel to gather additional details on the QA evaluation. a. The PTC will be included in all meetings for QA evaluations on the Pennsylvania Turnpike. 4. Issue a decision on the QA evaluation appeal within 5 days. 9

12 Exhibit 6 (CONTINUED): Quality Assurance Evaluation Specifications Content WZTC QA Evaluation WZTC Specialist Course QA Evaluation Procedure The evaluation is an assessment of the WZTC being overseen by a WZTC Instructor or WZTC Specialist. The official procedure for conducting an evaluation is as follows: 1. Identify an operation that is required to have a WZTC Instructor or WZTC Specialist. 2. Introduce yourself as an evaluator. a. If the WZTC Instructor or WZTC Specialist is not on the operation, request to speak with the person in-charge and request the WZTC Instructor or WZTC Specialist report to the operation. b. If there is not a WZTC Instructor or WZTC Specialist assigned to the operation, inform the person in-charge that the operation requires a WZTC Instructor or WZTC Specialist and provide the person in-charge with information on the WZTC Certification Program. 3. Provide the WZTC Instructor or WZTC Specialist with your certification card and state issued identification for validation. 4. Request to view the certification card and state issued identification of the WZTC Instructor or WZTC Specialist for validation. 5. Request to view the temporary traffic control plan being utilized on the operation. 6. Complete the Department s WZTC QA Evaluation form while evaluating the WZTC on the operation. 7. Provide photo andor video documentation of deficient WZTC during the evaluation. a. Unsatisfactory evaluations without adequate supporting documentation will be annulled and will not be recorded in the WZTC Certification Program database. b. Justification is required if photo andor video documentation of deficient WZTC cannot be provided with the evaluation. 8. Immediately following the completion of the evaluation, present the QA evaluation to the WZTC Instructor or WZTC Specialist. 9. Work through the QA evaluation and address any comments or concerns that were identified during the evaluation. 10. Present the score of the evaluation to the WZTC Instructor or WZTC Specialist. 11. Inform the WZTC Instructor or WZTC Specialist of any required corrections to the WZTC that would bring the WZTC into compliance with laws, regulations, and policies. All required corrections to the WZTC must be completed as per Publication 408, Section 901.3(t). 12. Inform the WZTC Instructor or WZTC Specialist that they will receive a copy of the QA evaluation after it has been forwarded to BOMO to be documented in the WZTC Certification Program database. 13. Forward all documentation to BOMO through the WZTC Certification Program resource account. The evaluation is an assessment of the WZTC Instructor and the environment of the WZTC Specialist course. The official procedure for conducting an evaluation is as follows: 1. Contact BOMO for a list of scheduled WZTC Specialist courses. 2. Attend a WZTC Specialist course. 3. Introduce yourself to an evaluator. 4. Provide the WZTC Instructor with your certification card and state issued identification for validation. 5. Request view the WZTC Instructor s certification card and state issued identification for validation. 6. Complete the Department s WZTC Specialist Course QA Evaluation form while evaluating the course. 7. Immediately following the completion of the course, present the QA evaluation to the WZTC Instructor. 8. 29 WZTC CERTIFICATION PROGRAM INSTRUCTOR AGREEMENT This Department WZTC Instructor Agreement ( Agreement ) is made effective as of the date the Department signs this Agreement (the Effective Date ), by and between, the Pennsylvania Department of Transportation (Department), Business Leadership and Administrative Services Office, Technical Training and Development Section, 400 North Street, 7th Floor, Harrisburg, PA and the undersigned ( Instructor ). Department and Instructor are each referred to as Party and collectively as Parties. ARTICLE I DUTIES OF THE WZTC INSTRUCTOR 1.1 Instructor agrees to provide the Department s training, training materials and certification services to persons who desire to become Department-Certified WZTC Specialists ( WZTC Specialist Course ) as follows: 1.2 Instructor shall teach the WZTC Specialist Course according to standards established by the Department. The Department is not responsible for materials, doctrines, or philosophies presented by Instructor that are inconsistent with the WZTC Specialist Course or pertaining to the Instructor s own experience. 1.3 Instructor should conduct at least one WZTC Specialist Course per year. 1.4 Instructor agrees to teach the WZTC Specialist Course using only the following materials: WZTC Specialist Course PowerPoint Presentation, WZTC Specialist Course Workbook, WZTC Specialist Course Examination, and any Pennsylvania state law specific materials as the Department may require. Periodically the Department will update and make available WZTC Specialist Course Materials for use in teaching the WZTC Specialist Course. It is the Instructor s responsibility to acquire updated WZTC Specialist Course Materials to ensure that Instructor s course materials are current at all times. 1.5 Instructor shall not modify the WZTC Specialist Course Materials in any manner. Instructor shall use only genuine Department Materials and other Department-approved instructional materials and handouts. Instructor shall not use non-department materials in the WZTC Specialist Course without the prior written approval of the Department. 1.6 Instructor will administer the WZTC Specialist Course Examination and demonstration tests for each student.
