10 Public Services (Social Value ) Act 2012 The Social Value Act now requires all local authorities to consider the additional social value when awarding services contracts The Public Services (Social Value) Act An act to require public authorities to have regard to economic, social and environmental well-being in connection with public services contracts; and for connected purposes. Section 1: Contracts of relevant authorities - If an authority makes provision of services together with purchase or hire of goods or carrying out the works, it must comply with: Sub-section 3: the authority must consider - a. How the proposed services might improve the economic, environmental and social well-being of the relevant area Sub-section 6: the authority must consider under 3b a. Only matters that are relevant to proposed procurement of services b. The extent of its proportionate contribution Sub-section 7: the authority must consider undertaking consultation for matters considered under 6a

12 What they re saying about Tier 1 s CSR initiative Ian Whiteside, Director at HMP Forest Bank, on the Tier 1 prison recycling initiative. The tripartite partnership between Sodexo Justice Service, Tier 1 and Antz Junction offers a unique opportunity for the three organisations, prisoners pre and post release and ultimately the public. The work that Tier 1 provides in the prison enables prisoners to work a 40 hour working week engaging them in a working environment that reflects work in the community. Paralleling the working week are opportunities for prisoners to also gain qualifications in recycling, enabling them to be work ready for potential employers when they are released. What makes this partnership arrangement unique and most exciting is that the project diverts some of the generated revenue to fund a Through the Gate Work Ready initiative with Antz Junction, a local Social Enterprise Centre near to Forest Bank prison. The Work Ready programme has found long term sustainable employment for all of the first cohort and we are looking forward to seeing the latest candidates follow in their success. Improving offenders education, employability and ultimately providing sustainable employment are proven factors in reducing recidivism, a key priority for Government and an expectation of our local communities. The work undertaken by Sodexo Justice Services, Tier 1 and Antz Junction meets this objective at no extra cost to the tax payer. With the added benefit of improving the environment by reducing land fill I would strongly argue that this is one of the most exciting projects I have ever come across in over 20 years of working in prisons."
