3 Introduction Gas Distribution Networks (GDNs) and Independent Gas Transporters (IGTs) have met with the ENA to draw up this guidance document to issue to Suppliers. This is to inform them of which Organisation Certificates should be used in the Network Operators Trust Anchor Cells on the Gas Proxy Function, when installing and commissioning a Smart Meter. At the time of creating this guidance GDNs and IGTs are not fully integrated DCC Users but are obligated, under SEC (Smart Energy Code) to create Organisation Certificates for each of their SEC licenses. GDNs and IGTs have created Organisation Certificates via the DCC s SMKI via the Internet Portal This guidance is designed to assist Suppliers to identify which certificates should be used when commissioning a Smart Meter. The preference from Suppliers is to have a consolidated guidance document rather than multiple contacts with individual Network Operators. This document will be updated periodically by the ENA with Information provided by Gas Networks once it becomes available. Relevant SEC Obligations Network Parties to become Subscribers X1.11 Prior to the commencement of the provision of Enrolment Services by the DCC pursuant to Section H5 (Smart Metering Inventory and Enrolment Services), each Network Party shall ensure that it has become a Subscriber for those Organisation Certificates which pertain to it and that are required by Responsible Suppliers for complying with their obligations under Clause 5 (Post-Commissioning Obligations) of the Inventory Enrolment and Withdrawal Procedures. This Guidance is designed to assist Suppliers with the obligation in the SEC (Clause 5.2 of the Inventory, Enrolment and Withdrawal Procedures SEC Subsidiary Document) that reads as follows: 5.2 As soon as reasonably practicable (and in any event within 7 days) following the Commissioning of a Smart Meter or a Gas Proxy Function, the Responsible Supplier shall, in relation to each such Device, ensure that: (a) the Device Security Credentials which pertain to the Network Party are those of the Electricity Distributor or Gas Transporter (as applicable); 3

4 GDNs The GDN model is simple with one SEC license being held per organisation covering a large geographical footprint. Please note that Scotia Gas Networks Ltd (SGN) is an exception and holds two SEC party licenses, Southern Gas Networks PLC and Scotland Gas Networks PLC. SGN requires Suppliers to ensure that the correct certificates are applied per geographical location i.e. Scotland and Southern. Please see table below for list of certificates for GDNs. 5 IGTs The IGT model is more complex as it is less geographically obvious which certificates should be applied. Therefore, IGTs require Suppliers to validate which Network Operator certificates should be applied, by reference to the igt MPRN Ranges document which can be found at this link: Please see table below for details of IGT certificates.
