4 EU Donor Funded Programme 1 In January 2012, SANEDI was invited by National Treasury to a meeting between National Treasury and the Department of Energy regarding an EU donor funded smart grid proposal. SANEDI worked together with the Department of Energy and submitted a business plan which resulted in a MOA between the DoE and SANEDI and an approved business plan being finalised. The first payment of R71.6 million was transferred into the SANEDI bank account in March During 2012, SANEDI established the South African Smart Grid Initiative (SASGI), made-up of industry stakeholders, to draw on industry expertise, develop a Smart Grid vision for the industry and to decide on a project selection criteria, knowledge sharing, all of which was submitted to the DoE for approval. In August 2013, SANEDI was advised by the Department of Energy that the business plan had to be realigned to the DoE current strategic objectives. 4
5 EU Donor Funded Programme 2 SANEDI worked with the DoE to finalise a new business plan which was submitted in December 2013 and finalised in August 2014 with a new MOA. The delay was seen as necessary to align the programme directly to the DoE objectives. The EU donor Smart Grid programme has been running formally since September 2014, with an end date June 2016, in which time 9 of the projects have to be completed. 5
6 DoE Electricity Directorate Objectives All projects must have a national focus and will inform National Policy All projects are to complement the DoE energy related priorities Total Programme Budget R179.4 million over 2 years (June 2016) Project funding is seen as seed funding, participating municipalities must co-fund projects (Match grant, Rand for Rand) Project site selection and funding allocations are the prerogative of the DoE Standardisation Customer choice Standardised back office systems and processes Reduce cost Opportunities for technology localisation How 2 guides to support industry development Business cases (what is the value proposition?) Lessons learnt Policy Recommendations 6
7 DoE Programme Priorities Distributed Power Generation Small Scale Renewable integration onto the distribution Grid (Solar roof top PV panels, wind generator etc.) Net metering and net billing Enhanced Revenue management Focus is on smart metering and back-office systems to improve revenue management Energy Efficiency Demand Side Management (EEDSM) Focus is on metering and Public Building energy demand management (EE Directorate) Active Network Management Distribution System operation and management of active elements in the distribution grid Asset Management Focus is on the back office management of assets Linked to DoE ADAM projects 7

10 Scope of Work DOE is the Policy Custodian and therefore SANEDI and the relevant stakeholders may only submit recommendations based on outcomes of the EU Programme for consideration. It is the prerogative of DOE to accept/reject recommendations and/or call for additional supporting inputs. The reference base for the scope of work is the 9 applied research sites related to the EU Grant Funding. The objective is to put forward policy related proposals which could enhance technology deployment in support of the national objectives. The scope of work excludes any policy formulation. 10
11 Proposed Approach Collect data and inputs based on the learnings and experience gained from the 9 applied research areas. Study the assessment reports and close out reports from the various sites and obtain inputs from the relevant project custodians and participants. Solicit inputs from the SASGI members. Consult relevant international policies and documentation pertaining to the enablement of technology deployment. Identify policy related opportunities from the above; integrate and document into recommendations for consideration by DOE. 11
12 Indicative Reference Points 1 Small number of entities within the research sample demonstrated relevant competencies and the ability to effectively operate an electricity utility business Availability of base-line and business operating data significant challenge Municipalities do not practice activity based cost and this therefore impacts on being able to monetising the smart grid benefits Most pressing challenges in the sector range from business sustainability inclusive of revenue collection; asset management, service delivery, skills development and competency of critical resources AMI, on its own, will not solve the revenue collection problems Importance of effective asset management in many cases is not appreciated Eskom bill payment constraint is a symptom of a much greater challenge 12
13 Indicative Reference Points 2 Protection of data, system and data related security; and the effective operation of the supporting back-office in most of the areas requires urgent attention The optimal selection of the supporting communication platform for the technology deployment is a fundamental challenge The electricity utility business is on the verge of massive disruption, amongst others driven through customer requirements, renewable energy options and technology deployment; requiring a substantively different strategic response from utilities Larger percentage of the utilities within the applied research do not have the technology, nor the mechanisms in place to influence end-customer electricity usage patterns Technology investment strategy must include a clear understanding of capex and opex MFMA procurement rules do not allow municipalities to enter into contracts longer than 3 years and this affects the project repayment plan 13
14 Indicative Reference Points 3 Increase in technical and non technical losses, aging assets, as well as the increase in operating costs, are major contributors to the decrease in the operating margins of the utilities Customer participation can in general improve Smart Grid implementation is about governance, people, processes and smart technology working together Effective technology deployment can make a difference and improve the ability to deliver services and improve business sustainability Current municipal funding model requires urgent review and identification of alternative revenue streams for the electricity business 14
