3 Arctic Council Arctic Council [Ministers, Senior Arctic Officials, working groups, task forces]: 8 Arctic Nations: Norway, Finland, Sweden, Canada, US, Russia, Iceland, Denmark (Greenland) with a goal of cooperation on Arctic issues Ministerial meetings every 2 years Dept. of State Lead (John Kerry), next is May 28, 2013; SAR agreement signed last meeting, OSRA this, and Prevention next Canada s Chair in May ; followed by US Chairmanship Canada s Chairmanship theme: Development with the People of the North Responsible Arctic Resource Development Safe Arctic Shipping Sustainable Circumpolar communities Currently US is identifying potential priorities for EX of outcomes: Arctic Oil Spill Preparedness and Response Agreement signed next week (?) USCG, EPA, DOI, DOC, DOJ, State of AK all participated in this task force Agreement Objective: to strengthen cooperation, coordination and mutual assistance among the Parties on oil pollution preparedness and response in the Arctic in order to protect the Arctic marine environment from pollution by oil.
4 E.O Interagency Working Group on Coordination of Domestic Energy Development and Permitting in Alaska to coordinate the Federal agencies responsible for overseeing the safe and responsible development of onshore and offshore energy resources and associated infrastructure in Alaska Establishes Deputy-level Working Group, chaired by DOI Departments of Defense, Commerce, Ag, Energy, Interior, Homeland Security, EPA, OFC, CEQ, OSTP, OMB, Nat l Security Working Group Responsibilities: Orderly and efficient decision-making; project monitoring/coordination; information sharing Engage in long term planning and coordination (oil spill preparedness and response, infrastructure development) Coordination with non-federal partners Coordination with other Policy Initiatives and Efforts National Strategy for the Arctic Region National Oceans Policy National Contingency Plan National Response Framework

Report to the President (March 2013) Advancing Arctic Science Calls for an Integrated Arctic Management approach Strengthening relationships with key partners Streamline and integrate collective actions to improve effectiveness and build resilience Take steps to more closely link science and decision-making ecosystem based management is emphasized National Strategy for the Arctic Region (May 2013) Lines of Effort: 1. Advance United States Security Interests (infrastructure, strategic awareness, security) 2. Pursue Responsible Arctic Region Stewardship (environmental protection, IAM, enhance understanding through science and traditional knowledge) 3. Strengthen International Cooperation (Arctic Council, sign Law of the Sea Convention, develop partnerships and pursue arrangements)
6 National Ocean Policy/Council (NOP/NOC) E.O created a National Ocean Council to strengthen ocean governance and provide sustained, high level, and coordinated attention to ocean, coastal and great Lakes issues. Strategic Action Plan 8, Changing Conditions in the Arctic addresses environmental stewardship needs in the Arctic Ocean in face of climate and other environmental changes. 7 Themes, 6 actions identified: Action 1 calls for improving Arctic environmental response management Performance Measures: Increase # of joint oil spill trainings/exercises Increase # of scientific studies on response (by 50%) Increase new technologies for Arctic spill response Field testing of response coordination mechanisms Field testing of response technologies, practices in ice covered waters Results of lab research on biological effects of dispersants in cold water Number of international joint trainings on env. emergency response Lead Agencies: USCG, DOI; Participating: BOEM/BSEE, NOAA/NMFS, EPA, DoD
7 U.S. Arctic Research Commission Advises the President and Congress on domestic and international Arctic research through recommendations and biennial reports (7 members, coordinates with NSF; active and currently funded) Goals and Objectives for Arctic Research Observe, Understand, and Respond to Arctic Environmental Change Long term data collection and monitoring Improve Arctic Human Health Fund data collection on water use and health; food security (contamination) Understand Natural Resources Industry to collaborate and share data with Federal agencies Advance Civil Infrastructure Research Assess Indigenous Languages, Identities, and Cultures
8 AK Legislation/Northern Waters Task Force In 2010, the AK Legislature established the Alaska Northern Waters Task Force (ANWTF) to identify opportunities to increase the state s engagement in Arctic issues Findings & Recommendations report to the Legislature in January 2012 Top Policy Recommendations: Governance development of a U.S./AK Arctic Strategy; support Arctic Council Oil & Gas Development improved spill prevention and response capabilities Marine Transportation Polar Code for ships; better LR navigational aids Fisheries moratorium on fishing in Arctic waters with more research Infrastructure support USCG presence in Arctic forward base, deep port Research prioritize, exchange and integrate data, long term monitoring HCR 23 (passed 3/27/12) creates in the legislative branch an Alaska Arctic Policy Commission, 17-member 2 yrs to hold Arctic mtgs, make preliminary recommendations on Arctic Policy by Jan. 2014, with a final report by Jan Meetings in Barrow June 12-13, 2013
9 North Slope Science Initiative NSSI was developed by federal, state, and local gov ts with trust responsibilities for land and ocean management, to facilitate and improve collection and dissemination of ecosystem information pertaining to the Alaska North Slope region. Mission is to enhance the quality and quantity of the scientific information available and make this information available to decision-makers, agencies, industry and the public. Goal is a coordinated approach to information gathering and analysis, including integration of contemporary and traditional local knowledge.
