3 Characteristics of the National Programme: Open and Holistic Approach to Civil Security Research Characteristics: The research programme is based on civil objectives and has an exclusive focus on civil applications. Research is directed towards the security of people and aligned to the needs of (public and private) end users. The programme and projects are public and aim at stimulating a debate in the society about shaping civil security in Germany. Excellence is the primary criterion for project selection, based on an competitive approach. Security research follows an holistic approach: it is trans- und multidisciplinary, incorporating all relevant stakeholders. The programme is embedded in an international context. Research should lead to economic opportunities. Holistic Approach of the National Programme: Bringing Together all Relevant Stakeholder and Disciplines End user Academia Industry Innovation chain End user private & public bodies, including infrastructure operators, firstresponders, police forces etc. Academia researchers from all relevant areas including natural sciences, engineering, SSH, law, economics, psychology etc. Industry suppliers of security technology and services 3
4 International Cooperation within the National Programme: Cooperating Countries Since March 2009, based on intergovernmental agreement Since April 2008, based on joint declaration Since Dec. 2008/Jan. 2009, based on memorandum of understanding Since April 2013, based on joint declaration Secure Societies in HORIZON 2020 ( ) building upon FP7 ( ) and PASR (2004) Strategic Approach for International Cooperation Bilateral and EU-Wide Cooperation Cooperating with important nations The aim is to collaboratively utilize knowledge and know-how of leading partners from science and technology Ongoing cooperation with France, Austria, Israel and USA Cooperating with nations bearing different innovation as well as growth potential The aim is to collaboratively develop solutions that meets security needs of citizens in different cultural background Gaining access to emerging markets Ongoing cooperation with India Bridging from bilateral to EU-wide cooperation The aim is to give impetus in order to find European solutions for Europe-wide security demands Cooperation on programme level within a group of six member states (notably including France) Bilateral projects serve as a springboard for large scale European projects 4

Strategic and thematic priorities are defined in coordination with all relevant ministries, also involving end users. The programme follows an open and holistic approach in order to create civil security solutions that serve the public. Bilateral cooperation gives mutually access to leading partners and growth potential. Scientific and technical knowledge gained in national and bilateral activities should be brought on European level to utilize its full potential. 5
