3 1. The UCLL Backhaul Service 1.1. The UCLL Backhaul Service is a service (and its associated functions, including the associated functions of Telecom s operational support systems) that provides transmission capacity in Telecom s network between the handover point in Telecom s local telephone exchange (or equivalent facility) and the Access Seeker s nearest available point of interconnection (NAPOI) 1. The UCLL Backhaul Service is solely for the purpose of providing access to, and interconnection with, Telecom s unbundled copper local loop network (including any necessary supporting equipment). Transmission capacity will be provided over fibre. Diagrams of the UCLL Backhaul Service are attached as Appendix A and a specification of the transmission capacity is set out in Appendix B The handover points are: the relevant distribution frame in the Co-location Service Area in Telecom's Exchange, also referred to in this Service Description as the First Handover Point; and the relevant distribution frame in the Co-location Service Area in the Access Seeker s NAPOI, virtual designated point of interconnection (VDPOI), or elected point of interconnection (EPOI), also referred to in this service description as the NAPOI/VDPOI/EPOI Handover Point Telecom may from time to time as the network evolves designate new NAPOIs and will provide the Access Seeker with at least six months' notice of the Telecom change to the NAPOI/VDPOI/EPOI Handover Point (if any) for Access Seekers traffic to and from those Exchanges which are subtended from the new NAPOI (subject to clause 1.4). (Exchanges subtended from a NAPOI are those Exchanges whose UCLL Backhaul Service traffic is handed over at the NAPOI.) At the expiry of the notice period the NAPOI/VDPOI/EPOI Handover Point for the relevant subtended Exchanges will be deemed to be located at the new NAPOI and traffic from those Exchanges will no longer be available at the old NAPOI/VDPOI/EPOI (subject to clause 1.4) In the event that a NAPOI is located or proposed to be located at a location where no Access Seeker or third party either: has existing network infrastructure capable of offering a backhaul service for the UCLL Service within five kilometres of that NAPOI; or plans to build network infrastructure within five kilometres capable of offering a backhaul service for the UCLL Service at that NAPOI within six months of the Access Seeker s request as below, then that NAPOI will be deemed to be an isolated NAPOI (inapoi) Telecom will, if requested by an Access Seeker, terminate the UCLL Backhaul Service at the geographically closest NAPOI to the inapoi to which there is a major traffic route (see diagram in Appendix A). The geographically closest NAPOI is, for the purposes of this Service Description, defined as an Access Seeker s virtual designated point of interconnection (VDPOI). Its use as a VDPOI is subject to the following rules: Once the VDPOI is established, the UCLL Backhaul Service from all subtended Exchanges served by the relevant inapoi must terminate at that VDPOI. 1 The list of NAPOIs is set out in the UCLL Backhaul Operations Manual Page 3 of 11

4 Where an Access Seeker is terminating traffic at a VDPOI in accordance with clause above and an Access Seeker or third party either: (a) (b) builds network infrastructure capable of offering a backhaul service for the UCLL Service within five kilometres of the relevant inapoi; or plans to build network infrastructure within five kilometres capable of offering a backhaul service for the UCLL Service in the near future at that inapoi, then Telecom may require the Access Seeker to terminate traffic at the relevant inapoi and no longer terminate traffic at the VDPOI. If Telecom does so require the Access Seeker to terminate traffic at the relevant inapoi and no longer terminate traffic at the VDPOI, Telecom shall provide the Access Seeker with at least six months prior written notice of such requirement before ceasing the Access Seeker s use of the VDPOI An Access Seeker may also elect to terminate the UCLL Backhaul Service at an intermediate point between the First Handover Point and the NAPOI (see diagram in Appendix A). These points, for the purposes of this Service Description, are referred to as an Access Seeker s elected points of interconnection (EPOIs) and their use as EPOIs is subject to the following rules: The EPOI must be one of Telecom s UBA first data switch sites that the UCLL Backhaul Service transits between the First Handover Point and the NAPOI; Once the EPOI is established, the UCLL Backhaul Service from all Exchanges subtended from the EPOI will terminate at the EPOI instead of the NAPOI; and The UCLL Backhaul Service is not available from the EPOI to any NAPOI The Access Seeker can combine the UCLL Service and the Co-location Service offered by Telecom with the UCLL Backhaul Service (or with the Access Seeker s own network or wholesale services provided by other providers) and service level functionality to deliver services to End Users The UCLL Backhaul Service is not available for resale to End Users. However, the UCLL Backhaul Service is available for resale to other Access Seekers solely for the purposes of providing access to, and interconnection with, Telecom s UCLL Service. 2. Connection Requirements 2.1. To use the UCLL Backhaul Service an Access Seeker must have the capability to access and interconnect with it, whether by co-locating its equipment at the relevant Telecom exchange, or using the UCLL Tie Cable Service from the relevant Telecom exchange to its equipment, or using a Handover Link to its equipment Access Seekers may co-locate their equipment at a Telecom exchange using the Co-location Service which is separate from the UCLL Backhaul Service. The UCLL Tie Cable Service is available to Access Seekers taking the UCLL Service, which is separate from the UCLL Backhaul Service. Handover Links are available as a commercial service, alternatively can be supplied as part of this service UCLL Backhaul Service traffic will be handed over to the Access Seeker at the following points: at the First Handover Point at Telecom s Exchange where the Access Seeker takes the UCLL Service; and at the NAPOI/VDPOI/EPOI Handover Point Page 4 of 11

5 2.4. To handover the UCLL Backhaul Service traffic from the relevant distribution frame in the Co-location Service Area: to co-located Access Seeker equipment in that area, a Backhaul Tie Cable is required; and to remotely located Access Seeker equipment, a Handover Link is required Backhaul Tie Cables and Handover Links can be provided by either the Access Seeker or Telecom however the installation of Backhaul Tie Cables and Handover Links within Telecom Exchanges and associated manholes and ducts will be undertaken by a Telecom contractor Should the Access Seeker take a commercial backhaul service, UCLL Backhaul Service traffic will be handed over to the Access Seeker at either of the two following points: At the Handover Link at Telecom's Exchange where the Access Seeker has equipment; or At the Handover Link at Telecom's Exchange that has been designated a NAPOI, VDPOI or EPOI and where as a result the Access Seeker has equipment Commercial backhaul is not part of the UCLL Backhaul Service. Additional terms and charges will apply where the Access Seeker purchases commercial backhaul The UCLL Backhaul Service must be used exclusively for providing access to, and interconnection with, Telecom s unbundled copper local loop network (including any necessary supporting equipment) There is no restriction on the type of service or application offered over the UCLL Backhaul Service by the Access Seeker The UCLL Backhaul Service includes service assistance provided by Telecom (see the UCLL Backhaul Operations Manual for details) as follows: Automated facility for Access Seeker UCLL Backhaul Service orders and fault notifications; and A tool to assist the Access Seeker in determining the location and availability of the UCLL Backhaul Service The UCLL Backhaul Service implementation activities carried out by Telecom include: Provisioning of the UCLL Backhaul Service; and Handover to relevant Telecom assure team for ongoing service management The UCLL Backhaul Service specifically excludes: Access to, or interconnection with, Telecom s transmission capacity at any point apart from the relevant distribution frame within the Co-location Service Area in Telecom's Exchange where the Access Seeker equipment is either co-located or is remotely located using the UCLL Tie Cable Service, or at a NAPOI, VDPOI or EPOI; The Co-location Service which is an optional additional service; and The UCLL Service Page 5 of 11

6 3. Telecom Exchange Demarcation Point 3.1. The UCLL Backhaul Service is provided from the relevant distribution frame within the Co-location Service Area in Telecom s Exchange where the Access Seeker equipment is either co-located or is remotely located using the UCLL Tie Cable Service. 4. Point of Interconnection Demarcation Point 4.1. The UCLL Backhaul Service is delivered to the relevant distribution frame within the Co-location Service Area in Telecom s Exchange at the Access Seekers NAPOI, VDPOI or EPOI. 5. Prerequisites 5.1. The following prerequisites must be in place prior to an Access Seeker placing an order for an instance of the UCLL Backhaul Service: At least one UCLL Co-Location Service established at a Telecom Exchange where they have equipment co-located; or At least one instance of the UCLL Tie Cable Service at Telecom s Exchange near where the Access Seeker has its equipment; and At least one instance of the UCLL Co-Location Service established at a Telecom Exchange, which is their NAPOI, VDPOI or EPOI; or At least one instance of a Handover Link established at a Telecom Exchange which is their NAPOI, VDPOI or EPOI; and Other items detailed in the UCLL Backhaul Operations Manual. 6. Throughput rates 6.1. The UCLL Backhaul Service will provide throughput rates of 100Mbit/s or 1Gbit/s and it is the responsibility of the Access Seeker to manage and police traffic to its service specifications. 7. Capacity/geographic availability 7.1. The UCLL Backhaul Service is available between the First Handover Points and the Access Seeker's NAPOI/VDPOI Handover Points. The UCLL Backhaul Service is only available where Telecom has capacity between the relevant Handover Points. Telecom will provide the UCLL Backhaul Service in accordance with standard access principle 3 in Schedule 1 of the Telecommunications Act 2001 (and subject to any relevant limitations). If there is no capacity between the relevant handover points, the provision of the UCLL Backhaul Service is at Telecom s discretion. Whether Telecom has capacity between the relevant Handover Points shall be determined at the time Telecom decides whether to accept an Access Seeker's Order for the UCLL Backhaul Service Page 6 of 11

7 8. Components of the Service and Associated Charges 8.1. For detailed information on the components of the UCLL Backhaul Service and associated charges see the UCLL Backhaul Price List and the UCLL Backhaul Operations Manual. 9. Service levels 9.1. Applicable service levels are set out in the UCLL Backhaul Service Level Terms. 10. Definitions Definitions for terms contained in this Service Description that are not defined in the UCLL Backhaul General Terms or the Glossary to the UCLL Backhaul Operations Manual are set out below. Otherwise the definitions set out in the UCLL Backhaul General Terms or the Glossary to the UCLL Backhaul Operations Manual will apply. Co-location Service means Telecom's unbundled copper local loop network co-location service. ETP means the external termination point for telecommunications services at an End User's premises or, where there is no termination point external to the premises, either the first jack on the premises wiring or, alternatively, the building distribution frame Page 7 of 11

11 Appendix B Specification for the UCLL Backhaul Service The characteristics of Telecom s UCLL Backhaul Service available under this service description are: Protocol: Ethernet: IEEE ad 2 with a maximum packet size of 1600 (it is the responsibility of the Access Seeker to manage and police traffic to its service specifications) Interface: Optical GigE, 100Mbit/s 100 baset (depending on Telecom's equipment capability at the site) 3 Transport: Speeds: Attributes: Tagging: Latency: 4 Jitter: 5 Availability: Basic layer 2 transmission (non-intrusive transport) 100 Mbit/s and 1 Gbit/s Point to point only (no aggregation) Access Seekers will be responsible for ensuring the end to end uniqueness of their VLAN tags < 5msec < 1msec 99.5% measured over a twelve month period IEEE 802.1ad is an amendment to IEEE standard IEEE 802.1Q-1998 which is also known as QinQ or Stacked VLANs approved in Telecom currently has no capability to provide 100 Mbit/s using an optical interface but is attempting to source equipment to provide this. Once it has this capability Telecom intends to offer the service. Latency or the mean one way packet delay shall be evaluated over an interval of 15 minutes for all classes, as per Telecom standard network practice. Jitter or the packet delay variation means the packet transfer delay (PTD) upper minus PTD min where PTD upper is the 99.9% quantile of PTD in the evaluation interval, and PTD min is the minimum PTD in the evaluation interval.
