3 Outcomes of meetings with DG CNECT & RTD, & other stakeholders (i) Meeting with Thomas Skordas (DG CNECT) on 23 May Outcomes: We have good arguments to maintain our activities in the FPA: Network, network development, core services (IAA, Cloud delivery, cyber security) These require constant innovation and adaption for science & education development. For GÉANT to concentrate on that work requires a constant funding stream. Having to bid for parts of these services or for service development will require extra and separate effort detracting from the development and innovation. This is most obvious for scenarios such as InfraEOSC-03 (slide 11) Development of new services that require involvement of GÉANT and the NRENs may be outside of the FPA, but again that has the disadvantage that GÉANT needs to reserve effort for call response preparation.
4 Outcomes of meetings with DG CNECT & RTD, & other stakeholders (ii) Meeting with Jean David Malo (DG RTD) on 24 May Outcomes: EOSC is on its way, but lot has to do. SOME MS are still hesitant at least in their actions GÉANT matters and it is far more than just connectivity INFRAEOSC 05A will provide the (interim) governance support GÉANT has to help as a partner or contributor EOSC has to be ready and operational for 2021 latest
5 Latest FP9 document annex details Below Broad lines of activities The pan-european research and education network for national research and education network organisations (NRENs), as well as the European Open Science Cloud and EDI. European Cloud Initiative This infers that NRENs are seen as a separate column / area of activity. GÉANT is an important stakeholder in all three lines of activity. Key objectives are to reduce the fragmentation of the R&I ecosystem, avoiding duplication of effort, and better coordinate the development and use of research infrastructures. European Open Science Cloud (EOSC) EuroHPC Joint Undertaking European Data Infrastructure (EDI) GÉANT / PRACE NRENS
6 Update on the EDI (i) GÉANT & PRACE is set to support the EDI progress together. Mapping exercise with PRACE is 80-90% complete This will be accompanied by an explanatory document to be drafted Relationship with PRACE is better than ever We are a partner in the 2 main PRACE projects: 1. Business as usual PRACE 6IP project where we are an unfunded partner (using GN4-3 funds to contribute) 2. HPC Governance project (InfraEDI-03 CSA) for the Joint Undertaking with only GEANT, PRACE and ETP4HPC as partners where we are a funded partner. We are likely to be the only organisation active in both the HPC/EDI governance & EOSC governance
7 Update on the EDI (ii) Latest draft document by the Council & European Commission on the formation of a Joint Undertaking for EuroHPC there is now a separate paragraph on GÉANT, including: Through its integrated catalogue of connectivity, collaboration and identity services, GÉANT provides users with highly reliable, unconstrained access to computing, analysis, storage, applications and other resources, to ensure that Europe remains at the forefront of research. The Joint Undertaking may cooperate with the GEANT network for the connectivity between the supercomputers of the Joint Undertaking as well as that with other European supercomputing and data infrastructures. Our mention in the preamble gives GÉANT Freedom from the constrictions of later articles in the text; EuroHPC is simply another entity to interconnect. Long term recognition of our role and therefore long term sustainability.
8 Update on EOSC GÉANT is now being seen as a constructive partner within the EOSC, especially by DG RTD and increasingly DG CNECT. GÉANT is considered as a vital e-infrastructure stakeholder to underpin the success of the EOSC. Interim EOSC Governance Board will be established soon
9 NRENs as National EOSC Channels NRENs can establish a role for themselves in their own country as a supporter and also champion / channel for EOSC services to their institutes. This blueprint should also be included to the Western Balkans / association countries in order to prove our added value.

11 INFRAEOSC-05 call update INFRAEOSC A: Setup of an EOSC coordination structure Proposals due on 19 June. BUDGET 10M Aware of at least 2 proposals: EGI coordinator GEANT have declared interest in taking part in number of Strategic Liaison Groups Technopolis coordinator This bid has now merged with another led by Barend Mons from the GO-FAIR initiative GÉANT had indicated a desire to be partner possibly unfunded Other INFRAEOSC 05 calls coming up November 2018 INFRAEOSC C: FAIR data uptake and compliance in all scientific communities 2019 INFRAEOSC B: Coordination of EOSC-relevant national initiatives across Europe and support to prospective EOSC service providers
12 INFRAEOSC-03 call update INFRAEOSC : Integration and consolidation of pan-european access mechanisms to public e-infrastructures & commercial services through the EOSC hub Follow-up of EINFRA (EOSC hub) Primarily integrate services for scalable computing, software, distributed databases and storage with services for access to and preservation of scientific information across Europe Covers services at TRL 8 and above Focus on generic services be used by as many scientific communities and by new users like industry and the public sector Indicative budget 79 M Scope of the topic to be fine-tuned with the WP amendment in 2019 Call possibly open for submission in 2019 depends on the WP amendment mentioned above. Relevance to GEANT/NREN above the net services not yet clear Could be significant -> Fragmentation issue
13 Ongoing FPA Blueprint discussions with DG CNECT Improved EC visibility in governance requested by EC GA observer and EC Matters agenda item Sustainable infrastructures need to be sustainably funded We would like more flexible funding with a product lifecycle management framework Rather than saying we will deliver testbed version 1 on month x and testbed version 2 on month y, we would like to be more agile in planning projects Reinforce Research and Education activities WP18-19 Fragmentation of activities if we follow the EOSC and EDI allocations Essentially running the same service in multiple projects = inefficiency Proposal for FP9 FPA is probably the best option available Recognise GEANT and NREN core infrastructure as network, T&I and brokerage of commercial services. Fragmentation to be avoided
