2 2 FOX615/612 TEGO1 IEC GOOSE GATEWAY INTERFACE MODULE INTRODUCTION 3 FOX615/612 multiplexing platform. Enabling GOOSE messaging thanks to TEGO1 interface card. GOOSE Signal Translation. TEGO1 forms part of the IEC world. For substation automation systems, the IEC standard has been widely accepted. With the ongoing digitalization of electrical substations, GOOSE based line distance protection application becomes a greater focus. The same standard provides defined messaging for IEC signal exchange between IEDs with different protocols. For binary signals such as trip signals, GOOSE (Generic Object oriented substation events) messaging has been defined. The TEGO1 interface card of the FOX615/612 multiplexing platform now offers an integrated IEC GOOSE interface being able to connect directly to the IEC station bus of an electrical substation. This interface allows to use GOOSE messages for line distance protection or for new applications such as remote trip or interlocking. The traditional way of line distance protection application is using binary high voltage contacts, either to the teleprotection interface of the multiplexing platform itself or to the external teleprotection equipment. This remained as such even if today s IEC framework would allow the usage of GOOSE based trip signals for line distance protection applications. This traditional approach brings certain complexity to the protection system since electrical high voltage signals have to be brought from the relay to the communication equipment. EMC/ EMI aspects have to be considered as well as substantial cabling efforts since per command two cables have to be connected and usual protection schemes consist of several commands per powerline. Availability is limited since redundancy of cabling, as well as supervision of end to end solution is often not ensured. Last but not least the performance of the overall protection solution is restricted by the speed of the binary contacts with it's relatively slow switchover times leading to longer fault clearing times than necessary. The ongoing trend for digital substations with it s undoubted benefits on visibility and flexibility makes the usage of GOOSE based line distance protection applications obvious, if the same can provide the required performance parameters such as dependability and security defined in IEC standard as well as provide a secure access from the to the substation IEC station bus. Avoiding reconfiguration of existing IEC substation configurations. IEC has been used for substation automation for many years. It originated as a technology that was only applicable for internal substation purposes. Only with recent developments such as IEC TR GOOSE has been considered for substation to substation protection signal transmission. Three main problems arise when IEC GOOSE messages are used for inter substation communication. 01 GOOSE is a layer 2 protocol, direct connection between substations would mean connection of the two so far separated station buses with all related problems arising when different local area networks are connected on L2 basis only. 02 When IEC based substations were introduced, the concept of using GOOSE messages for communication between substations was not considered. Due to this, there has usually not been a country wide planning on IP addresses of IED s, application IDs or used VLANs. Changing this at a later stage would be a major effort related with (at least) a partial reconfiguration of the substation. 03 Since GOOSE messages are based on Ethernet packets, and the station bus is based on an Ethernet Switched network cyber security aspects such as data integrity and access restrictions need to be considered, and this in the light of critical applications with strong real time requirements TEGO1 has been developed to specifically address these issues. TEGO1 provides: A fast L2 tunnel for GOOSE messages with specific filtering in order to avoid the L2 network problems and flooding of all information to all sites. Staying on L2 ensures the highest possible performance for critical GOOSE signals. The translation functionality for GOOSE fields like VLAN and Multicast address or application ID in order to resolve potential conflicts when using GOOSE between substations hence avoiding reconfiguration of already commissioned substations when GOOSE is used for line distance protection applications. Filtering and translation happens at wire speed which results in a TEGO1 being as fast as a transparent L2 tunnel between substation with the flexibility of a proxygateway being able to change related GOOSE fields. L2 application based firewall functionality to restrict access to the station bus from the wide area network Authentication of GOOSE messages for man in the middle attack and replay protection TEGO1 is an IED acting as a proxy gateway for GOOSE signals between substations. TEGO1 represents the remote IED inside the local substation and resolves at the same time all potential conflicts by performing required translation functions at wire speed. With this, an IED cannot distinguish if the IED is just connected to the local station bus or if it is hundreds of kilometers away on the other side of the power line. By representing the remote IED all of the standard IED functionality is performed such as subscription to GOOSE messages or status supervision of the local IEC substation automation system using MMS. In order to allow this, TEGO1 is integrated into the local SCD file and configured there initially. This is done at both sides and brought together in the TEGO1 configuration tool, where the mapping between the different substations is completed. In order to finalize the configuration, updates of the different substation SCD files need to be performed.

The distance protection relay (21) is connected with multiple cables to the teleprotection interface on the multiplexer (or to a dedicated teleprotection equipment). All those connections are replaced by a single fiber connection as indicated in Figure 2. By using IEC based protection various benefits arise: Easier setup of the protection system by using one technology resulting in overall better protection performance (faster protection system). A reduction in cabling due to less additional copper cables being required for trip signals. Less EMC/ EMI and safety problems by using fiber optic communication media. Increased flexibility since new or modified protection schemes can be implemented by software modification only. Better visibility and supervision of the solution by integrating the solution in the communication network management system as well as the substation automation system. Increased availability of protection system.

Simple time of day distribution. Time of day information is important for many electrical grid operation applicaitons. Fault recorders, event recorders, differential protection relays and also wide area protection schemes using synchrophasors rely on it for correct operation or for statistical analysis at a later stage. FOX615 can be synchronized from a centralized grandmaster clock by using IEEE 1588v2 PTP protocol as well as Synchronous Ethernet. The accuracy of this time of day information is < 1 us. This allows distributing the time of day information through the to substations and end devices. Redundancy and security - TEGO1 increases the availability and security of your protection solution. TEGO1 provides the possibility to connect to a PRP redundant station bus architecture and acts as a redbox. In order to ensure redundancy in the communication TEGO1 provides hitless redundancy for critical GOOSE signal transmission. In case of problems in the, where one of the redundant communication channel fails, the hitless redundancy ensures that the protection application is not affected at all. In order to detect cyber security incidents, such as signal modification or replay attacks, TEGO1 allows an authentication of critical protection data. For security of the station bus infrastructure a L2 firewall working on white listing principle is implemented. With this, all unauthorized access from the to the station bus can be stopped. The solution works on a denial per default principle while the performance of the protection application is not compromised.
6 FURTHER BENEFITS 10 Network Management System. Network Management system. All modules of FOX615, including a variety of services and applications, are managed centrally by FOXMAN management system, the network management system for the complete communications portfolio. Easy and intuitive configuration of user dialogues and equipment views is ensured by FOXCST, the graphical configuration tool. TEGO1 offers a special configuration tool for IEC configuration where SCD files from the substations can be imported, TEGO1 IEC configuration be done and required modification of SCD file exported again to the substation automation system, as well as to the FOXCST. With FOXMAN and FOXCST utilities can enhance the overall performance of their operational networks, saving costs and accelerating the circuit provisioning process with only one element manager for all service types.
