1 International Civil Aviation Organization 11/09/2018 Middle East Regional Aviation Security and Facilitation Group First Meeting (MID-RASFG/1) (Kuwait, September 2018) Agenda Item 4: MID Region AVSEC/FAL Planning and Implementation MID REGION SECFAL ROADMAP (Presented by the Secretariat) SUMMARY This paper presents a Draft MID SECFAL Roadmap for review and necessary amendment by the meeting. Action by the meeting is at paragraph 2. REFERENCES - Global Aviation Security Plan (GASeP), November Africa and Middle East Aviation Security Roadmap, endorsed by the Ministerial Conference on Aviation Security (Sharm El Sheikh, Egypt, August 2017) 1. INTRODUCTION 1.1 The SECFAL PDG/3 meeting agreed that the MID SECFAL Plan should be a highlevel Document, reviewed on a triennium basis by the MID-RASFG, which will be the governing body. 1.2 The SECFAL PDG/3 meeting agreed that MID SECFAL Plan should contain the regional priorities, associated objectives and expected outcomes (i.e. what are the identified priorities and what is to be achieved). This Plan should be supported by a MID-SECFAL Roadmap (Detailed Action Plan) with specific tasks, deliverables, outputs and KPIs to support the achievement of the agreed outcomes and targets. 1.3 The Secretariat developed a Draft MID SECFAL Roadmap (Detailed Action Plan) with specific tasks, deliverables and KPIs to support the achievement of the agreed outcomes and targets for review and endorsement by the MID-RASFG/1 meeting, as appropriate. 2. ACTION BY THE MEETING 2.1 The meeting is invited to: a) review and amend, as deemed necessary, the proposed MID SECFAL Roadmap at Appendix A; and b) agree on the next course of actions
2 MID REGION SECFAL ROADMAP 1. Enhance Risk assessment and response priority #1) Identify deficiencies, threats and vulnerabilities in the MID Region Ensure availability of necessary resources to identify and mitigate the risks 1.1 Perform risk assessment at National level 1.2 Perform risk assessment at Regional level 1.3 Review reports of the USAP CMA audit to determine prevailing deficiencies 1.4 Ensure availability of sufficient resources and qualified personnel allocation at State level to develop and implement risk mitigating strategies for MANPADS, Landside security, IEDs in cargo, insider threats, Cyber threat, etc. 1.5 Monitor and address emerging and evolving risks, such as cyber security, remotely piloted aircraft systems (RPAS) / Drones Risk Assessment mechanisms in place Regional Risk Assessment Report Analysis/Report ICAO/RASFG Organization structure reflecting the necessary resource allocation to ensure effective operational support 2020 Number of that established a Risk Management mechanism considering ICAO s Risk Context ICAO/RASFG Statement and crisis response procedures 1 Risk Management Seminar RASFG/ICAO Develop regional plan for delivering support to priority. RASFG/ICAO Up to date regional risk report RASFG Number of that established a National Civil Aviation Security Committee (NCASC) Number of who are above the Global average of CE#8 Number of with comprehensive AVSEC organization structure Number of Risk assessment workshops/seminar conducted Number of AVSEC personnel from Appropriate Authority, governmental agencies, airlines and airports who attended risk assessment training. Encourage the use of Technological Resources priority #3) Enhance Security through the effective use of advanced technological solutions Ensure that the concerned personnel are aware and trained on the new systems 4.1 State to include guidance provisions in NCASP for use of enhanced screening technology 4.2 to keep under review the certification process of security equipment, through tests and trials, to assess its efficiency and reactivity. 4.3 and industry to conduct outreach activities to promote the use of appropriate technology, including human factors considerations Guidance on the use of enhanced screening technology included in the NACSPs Trials, tests, certification of security equipment. Improve Oversight and Quality Control priority #4) Work cooperatively under the MID RASFG framework to address the identified challenges and deficiencies in order to improve oversight capabilities 5.1 Analyze the USAP CMA results and identify common challenges and deficiencies and provide guidance for the rectification of these deficiencies. 5.2 Develop and implement corrective action plans to address identified gaps and vulnerabilities RASFG Reports RASFG Regional average percentage of CE 6 implementation Corrective action plans and mitigation measures Regional average percentage of CE 7 implementation Regional average percentage of CE 8 implementation provide CAP and confirm rectification Nr. of SSeCs.
