What we ll talk about The project What Who How When Broadband Some definitions Example applications
What is this project? Market Study aggregating demand Markets in rural regions Population locations/density, remoteness, terrain Broadband service areas Closing gaps in service We need to understand Demand (understanding adoption and usage) Supply (current infrastructure) Policy (planning, ordinances, barriers)
What is this Project? (continued) Four County Region Del Norte, Humboldt, Mendocino, Trinity Completion in June 2008 Report on project at Broadband Forum IV in Summer 2008 First CETF project $500K in funding (50% CETF) Model for state of California
Who Is Involved? California Emerging Technology Fund Redwood Coast Rural Action Humboldt State University All 3 organizations have seats on the Governor s Broadband Task Force
What is CETF? Created by CPUC as a condition of SBC/AT&T and Verizon/MCI mergers Established to achieve ubiquitous access to broadband in California by Not just build it but expand broadband adoption and usage Focus on underserved, bridging the digital divide CETF has $60m over 5 years - approx. $5m for telemedicine
Who Are RCRA & HSU? Redwood Coast Rural Action. a network of community leaders working regionally to improve current and future conditions of people and the land. Humboldt State University One of 23 campuses in the statewide CSU system Excellence in undergraduate education is HSU s foremost goal
The Stakeholders Regional focus (Del Norte, Humboldt, Mendocino, Trinity counties) Government (public safety, education, libraries, federal, state, county, city, tribal, special districts) Business sectors (healthcare, forest products, manufacturing, info tech, arts, tourism, agriculture, fisheries, dairy, others) Seniors, disabled, low income, minorities Broadband providers You!!
Demand Outreach Entire region, both communities and rural areas Unserved and underserved Unserved = no broadband available Underserved (supply) = lack of multiple broadband providers and/or too expensive Underserved (demand) = seniors, low income, minorities, disabled Government agencies Business sectors Regions (geographic, jurisdictional, phone company, communities of interest) Providers Telcos, cable companies, wireless, ISPs
Outreach Community Meetings Community meetings Del Norte 1 Humboldt 3 Mendocino 2 Trinity 1 Acquire survey data Presentations about broadband & project Discussion and Q&A Here tonight and ongoing by phone and
A Few Words about Surveys Distribute at community meetings Snail mail by request Online Phone Random dialing in all prefixes Oversampling in rural populations FYI broadband providers gave input to survey content
Supply Infrastructure & Services Map in GIS Population and demographics Broadband availability DSL, cable modem, wireless, satellite Phone company territories Central office locations and switch info Cell towers, microwave antennas Fiber routes Power line routes
Policies Research on existing policies (planning elements, ordinances) Policy recommendations Common set of ordinances Legislation What s standing in the way?
Outcomes Demand Documented demand across the region Market data for providers/investors Supply Maps of existing infrastructure Detailed understanding of population Maps and data on Web site
Outcomes (continued) Broadband alternatives Technologies, construction considerations, backhaul to Internet, funding (upfront captial and end-user cost) Process for ranking alternatives (pros/cons, costs, vendor stability, functionality, support, mobility)
Outcomes (continued) Policies Recommendations Model policies Important: keeps the Redwood Coast on the state s radar
Data Could be Used For: Demonstrating demand to encourage providers to invest in broadband Justifying funding for infrastructure investments where there is no apparent economic incentive for the private sector Input for considering public/private partnerships for rural broadband Identifying areas needing greater route diversity Identifying key backhaul development projects Identifying areas with technology education needs
Now for some talk about broadband or is it DSL or cable modem or wireless or (take your pick)?
Always on What is Broadband? FCC = 200k in one direction Most consider definition outdated FCC is debating this definition Broadband is often asymmetric, with downstream speed faster: Upstream commands sent to Internet Downstream web pages received Governor s Broadband Task Force definitions = tiers of broadband
