7 Project Overview ~700 acres under Purchase Option contract as of 2014, recorded in Pueblo County Located north of Burnt Mill Road, approximately ¼ mile from I-25 Invenergy diligently assessed various locations for development. Stem Beach has been sited at its current location due to an excellent solar resource, land availability and quality and direct access to transmission infrastructure.
8 Project Overview Up to a 100 Megawatt Solar Farm Up to 5 acres to accommodate enclosed storage facilities Operations and Management Building on site Project Substation with generation tie line of less than ½ mile to the Tri- State owned Stem Beach Substation Interconnection Agreement with Tri- State executed in 2017
9 Permitting Timeline May 31, 2018: Pre-application Meeting held with Pueblo County Department of Planning and Development June 6: Application submitted to Pueblo County June 28: Notification of Public Hearing from County to adjacent landowners July 5: Notification of Public Hearing from Invenergy to mineral owner August 8 and September 17: Board of County Commissioners Public Hearing Continuations September 3: County Staff issued a Memorandum stating that the project and application are in compliance with the 1041 Permit regulations and recommend approval. September 18, 2018: Board of County Commissioners Public Hearing
10 Economic Benefits construction jobs for 9-12 months 2-5 full-time jobs with good wages & benefits Over $10 Million in new property tax revenue over 20 years
11 Local Impacts & Safety Roads and Traffic: Invenergy will maintain roads to an acceptable Pueblo County Engineering & Public Work standard. Traffic will increase along Burnt Mill road near I-25 during construction. However, traffic during operations will be minimal. Emergency Response and Fire Safety Invenergy and its contractors will maintain standard operating procedures and Best Management Practices consistent with typical construction and operating projects. Invenergy will meet with county Emergency Services officials to develop and review an Emergency Response Plan, including maintaining communication channels, providing site information and reviewing scenarios. Layout and electrical infrastructure are designed and maintained to meet all required legal and industry standards. Regular inspections and maintenance, fire resistant equipment, vegetation management, and internal access road breaks all lead to a low fire risk. Storage facilities will be fully enclosed and include an automatic fire suppression system in addition to meeting all building standards.
12 Local Impacts & Safety Noise The project will comply with applicable state and county noise restrictions. 13 Local Impacts & Safety Property Values: Solar farm impacts have not been studied in-depth however studies have shown that wind farms and transmission facilities do not negatively impact property values El Paso County Assessor reported no negative impacts from the Golden West Wind Farm * An Independent appraiser reviewing the Xcel Pawnee-Daniels Park Transmission Line project found no measurable impact on values from transmission facilities. * nee-daniels/co-transmission-pawnee-daniels-property-value-studies.pdf Environmental Impacts: Invenergy has conducted a site characterization and wetlands delineation of the site. The project is low impact. Impact to soils and vegetation will be minimal throughout operations. Larger species will have adequate space to move around the boundary and the site does not provide suitable habitat for listed species. Invenergy met with Colorado Parks and Wildlife (CPW) and US Fish and Wildlife Service (USFWS) on July 17, 2018 to review the project. Invenergy has had ongoing discussions with CPW and will continue to consult with CPW to continue to minimize environmental impacts of this project and comply with environmental law.
14 Why approve Stem Beach Solar? The project meets all County 1041 Permit requirements, including satisfaction of the seven guidelines applicable to issuance of a 1041 permit for public utilities, and has been recommended for approval by County staff. The project will spur economic development, create jobs and add new tax revenue for Pueblo County. The project site is an optimal location for solar development. The project will support Pueblo s renewable energy vision.
