DETAILS OF ADDENDUM: This two page addendum plus attachments is issued as follows: Question 1: Question 2: Question 3: Section 1 Introduction under subsection 1.2: "Tender submissions should be based on individual item cost including all accessories and additions, Delivery Duty Un paid (DDU) and all applicable taxes." This clause refers to the prices quoted by the company or supplier that should be based on individual items and quoted WITHOUT duty. We have a duty free status. Tender Summary Form section 4. Price detail states All prices shall be FOB Addis Ababa, Ethiopia. This clause on FOB Addis Ababa means that the seller retains the risk of loss until the goods are delivered to us in Addis Ababa. Shipping, Customs and Duty section states: "If Products are being shipped from abroad all customs clearance, handing and acceptance must be completed by the Company, at the Company s expense." Which seems DDP to us The article refers to handling and customs clearance the company will be responsible for on our behalf. In our case, we have duty exception status for all imported goods, and therefore we are not expected to pay any taxes. We will provide the duty-free letter from Ethiopia Customs and Revenue Authority to the supplier so that they can clear the goods and deliver them. All other Terms and Conditions remain unchanged. 2 Addendum #3/Tender /Page 2 of 2 Question 4: Additional Conditions Applicable to the Services under number 10: "The scope of the work covers design / development of a suitable architecture / layout of the proposed networking system, preparation of bill of materials, pre-dispatch inspection / testing, packing and forwarding, transportation, insurance and carrying out further activities at sites viz. unloading, storage, testing and commissioning including successful completion of acceptance tests and any other services required." All the above seem to contradict with each other. Do we quote as FOB Price detail or DDP or DDU which one is applicable? See answer 3. Question 5: Question 6: Tender summary form includes terms like HST and AGR which doesn't apply in Ethiopia. Can we prepare our own table using applicable terms? For Companies outside Canada disregard the terms HST and AGR. The University does require are forms to be used for submissions. Do the campuses have an edge router? (If yes, please describe the model number of the routers in all campuses?) Or Does the wireless router on the Bill of quantity intended for providing wireless access to users the objective? Where is the routing feature of the wireless router is be deployed if routing is needed? The wireless routers on the bill of Bill of Quantity are intended to provide wireless access to users. What the campuses have are the media converters.

Can we get some contact person in the site or a physical diagram about each site? We need this information to make sure that whether the fiber cable pulled overhead or underground? We don t have the floor plan of each of the four ATVET College at this point I have attached the satellite pics from Google earth. In addition the college map of Nedjo and Maichew are attached. We don t have more specific floor plans for each college, but if the bidders have detailed questions about distance etc, mesele.chane@attsve.org can provide these answers. a) The fiber optics cable must terminated on the fiber patch panel but the fiber patch panel is not included on the required item's list. b) The media convertor must be installed between the fiber patch panel and network Gig switch but the required items list does not include the media converter c) Fiber patch cords must be included on the required items list. d) For each site, the fiber installation patch is not described whether underground or using poles. Answer to question 2-5. The fiber installation is for Soddo, because the animal department and library are too far apart from the data center. The Normal network cable only goes from m. And fiber is needed for distance above that. As the bidder will probably be picking option to ship equipment only, convertor and patch cords will be bough separately by the team in Ethiopia when the installation begins as quantity and length of this devices could vary during installation. Power interruption is hazardous for any electronic devices but the power regulator and UPS is not included on the required items list. UPS are being purchased along with computers under another tender process. Dedicated room for data center? We have planned to have the data center at the main computer lab in each site. Can we recommend AC? The data centers are not as such big so it would not need AC. It would be an option. Can we recommend centralized power socket installation? This would be too costly and lengthy power cables as the colleges are big in size. Can we get the internet connectivity band width for each site? IEEE 802.1x with VLAN assignment allows a dynamic VLAN assignment for a specific user regardless of where the user is connected. IEEE 802.1x with voice VLAN permits an IP phone to access the voice VLAN irrespective of the authorized or unauthorized state of the port.
