1 Guidelines for Certification under the Airside Driving Qualification Scheme for Specialized Ground Services Equipment Issued by Airport Authority Hong Kong 29 December 2014 It is the responsibility of all operators to ensure that relevant Guidelines are brought to the attention of their staff. 4 1. Overview 1.1 Paragraph 1.1 of the Airside Driving Handbook states that Airport personnel who require to drive in the Restricted Areas in the performance of their duties shall: a. Possess a valid Hong Kong Driving Licence valid for the equivalent class(es) of vehicle they propose to drive. b. Obtain Airport Authority D endorsement. The D endorsement is valid for two years and is displayed on the holder s Airport Restricted Area permit. c. Carry Hong Kong Driving Licence and own company driving endorsement at all times whilst driving in airside. d. Obtain B endorsement to drive in the Baggage Hall. 1.2 Founded by solid operations experiences in HKIA at Chek Lap Kok, recommendations from the Transport Department and consultations with stakeholders, the Authority has developed the Airside Driving Qualification Scheme (the Scheme ) for specialized Ground Services Equipment ( GSE ). The types of specialized GSE covered under the Scheme are listed in Appendix I. Under the Scheme, the Authority will grant certification to airside drivers, passing all the requirements set under the Scheme, for competence in driving relevant specialized GSE. As an alternative to the requirement in Paragraph 1.1a above, airside drivers obtained the Authority s certification would be deemed to have fulfilled that requirement and be permitted to drive the relevant specialized GSE they have been certified in the Restricted Areas. 1.3 To further enhance safety and efficiency, the Scheme will be customized for the unique operating environment in the Restricted Areas. The certification will be on per specialized GSE type basis. 1.4 The Scheme will take effect from 1 January

Requirements 2.1 Applications for certification under the Scheme will only be processed if the request comes from an airport company having the genuine need to operate the type of specialized GSE in the Restricted Areas (hereinafter as Sponsoring Organization ). Applications made by an individual applicant will not be entertained. 2.2 To be eligible for certification, an applicant must fulfill five requirements: Requirement 1: Basic driving skill 3-year holding of any class of Hong Kong Driving Licence (except motor cycle / motor tricycle) with a class 2 licence on application and without any serious traffic offences committed. Requirement 2: Familiarization with HKIA airside 1-year airside driving experience in HKIA with a valid D endorsement on application. Requirement 3: Specialized GSE driving training a predefined minimum number of hours of practical training (as detailed in Appendix I) conducted by Sponsoring Organization s nominated trainer(s) approved by the Authority for the relevant type of specialized GSE at the Authority s dedicated site(s) (hereinafter as Site ). Requirement 4: Independent driving examination Pass the Authority s driving examination for the relevant type of specialized GSE pursuant to a standardized syllabus as detailed in Appendix II. Requirement 5: Biennial Re-validation Certification has a validity of 2 years. Applicant has to pass a re-validation examination every 2 years in order to renew the certification. 5

6 3. Dedicated Site(s) for Training and Examination 3.1 In order to facilitate Sponsoring Organizations to conduct practical training for their applicants under the Scheme, the Authority will provide Site as described in Appendix III. 3.2 The Site is provided for training and examination under the Scheme. Usage of the Site for other purposes would only be considered by the Authority with full justifications. 3.3 Sponsoring Organizations must ensure that their applicants attending training or taking examination at the Site have fulfilled Requirement 1 and Requirement 2 as stipulated in Paragraph Sponsoring Organizations must ensure that their Employee Compensation Insurance and third party liability insurance for airside incident/accident cover their applicants activities inside the Site. 3.5 Applicants receiving training or taking examination at the Site must be under the supervision of their Sponsoring Organization s nominated trainers for the relevant type of specialized GSE. Each nominated trainer should only supervise the training of up to two applicants at the same time. No training or examination is allowed without the presence of a Sponsoring Organization s nominated trainer. 3.6 The Site will be reserved for a single Sponsoring Organization to conduct training. Sponsoring Organization with confirmed booking of the Site should report to the Apron Control Centre ( ACC ) if other organization s personnel or equipment is found inside the Site. 3.7 Enforcement of Airside Driving and Safety Regulations All the provisions as stipulated in Paragraph 4 of the Airside Driving Handbook are applicable to the Site. 3.8 Vehicle Breakdown and Reporting Accidents All provisions as stipulated in Paragraph 5 of the Airside Driving Handbook are applicable to the Site. 3.9 Any damages to facilities inside the Site must be reported to the ACC The Authority reserves the right to suspend a Sponsoring Organization from using the Site if it has violated any of the provisions in this Paragraph 3. 6

7 3.11 Terms and conditions on booking of the Site for training: a. The Site is available 24 hours on each calendar day, with the exception of time periods reserved for examinations, during adverse weather, or other operational or contingency situations. b. The Site would be allowed for booking in booking slots, each with 4 hours, commencing daily from 0900 hours. c. Booking of the Site for training shall be in writing and addressed to the Airside Vehicle Licensing Office ( AVLO ), with at least 2 working days prior notice. Shorter notice may be considered under special circumstances at the Authority s sole discretion. Sponsoring Organizations shall provide the following information with their booking requests: i. Name of company. ii. Date and the requested booking slot(s). iii. Person-in-charge of the training (hereinafter as Contact Person ) and his contact details. d. Booking will be confirmed to the Contact Person by . e. Any alternation or cancellation of the booking requests should be submitted to the AVLO in writing at least one working day in advance. f. In the event or in anticipation of adverse weather, or other operational or contingency situations, the confirmed bookings of the Site will be cancelled and the Authority will inform the Contact Person at the earliest possible instance. 7

8 4. Training 4.1 As stipulated in Paragraph 1.4, Part K Section 2 of the Airport Operations Manual, training on the aircraft ground handling equipment owned by the franchisees is the responsibility of the franchisees. 4.2 Prior to conducting practical training for driving specialized GSE at the Site, Sponsoring Organizations have to submit their training syllabuses and materials for the relevant type of specialized GSE to the Authority. The Authority s designated examiner(s) ( Examiner ) will review the submissions to ensure that they meet the same driving training standards at government designated driving school for equivalent class of vehicles on public roads. Practical training under the Scheme must follow the training syllabuses and materials reviewed without objection by the Authority s designated examiner. 4.3 Practical training under the Scheme must be conducted at the Site by Sponsoring Organization s nominated trainers approved by the Authority for the relevant type of specialized GSE. Any applicant under the Scheme, passing the Requirement 1 and Requirement 2 as stipulated in Paragraph 2.2, is eligible to attend practical training at the Site. 4.4 Sponsoring Organization should apply to the Authority for nominated trainer(s) in writing. Nominated trainers shall fulfill all of the following requirements: a. Be a permanent staff of the Sponsoring Organization. b. With a minimum of 8 years of driving experiences for the relevant type of specialized GSE they will conduct training for. c. Have attended a workshop conducted by the Examiner on the training and examination requirements under the Scheme. 4.5 Sponsoring Organizations are required to keep proper records of the training. These records are subject to the Authority s inspections and have to be provided to the Examiner for checking before commencement of the examination. Training records for applicants should contain, but not be limited to the name of applicant, date and time period of receiving the training, and the name of the nominated trainer(s) conducted the training. 8

9 4.6 Airside driver s certification will be suspended if he / she has committed serious driving offences such as causing aircraft damage while driving the relevant type of specialized GSE. Reinstatement of suspended certification will be subject to the certification holder s attending his / her Sponsoring Organization s re-training and passing the re-validation examination. The re-instated certification will retain the original expiry date. 9

10 5. Examination 5.1 Upon completing the practical training as set out in Requirement 3, an applicant is eligible for taking the examination as set out in Requirement 4 stipulated in Paragraph 2.2. Examinations will be conducted by the Examiner at the Site. 5.2 Sponsoring Organizations are required to submit the completed application form in Appendix IV to the AVLO with at least 7 working days prior notice and provide their own specialized GSE for the examination. Shorter notice may be considered under special circumstances at the Authority s sole discretion. 5.3 Examination will be conducted between 0800 to 2000 hours on the examination date. An examination date will only be assigned when there are at least 4 applicants on a day. Sponsoring Organizations are encouraged to group their applicants into batches of at least 4 on the same day for taking the examination. 5.4 Sponsoring Organization s Contact Person will be informed by with at least 2 working days prior notice on the confirmed examination date and time. 5.5 Cancellation of an examination application should be submitted to the AVLO in writing at least one working day in advance. 5.6 Applicants, together with the relevant type of specialized GSE, are required to be present at the Site 30 minutes before the confirmed time. 5.7 Documentary proofs of an applicant s fulfilling Requirement 1, Requirement 2 and Requirement 3 as stipulated in Paragraph 2.2 must be presented at the Site to the Examiner for checking before the examination. 5.8 The Examiner will conduct the examination based on the standardized syllabus. 5.9 Examination results will be sent to the Sponsoring Organization s Contact Person by within 5 working days from the examination date In the event or in anticipation of adverse weather, or other operational or contingency situations, the confirmed examination date and time will be cancelled. The Authority will liaise with the Sponsoring Organization s Contact Person for re-arrangement of the examinations. 10

11 6. Certification and Revalidation 6.1 Upon passing the examination, an applicant will be issued with a new or an updated Airfield Operations Certificate ( AOC ) from the Authority, certifying his / her competence in driving the relevant type of specialized GSE. The applicant s AOC will be printed with the rating of the specialized GSE he / she could drive in the Restricted Areas. 6.2 The certification has a validity of 2 years. The certification will expire on the same date with his / her AOC. For example, the first expiry date of certification for RHO staff will be 31 December For renewal, a certification holder is required to pass the revalidation examination, which will be conducted in the form of written test. Renewed certification has a validity of 2 years. 6.4 In recognizing that all certification holders have fulfilled the same training and examination requirements under the Scheme, a certification holder s certification is portable from one Sponsoring Organization to another, subject to his / her passing the revalidation examination. A new AOC will be issued with the same validity period as specified in Paragraph

12 7. Record 7.1 In any occasion, Sponsoring Organizations are required to keep proper records on training, examination and certification. The relevant records may be required for submission to the Authority upon request. 12

13 8. Review 8.1 This document will be reviewed and updated by the Authority from time to time if deemed appropriate. 13
