References (a) and (b) establish the Defense Information Systems Agency (DISA), Joint Interoperability Test Command (JITC), as the responsible organization for interoperability test certification. 2. The PlantCML VESTA SL-100 with Software Version 2.3 Feature Pack 1 is hereinafter referred to as the System Under Test (SUT). The SUT meets all of its critical interface and functional requirements and is certified for joint use within the Defense Information System Network (DISN) as Customer Premise Equipment Public Safety Answering Point (PSAP) for 911 callers. The SUT was tested and is certified only with the Avaya Communication Server (CS)2100 and Meridian Switching Load (MSL)-100 M5316 digital proprietary lines and Integrated Services Digital Network (ISDN) Digital Transmission Link Level 1 (T1) Primary Rate Interface (PRI) National ISDN Standard 2 (NI2) interfaces. The SUT meets the critical interoperability requirements set forth in Reference (c) and testing was conducted using test procedures derived from Reference (d). This certification expires upon changes that affect interoperability, but no later than three years from the date of Defense Information Assurance (IA)/Security Accreditation Working Group (DSAWG) accreditation. 3. This finding is based on interoperability testing conducted by JITC, review of the vendor s Letters of Compliance (LoC), and DSAWG accreditation. Interoperability testing was conducted by JITC at the Global Information Grid Network Test Facility, Fort Huachuca, Arizona, from 26 through 30 July DSAWG granted accreditation on 23 November 2010 based on the security testing completed by DISA-led IA test teams and published in a separate report, Reference (e). The Certification Testing Summary (Enclosure 2) documents the test results and describes the test configuration.

5 CERTIFICATION TESTING SUMMARY 1. SYSTEM TITLE. PlantCML VESTA SL-100 with Software Version 2.3 Feature Pack 1; hereinafter referred to as System Under Test (SUT). 2. PROPONENT. United States Air Force (USAF). 3. PROGRAM MANAGER. Mr. Gerry Carmona, Bldg 20449, 2051 Wyoming Blvd NE, Kirtland AFB, New Mexico, 87117, 4. TESTER. Joint Interoperability Test Command (JITC), Fort Huachuca, Arizona. 5. SYSTEM UNDER TEST DESCRIPTION. The SUT s primary function is a Public Safety Answering Point (PSAP) for 911 callers. A PSAP verifies or obtains the caller s locations, determines the nature of the emergency, and decides which emergency response teams should be notified. Automatic Location Information (ALI) contained in the database provides supplemental information for purposes of location of the caller. The SUT servers include the following applications: a Client-Server Computer Telephony Integrated (CTI) application (VESTA ) working in conjunction with a management and reporting application (MagIC) and ALI database (PEAbody). The SUT was developed to interface with the Avaya Meridian Switching Load (MSL)- 100 and the Communication Server (CS)2100 proprietary digital line interfaces and combines VESTA, the CTI application, with the CS2100/SL-100 PBX Communications System from Avaya. The SUT is composed of the following components: Avaya Meridian Business Set (MBS) 5316, VESTA Workstations, CPI- 101, Audio Control Unit (ACU), VESTA Server, Local Area Network (LAN) switch, MTU, Audiocodes Mediant 1000, and PEAbody Server Nortel MBS The Avaya MBS 5316 are the phones used by the operator to communicate by either handset or headset. VESTA Workstation. This is the interface for all applications. All command functions are controlled through the operator workstation. This architecture requires less hardware and maintenance and simplifies control with a single workstation mouse and keyboard. The console provides additional functionality to Avaya s MBS 5316 on a standard Personal Computer (PC) platform. The call processing capabilities available on the VESTA workstations are provided by the Avaya MBS 5316 and the CPI-101 unit. Audio is delivered to the operator at the VESTA workstation through headset/handset jack boxes, which are connected to an ACU. The Audio Control Unit (ACU). This is PEI s audio interface device used with VESTA CTI products. The ACU provides basic telephony audio input and output, as well as radio interface, TTY communication, auxiliary audio inputs, and arbitration for all audio sources. The radio interface was not tested and is not covered under this certification. audio that is received by the ACU is provided to the VESTA Enclosure 2

6 user via the ACU 4-wire connections to the user s handset or headset. Additionally, the ACU records phone conversations and radio traffic on VESTA workstations. VESTA server. The VESTA Server is the repository for common system files and resources. The VESTA Server provides a central point of administration and resource management contains the VESTA CTI application, which includes the following features: Instant Recall Recorder Records audio from telephone and radio allowing users to play back conversations on the fly; or sends recorded WAV files to another workstation for analysis or assistance. Auto Dial Features an array of buttons and pull-down tabs for accessing a speed-dial library, pre-programmed to perform answered or outbound call transfer quickly. Call Control Point-and-click access to common telephony functions, such as Hold, Park, and Release. Volume Control Allows user to customize and control volume levels in headsets, microphones, receivers, speakers, and ringers. Flexible Configuration Provides flexibility to the system administrator and user in configuring screens to their operating preferences. Call Notes Offers users the ability to type notes about a call, including any special circumstances or details, and save notes as part of the call record. PEAbody Database Management System. This provides a cost-effective independent ALI database solution for private and public safety answering points. It is a selfcontained, Customer Premise Equipment (CPE)-independent, server-based product that provides secure and reliable enhanced ALI management. PEAbody is compliant with National Emergency Number Association (NENA) ALI format standards. MagIC. MagIC data collection and management application for communications centers. This application offers reporting tools, wizard-driven filters, and an array of configurable features in a Management Information System. MagIC allows users to filter call data based on agent and console activity, date and time, Automatic Number Identification (ANI), ALI, TeleTYpewriter (TTY), notes and other call-related characteristics. Filtered data can be viewed, printed, or presented in standard reports, including: Agent or Console Activity - statistics on specific call events, averages and comparisons. Call Data for a Single Call Event - setup time, ring time, agent or position answering, hold time, transfers, talk time and teardown time; abandoned calls and wireless calls. Telecom Data Activity - a complete list of lines and trunks utilized during a call. ALI - information can be parsed and filtered for custom reports and searches. 2-2

7 The Plant Equipment Centralized Automatic Message Accounting (CAMA) Converter is composed of two devices: the Plant Equipment Multi Trunk Unit (MTU) and the Audio Codes Mediant 1000 gateway. Together, these two devices translate the CAMA trunk connections into the more common Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) format that is understood by the Avaya MSL-100 and CS2100. LAN Switch. The switch is a generic un-managed LAN Switch providing Internet Protocol (IP) connectivity to the VESTA Server and Workstations on a standard Ethernet network. 6. OPERATIONAL ARCHITECTURE. The Unified Capabilities Requirements (UCR) Defense Switched Network (DSN) architecture in Figure 2-1 depicts the relationship of the SUT to the DSN switches. 2-3

9 7. REQUIRED SYSTEM INTERFACES. Requirements specific to the SUT and interoperability results are listed in table 2-1. These requirements are derived from UCR Interface and Functional Requirements (FRs) verified through JITC testing and review of the vendor s Letter of Compliance (LoC). Table 2-1. TEST NETWORK DESCRIPTION. The SUT was tested at JITC s Global Information Grid Network Test Facility in a manner and configuration similar to that of the DSN operational environment. The test configuration depicted in Figure 2-2 was used to test the system s interface functions and features. 2-5

SUT Test Configuration 9. SYSTEM CONFIGURATIONS. Table 2-2 provides the system configurations, hardware, and software components tested with the SUT. The SUT was tested in an operationally realistic environment to determine interoperability with the Avaya CS2100 and MSL-100 switching systems. The SUT is certified with the Avaya CS2100 and MSL-100 switching systems listed on the Unified Capabilities (UC) Approved Products List (APL). 2-6

TEST LIMITATIONS. None. 11. TEST RESULTS a. Discussion. The SUT interface to the DSN is via the Avaya CS2100/MSL-100 digital switching system 2-wire M5316 digital proprietary lines for the intra-switch 911 callers and Integrated Services Digital Network (ISDN) Digital Transmission Link Level 1 (T1) Primary Rate Interface (PRI) for commercial, on-base 911 callers. The SUT was configured as shown in Figure 2-2 to simulate an operational 911 PSAP configuration. The CS2100/MSL-100 was configured to route all intra-switch 911 calls to a single hunt group pilot number. This would allow access to an idle VESTA agent when an intra-switch user dialed 911. The SUT server was configured with a simulated database to display the 911 originating station s location information. (1) The UCR 2008, Change 1, paragraph , states that as a minimum, the 911 and the E911 (tandem) emergency service shall have the capability to hold the 2-7

12 originating subscriber or caller from releasing the call via the switch supervision interaction for line and trunk control by the called-party feature, in accordance with Telcordia Technologies GR-529-CORE. To simulate a 911 system, 30 intra-switch calls were placed to the SUT and all calls were positively answered by the SUT VESTA agent s workstation and the originating caller s location information was correctly displayed. The SUT also demonstrated the Instant Recall Recorder (IRR) function, which provides the VESTA agent the capability to play back recorded messages from each respective 911 call. To simulate on-base commercial users, an ANI simulator with a 2-wire CAMA line was used as depicted in Figure 2-2. Thirty simulated calls were placed to the SUT and all calls were positively answered by the SUT VESTA Agent s workstation and the originator s location information was correctly displayed. The SUT also demonstrated the IRR function. Additionally, when and if the 911 user was to hang up prior to the completion of the message, the SUT was able to maintain the pertinent user location and number, which meets the GR-529-CORE requirements. (2) The UCR 2008, Change 1, paragraph , states that all DSN CPE, as a minimum, must meet the requirements of Part 15 and Part 68 of the Federal Communications Commission (FCC) Rules and Regulations and the Administrative Council for Terminal Attachments (ACTA). The SUT met this requirement with the vendor s submission of an LoC. (3) The UCR 2008, Change 1, Paragraph , states that CPE that use loop signaling shall conform to the requirements of TIA/EIA-470-B. The SUT met this requirement with testing and the vendor s LoC. (4) Security is tested and met by DISA-led Information Assurance test teams and is published in a separate report, Reference (e). b. Test Summary. The SUT met all interoperability certification requirements as set forth in reference (c) for a CPE PSAP 911 system and is certified for joint use within the Defense Information System Network (DISN) with any Avaya CS2100/MSL-100 digital switching system listed on the UC APL. The SUT was tested and is certified specifically with the Avaya CS2100 and MSL-100 M5316 digital proprietary lines and ISDN T1 PRI NI2 interfaces. 12. TEST AND ANALYSIS REPORT. No detailed test report was developed in accordance with the Program Manager s request.
