3 Categories for Capex and Opex Categories in both capital and operational expenditure are as follows: Commercial Airports Finance Human Resources Retail shop Construction Professional Investment in skills opportunities Engineering Services Professional Land available for Road painting Banking Services Services Property Rehabilitation of Provision of IT Development Runways and Taxiways goods and services Advertising Sites Electrical Works Car Rental bays and kiosk FACILITIES MANAGEMENT The above categories are not exhaustive but include key projects, works and services carried out during capital expansion and maintenance at the airports. 3

5 Procurement Framework Airports Company South Africa is a public entity listed under Schedule 2 of the Public Finance Management Act of The ACSA procurement process aims to contribute and allow full participation to its supply chain to all citizens and communities across the Republic of South Africa. The Supply Chain Management (SCM) processes are governed by Treasury regulations, specifically the Preferential Procurement Policy Framework Act, the Broad-Based Black Economic Empowerment and all other relevant legislation. The regulations require that the SCM function ensures a system that is fair, efficient, equitable, cost-effective and competitive. The PPPFA governs the manner in which the award of tenders must be determined and regard any other award as illegal. 5

7 ACSA has recently introduced the Enterprise Development Programme: Small Businesses in line with the B-BBEE codes apply to ACSA for either of the following: - Access to supply chain (doing business with ACSA) - Training - Funding for various initiatives including business enabling tools There is set criteria that beneficiaries must meet, once successful interventions are put in place which include monitoring and reporting and will ensure that the entities are sustainable ACSA is currently developing a 5 year programme that includes both Enterprise & Supplier Development. The aim of the programme is to integrate and develop Black Businesses into the ACSA supply chain, particularly in the ACSA core business. Military Veterans service providers can also be invited to participate in the programme. Enterprise & Supplier Development Programme 7

8 What can be done Register the Military Veterans service providers on ACSA s vendor database and invite for quotations for the services provided as is the normal procurement process. The projected procurement spend for the financial years is R10.5 billion Assess the services provided by the Military Veterans service providers in line with ACSA s requirements Utilise the Military Veterans expertise in the security environment, that is security at the airports as well as contract/full time employment where required and possible Match the services provided by the Military Veterans service providers to those required by ACSA and ensure they are invited for quotations 8

9 What can be done (cont.) It is recommend that the Military Veterans service providers be included in the ACSA Enterprise and Supplier Development Programme to ensure development in airport activities where necessary and integration into ACSA s supply chain We have applied to the Minister of Finance through the National Treasury for exemption of set asides as part of ACSA s spend for SMMEs of which the Military Veterans service providers can also participate. 9
