11 Energy Cooperation in Northeast Asia: Intergovernmental mechanisms Intergovernmental Collaborative Mechanism on Energy Cooperation in North-East Asia (ECNEA): established by DPRK, Mongolia, ROK and Russia in 2005 and operated by KEEI and ESCAP during Facilitated dialogue under Senior Officials Committee (SOC), Working Group on Energy Planning and Policy (WG-EPP), Working Group on Coal (WGC) and Government Business Dialogue, and produced reports on Energy Policy and Statistics in North-East Asia In 2015, Decided to change its status from intergovernmental to interagency mechanism. Greater Tumen Initiative (GTI - China, Mongolia, ROK and Russia) Energy Board: Created in 2007 to serve as an advisory board to GTI governments as well as an institutional tool to facilitate energy cooperation in NEA. But scope and membership are limited. Need for a multilateral/intergovernmental platform for power interconnection
12 ESCAP s support for the power interconnections in North-East ESCAP has a mandate to promote power interconnections based on Ministerial Declaration of the Asian and Pacific Energy Forum (Vladivostok, May 2013) and its Plan of Action on Regional Cooperation for Enhanced Energy Security and the Sustainable Use of Energy in Asia and the Pacific ESCAP Resolution 70/9 Implementation of the outcomes of the first Asian and Pacific Energy Forum ESCAP supports dialogues and studies on energy cooperation in North-East Asia Annual North-East Asia Energy Security Forum in collaboration with the ROK Ministry of Foreign Affairs In-depth study on transboundary power trade in Asia; subregional and regional consultations; a roadmap on power grid connectivity in Asia in collaboration with the Global Energy Interconnection Development and Cooperation Organization (GEIDCO) (2017~)
13 Objectives of the Forum Review the existing proposals of grid interconnections and discuss their technical, financial, legal, environmental and political dimensions Discuss the need and arrangement of an intergovernmental platform/mechanism in support of power interconnections Formulate a plan for supporting and facilitating multistakeholder dialogue and joint studies on power interconnections.
