3 Every mega disaster provided lessons that transformed the policy decisions on disaster management in ASEAN Indian Ocean Tsunami (2004) Cyclone Nargis (2008) in Myanmar Typhoon Haiyan (2013) in the Philippines
4 The ASEAN Agreement on Disaster Management Emergency Response (AADMER), signed by the ASEAN Foreign Ministers in July 2005, aims to reduce disaster losses in the ASEAN region and jointly respond to disaster emergencies. A legal framework that serves as a common platform for all ASEAN Member States with the objective to reduce disaster losses in ASEAN region, and jointly respond to disaster emergencies A comprehensive agreement that covers various aspects of disaster management such as Risk Assessment, Prevention and Mitigation, Preparedness, Emergency Response, Recovery, Technical Cooperation & Scientific Research A foundation that provides mandate and role of the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) as the operational coordination body and engine of AADMER
5 To operationalise AADMEER, at the 19 th ASEAN Summit, witnessed by the ASEAN Leaders, the Agreement on the Establishment of the AHA Centre was signed by the ASEAN Foreign Ministers on 17 November 2011 in Bali, Indonesia The AHA Centre shall be established for the purpose of facilitating co-operation and co-ordination among the Parties, and with relevant United Nations and international organisations, in promoting regional collaboration (AADMER Article 20.1 and Agreement on the establishment of AHA Centre Article 3.1) The AHA Centre shall work on the basis that the Party will act first to manage and respond to disasters. In the event that the Party requires assistance to cope with such situation, in addition to direct request to any Assisting Entity, it may seek assistance from the AHA Centre to facilitate such request (AADMER article 20.2 Agreement on the establishment of AHA Centre Article 3.2)
6 The two Agreements provide the AHA Centre with a strong mandate as the regional operational coordination engine The AHA Centre shall be established for the purpose of facilitating cooperation and co-ordination among the Parties, and with relevant United Nations and international organisations, in promoting regional collaboration (AADMER Article 20.1 and Agreement on the Establishment of AHA Centre Article 3.1) The AHA Centre shall work on the basis that the Party will act first to manage and respond to disasters. In the event that the Party requires assistance to cope with such situation, in addition to direct request to any Assisting Entity, it may seek assistance from the AHA Centre to facilitate such request (AADMER Article 20.2 Agreement on the establishment of AHA Centre Article 3.2)
7 The AHA Centre s office is (now) located at the 13 th floor of Graha BNPB (National Disaster Management Authority of Indonesia) on Jalan Pramuka, East Jakarta, Indonesia
8 The AHA Centre s office also houses the ASEAN Emergency Operations Centre (EOC), which serves as the central location in monitoring disasters and coordinating ASEAN s collective response to disasters. It has experience significant upgrade since moving to new location.
9 In addition, there are recent ASEAN s high-level commitments that re-affirm the role of the AHA Centre as the primary ASEAN regional coordinating agency on disaster management and emergency response. Declaration on ONE ASEAN ONE RESPONSE ASEAN VISION 2025 on disaster management AADMER Work Programme
10 The ASEAN Vision 2025 on Disaster Management, adopted by the ASEAN Ministerial Meeting on Disaster Management in December 2015, confirms the role of AHA Centre to become the regional centre for excellence for training and leadership AHA Centre could play a stronger role in facilitating capacity building to bring ASEAN Member States to a regionally and globally recognised standards AHA Centre should serve as a platform for exchange and repository of information sharing of lessons learned and best practices AHA Centre should become the network coordinator for regional centres for excellence for training and leadership in disaster management and emergency response and the engagement of the regional policy community to allow for the development of next generation of leaders and thoughtleadership in ASEAN
11 The ASEAN Declaration on One ASEAN One Response, signed by the ASEAN Leaders on 6 September 2016 in Vientiane, reaffirms the role of AHA Centre as the primary ASEAN regional coordinating agency on disaster management and emergency response AHA Centre is the primary ASEAN regional coordinating agency on disaster management and emergency response and, where appropriate, will work in partnership with relevant regional and international agencies and centres to strengthen HADR efforts that include civilian and military coordination Under the strategic guidance of the ASEAN Ministerial Meeting on Disaster Management (AMMDM), AADMER Conference of the Parties and the ASEAN Committee on Disaster Management (ACDM), the AHA Centre is tasked to operationalise One ASEAN One Response, including development of necessary protocols to prescribe measures, procedures and standards as well as engagements with relevant sectors and stakeholders in ASEAN
12 Guided by the ONE ASEAN ONE RESPONSE, ASEAN is now moving towards ASEAN responding together as one, inside and outside the region.
