2 The National Infrastructure Protection Plan mandated sector-specific plans for each of the 17 critical infrastructure sectors HSPD-7* TSA is the Sector Specific Agency for the Transportation Sector Homeland Security Critical Infrastructure / Key Resource Sectors Transportation Sector Sector-Specific Plans (SSPs) are developed by designated Sector-Specific Agencies (SSAs) in close collaboration with sector security partners. Sector-Specific Plan Transportation Systems Sector for Critical Infrastructure Protection as input into the National Infrastructure Protection Plan The SSP provides a consistent, unifying structure for integrating both existing and future CI/KR protection efforts and aligns with the NIPP risk management framework *Homeland Security Presidential Directive (HSPD) 7 Critical Infrastructure Identification, Prioritization, and Protection, Issued December 17, 2003 (NIPP ) 2
3 The National Plan for Research and Development in Support of Infrastructure Protection (NCIP R&D Plan) coordinates R&D efforts HSPD-7* Three Strategic Goals National common operating picture for critical infrastructures Nine Technology-Centric Themes 1) Detection and sensors; 2) Protection and Prevention; 3) Entry and Access Portals; 4) Insider Threats; 5) Analysis and Decision Support; 6) Response, Recovery and Reconstitution; 7) New and Emerging; 8) Advanced Architecture; 9) Human and Social Next-generation Internet architecture with security designed-in and inherent in all elements rather than added after the fact Resilient, self-diagnosing and self-healing physical and cyber infrastructure systems. *Homeland Security Presidential Directive (HSPD) 7 Critical Infrastructure Identification, Prioritization, and Protection, Issued December 17, 2003 (NCIP R&D Plan ) 3
4 Composition of the Transportation Sector Specific Plan Addressing Critical Infrastructure Protection In response to the National Infrastructure Protection Plan, the contents of the TSSP included the following: Chapter 1: Sector Profile and Goals Chapter 2: Identify Assets, Systems, Networks and Functions Chapter 3: Assess Risks Chapter 4: Prioritize Infrastructure Chapter 5: Develop and Implement Protective Programs Chapter 6: Measure Progress Chapter 7: Critical Infrastructure/Key Resource Protection Research and Development Chapter 8: Managing and Coordinating SSA responsibilities Annex 1 thru 6: Aviation, Rail, Maritime, Mass Transit, Highway & Pipeline 4
5 Stakeholder Coordination The GCC and SCC is subdivided into modal coordinating councils to ensure that the TSSP is applicable to stakeholders in each mode of transportation. GCC Org Structure SCC Org Structure Note: The Energy Sector GCC serves as the Pipeline GCC. See Pipeline Modal Implementation Plan for further information. 5
6 TSSP R&D Working Group (TSSP R&DWG) Group Composition: Representatives from the R&D communities Able to articulate the long range vision and requirements for the transportation specific mode they support Understands R&D technology capabilities that could support that vision. Mission To improve coordination and prioritization of sector research, development, test and evaluation efforts and to leverage R&D programs across the entire stakeholder community. By fostering collaboration and encouraging knowledge sharing will facilitate talent and resource sharing and best practice approaches through lessons learned. 6
