2 Support Project for the Implementation of the Paris Agreement (SPA) With the adoption of the Paris Agreement in December 2015, a new chapter of climate policy and international cooperation began. The agreement is legally binding for all member states and comprises decisions on mitigation of greenhouse gases, adaptation to climate change, climate finance, technology transfer, capacity building and enhanced transparency. For the first time, without exception, all ratifying parties have committed to national climate targets within their Nationally Determined Contributions (NDCs). They are also requested to regularly submit reports under an enhanced transparency framework. Another cornerstone of the Paris Agreement is a mechanism to close the remaining ambition gap in the global longterm goal of limiting temperature rise to well below 2 C, and aiming for 1.5 C. To achieve this, countries need to progressively update their NDCs every five years. SPA supports the implementation of the Paris Agreement by strengthening capacities of partner countries on NDCs and transparency systems on a global and regional scale.

3 NDC SUPPORT CLUSTER COMPONENT 1 Since COP 21 dedicated NDC support by BMU s IKI is coordinated through the NDC Support Cluster. The different implementing partners coordinate their activities to allocate resources effectively and efficiently in more than 30 partner countries worldwide. Furthermore, they pool their expertise and experience regarding thematic working areas governance, sector approaches, finance, and climate transparency. The aim is to foster collaboration on the ground while bundling partner country contact and building on complementarity. SPA cooperates with other cluster implementing partners to foster coordination and create synergies in partner countries, including through: joint international conferences, facilitation of easy-access to tools for NDC implementation through a shared Toolbox, a Helpdesk for flexible support, and a Good Practice Database for global learning and exchange. NDC PARTNERSHIP COMPONENT 2 Moreover, the German Federal Ministry for Economic Cooperation and Development (BMZ) and BMU in cooperation with the Government of Morocco have launched the global NDC Partnership in Marrakesh to foster collaboration and coordination on NDC related support at the international level. SPA supports BMU in coordinating its NDC related efforts and activities with government and institutional partners worldwide. Expertise and experiences as well as outputs from the NDC Support Cluster and the Transparency Partnership will contribute substantially to the NDC Partnership and will be made accessible to members of the NDC Partnership.

4 PARTNERSHIP ON TRANSPARENCY IN THE PARIS AGREEMENT COMPONENT 3 Furthermore, the Partnership on Transparency in the Paris Agreement, founded by BMU and the Ministries of Environment of South Africa and the Republic of Korea in 2010, supports capacity development, peer-to-peer exchange and knowledge management on the enhanced transparency framework and systems for measurement, reporting and verification (MRV). In this context, SPA facilitates the exchange of good practices, joint learning and policy dialogue between climate negotiators, policymakers and practitioners through online formats, global events and activities in its five regional groups. CLIMATE CHANGE ADAPTATION COMPONENT 4 This project component is supporting BMU in integrating climate change adaptation adequately in the international climate policy discourse and mainstreaming adaptation approaches at all levels in IKI partner countries. The work of this component is fully integrated in the existing SPA formats and platforms and covers four areas: knowledge generation, communication and capacity development, networking and alliances as well as advisory to BMU. The component focuses on the following topics: alignment of NDC adaptation targets with related national and international processes, access to finance, transparency/monitoring and evaluation.

5 The Support Project for the Implementation of the Paris Agreement (SPA) works at the interface between German international climate policy and its development cooperation. On behalf of the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU), the project supports with its four components three initiatives (co-) founded by the BMU: the NDC Support Cluster of the International Climate Initiative (IKI), the NDC Partnership and the Partnership on Transparency in the Paris Agreement. As an overarching advisory project, SPA continuously elaborates knowledge products, ensures information exchange between the initiatives, promotes cooperation of the actors involved, and makes use of synergies. In all project components, SPA fosters cross-cutting capacity building, peer-to-peer exchange, policy dialogue and knowledge management for developing and implementing NDCs and transparency systems at the global and regional level. Through its activities SPA reaches a broad target group worldwide of practitioners and negotiators in partner countries and collaborates with multilateral implementing partners, the private sector and civil society. The experience and lessons learned are fed into international discussions on climate policy and actions implementation and the climate negotiations process.
