PG&E SCADA Points List (5801) Use software USBP0S0X Rev or subsequent releases. For accessing the Model 5801, the PG&E master station should define the Switch Control with the following I/O: Point Count Status Points 28 Analog Inputs 18 Control Outputs 9 The points are defined in the tables below. Unless otherwise noted, each bit is set if the condition is logically true or active. Status Points Status 1 Switch 1 Open contact status. This bit is set if the switch (circuit) is open. 2 Switch 1 Closed contact status. This bit is set if the switch (circuit) is closed. 3 Switch disabled. This bit is set when switch operation is disabled. This may occur when bad battery voltage is present, low pressure is detected, external local is set, or when the switch is in the grounded position. See status points 4 and 15 to determine which condition is causing the bit to be set. 4 Low Pressure / Low Oil detected (if applicable) B / PG&E Points 1

This bit is set if automatic control functions have been enabled via either the faceplate switches or SCADA control command. 6 REMOTE/LOCAL faceplate switch position. This bit is set when the switch is in the REMOTE position. In the REMOTE position, local operation of the switch from the faceplate is blocked. In the LOCAL position, operation of the switch from the SCADA master station is blocked. 7 Overcurrent fault detected. This bit is set if the fault detection circuitry has detected a line fault condition which has not been reset by the SCADA operator. Line fault conditions clear automatically once 3-phase line voltage has been sensed, the switch is closed, and 45 minutes have elapsed or the faceplate REMOTE/LOCAL switch is toggled. NOTE: If the conditions above are met and you reinitialize the Switch Control using the Setup software or a SCADA operator command, the fault condition also clears. 8 Sectionalizer tripped. This bit is set if any automatic control function has opened the switch. The bit is cleared when the switch is closed for any reason, and is also cleared on reinitialization of the Switch Control using the Setup software. 9 Reserved. 10 Maintenance required. This bit is set when some form of maintenance (other than battery replacement) is required. It is set when the battery charger has failed due to over voltage, or when the switch Open/Close contacts are not mutually exclusive. This is a summary bit. The exact cause of the failure can be determined from the inspection of other status points. 11 Open/Close switch position indication is inconsistent. This bit is set if either both contacts are closed, or both contacts are open. 12 Control power failure. This bit is set if AC control power is not available to the battery charger. It indicates that the Switch Control is operating on battery backup. 13 Operator failure override set. This bit is set after the operator has executed the Failure Override control command to let the switch be operated even if battery is bad. The bit remains set until the override is disabled using the Disable Failure Override command. Also, the status point will go off, and Failure Override will become disabled, after a 15 minute timeout, if it was not already turned off by the Disable Failure Override command. 2 PG&E Points B /
3 S&C Electric Company 5800 Series Non-IntelliTEAM Universal Status 14 Battery system low. The battery voltage is low, but the switch will operate. 15 Battery system bad. The battery voltage is too low to operate the switch. This condition blocks the operation of the switch unless the Failure Override bit is set. The bad battery status is only set when the battery voltage is definitely too low to operate the switch. 16 Battery charger has failed. The charging voltage applied to the battery system was too high when the charger was connected, and the charger has been turned off. 17 Battery test in progress. The Switch Control automatically performs a test procedure on the batteries at periodic intervals. During the test, the battery voltage fluctuates. 18 Cabinet door open. This bit is set if the door to the Switch Control enclosure is ajar. When the door is closed, this bit is cleared and all power to the faceplate LEDs is turned off. 19 Temperature sensor bad. The temperature sensor in the Switch Control is reading out of range. When the sensor is reading incorrectly, various temperature-related correction factors will not be accurate. 20 Current Sensor bad. 21 Phase A - overcurrent fault. This bit is set if the peak current measured on Phase A has exceeded the programmed fault threshold level continuously for at least the programmed period of time. The bit is cleared automatically once AC power has been restored to all phases, the switch is closed, and 45 minutes have elapsed or the faceplate REMOTE/LOCAL switch is toggled. NOTE: If the conditions above are met and you reinitialize the Switch Control using the Setup software or a SCADA operator command, the fault condition also clears. 22 Phase B - overcurrent fault. As above, for Phase B. 23 Phase C - overcurrent fault. As above, for Phase C. 24 Overcurrent ground fault. As above, for ground. 25 AC phase voltage loss or failure. This bit is set if the current on Phase A is flowing in the direction opposite to the normal direction configured in the Switch Control. The Switch Control identifies reverse current when the voltage-current phase angle deviates more than 90 degrees from the value set during installation for unity power factor. 27 Phase B - current direction. As above, for Phase B. 28 Phase C - current direction. As above, for Phase C. Analog Input Points Analog Input NOTE: All analog values are 13 bits. 1 90% voltage reference standard. This is provided for the benefit of the protocol implementation to conform to the RTU standard. The control will report a constant $0E66 (3686 decimal) for this point. 2 0% voltage reference standard. This is provided for the benefit of the protocol implementation to conform to the RTU standard. It is loaded as a constant with the value zero. 3 Neutral current, taken as the vector sum of the phase currents on Phases A, B, and C. Current is measured using true RMS techniques and reported in units of 1 count equals 1 ampere. 4 Single-phase current measured on Phase A. Current is measured using true RMS techniques and reported in units of 1 count equals 1 ampere. 5 Single-phase current measured on Phase B. Current is measured using true RMS techniques and reported in units of 1 count equals 1 ampere. 6 Single-phase current measured on Phase C. Current is measured using true RMS techniques and reported in units of 1 count equals 1 ampere. 7 Single-phase voltage measured on Phase A. Voltage is measured using true RMS techniques and scaled to yield a nominal value of 120 VAC. Configuration of the Switch Control at installation time provides the scaling factors such as voltage transformer turn ratio, etc. In cases where loads are connected in a delta (phase-to-phase) configuration, the Switch Control s Sensor Conditioning module is jumpered to yield phase-to-phase voltage readings. As above, for Phase C. 13 The most recent cabinet temperature reading. This value is in units of ºF, with a 50 degree offset, so that a reading of zero corresponds to -50 F. 14 Battery voltage, nominally 24 VDC. If AC power is on, this value is updated only during battery testing. If AC power is off, this value is continuously updated. One count equals VDC. 15 Phase angle on phase A. Each count equals one-eighth of a degree. 16 Phase angle on phase B. Each count equals one-eighth of a degree. 17 Phase angle on phase C. Each count equals one-eighth of a degree. 18 Operation Counter. This is the number of switch operations. The counter is incremented on each Close operation. This is a 16-bit counter and will overflow back to zero at 65,535. Control Points The control points listed below are understood by the Switch Control. Each command is executed by performing a Control-Select-Close operation on the control point (Function 10, Command 11), followed by a Control-Select-Operate operation (Function 10, Command 20). Control 1 Issue the Close command to the Switch. 2 Issue the Open command to the Switch B / PG&E Points 5
6 5800 Series Non-IntelliTEAM Universal S&C Electric Company Control NOTE (Points 1 and 2 above): These commands are ignored if the Switch Disabled condition (status point 3) is active, or the Battery Bad status point is active, and the Failure Override command has not been issued. Commands are ignored and return an error if the REMOTE/ LOCAL switch is not in the REMOTE position. 3 Reset (clear) any outstanding overcurrent fault conditions present. The fault condition otherwise remains active for 45 minutes after the switch is closed and AC power is fully restored, or until the REMOTE/LOCAL switch is toggled. 4 Begin a battery test cycle. If AC power is on, the charger is disconnected for several minutes while the test is in progress. If AC power is off, a brief battery impedance test evaluates the battery condition. 5 Enable the Failure Override status. This allows Open and Close commands to be processed even if the Switch Disabled condition is active. 6 Disable the Failure Override status. This allows Open and Close commands to be processed even if the Switch Disabled condition is active. 7 Enable Automatic operation. In Automatic mode, the Switch Control automatically opens the switch if a preconfigured recloser sequence is recognized after a detected fault. 8 Disable Automatic operation. In Automatic mode, the Switch Control automatically opens the switch if a preconfigured recloser sequence is recognized after a detected fault. 18 5800 Series Non-IntelliTEAM Universal S&C Electric Company PG&E Protocol Functions Implemented The following PG&E SCADA Communications protocol functions and commands have been implemented: 1. Basic Scan, Function Code $00, for all data types supported in the Switch Control. The packed analog form of encoding analog data is not supported. 2. Scan Inclusive, Function Code $01. As with the Basic Scan function, packed analog encoding is not supported. 3. Scan-By-Table, Function Code $0A. As with the Basic Scan function, packed analog encoding is not supported. 4. Supervisory Control, Function Code $10. The commands Direct Digital Control, Direct Open, Direct Close, and High Resolution Proportional Control are not supported. Pulse Selected Point is supported, but the pulse time is ignored, since all pulse times are dictated by the switch requirements. 5. The following Internal Control Function (Function Code $20) Commands are implemented: Initialize RTU Configuration (Standard Mode), Command Code $00. Accumulator Freeze, Command Code $10. Accumulator Reset, Command Code $11. Initialize Specified Status Counter, Command Code $20. Initialize All Status Counters, Command Code $21. Write to RTU Memory, Command Code $30 (see section below for details). Execute Write Memory, Command Code $31 (see section below for details). Access to Setpoints and Data Logging Results Via PG&E Protocol The implementation of PG&E SCADA also supports memory-mapped access to the entire collection of setup, real-time, and long term statistical and operating data. The complete memory map for the Switch Control is available from S&C. The memory access feature of the protocol is used to transfer the data to the master station. The memory is accessed as ordinal number 5 (RTU RAM memory). Function 28, Command 30 (Return RTU Configuration) is used to read data from the unit. 19 S&C Electric Company 5800 Series Non-IntelliTEAM Universal To prevent incorrect or inadvertent writing to the Switch Control, a memory interlock has been implemented. Before memory write commands are executed, an initial write of the value integer 1 must be made to location $04ED. When all writing operations are complete, $04ED should be set back to zero. For further information on this form of memory access, contact S&C. Extended Error Code File s The codes assigned for inclusion in the Error Code File have been extended in this protocol implementation to provide additional detail on communications failures. Bad interrupt (internal software error) - Notify S&C.
