7 Overview 1. OVERVIEW This WSP documents the various test patterns and duration of testing that will be used to ensure that all DS3 circuits are tested and accepted per WINDSTREAM standards Document Purpose The purpose of this document is to document the process of testing DS-3 circuits to verify they meet WINDSTREAM standards. Once the type of testing has been determined, the technician will adhere to the time frames and procedures for each type of testing process Ownership The Standards Committee is responsible to update and maintain the information within this WSP Next Review This document will be reviewed annually, or more frequently as revisions are required. The next periodic review is due 1 year from the publication date of this issue. 8 DS3 testing Standards 2. DS3 TESTING STANDARDS This section establishes the testing standards for turn up and acceptance of any DS-3 circuit on the WINDSTREAM network Types of DS-3 Testing There are 4 types of DS-3 Testing types that will be covered in this section: a. Initial Turnup b. Trouble Isolation c. Circuit Regroom d. Return to Service A. Initial Testing Initial testing will be done on any new DS-3 circuit before its accepted and placed into service. The circuit will be tested for 24 hours on turn up. B. Trouble Isolation 1. Isolation testing indicates that intrusive testing is required. 2. Isolation testing on a DS-3 will be done as necessary in order to determine the problem. 3. For intrusive testing, the standard is error free seconds. 4. For maintenance, the standard is error free seconds. 5. The NOC will be responsible for coordinating intrusive testing with the customer and operations team. C. Circuit Regroom 1. When a circuit is scheduled to be groomed to different facilities, the new circuit path will need to be tested before placing any customer traffic on the new path. 2. The new circuit path must be end to end tested for 24 hours prior to the groom date. 3. Once the regroom has been performed, the new circuit path will be monitored for 30 minutes to ensure that the regroom was successful. D. Return to Service Return to service will be monitored for 24 hours WINDSTREAM Proprietary and Confidential 2

DS-3 Type 1 Service DS-3 Type I service is defined as when the equipment and/or service that is totally owned and maintained by WINDSTREAM DS-3 Type I Performance Tests The test limits are derived from the long-term objectives, and are meant to provide a practical means of measuring performance to determine whether a circuit is considered acceptable to bring into service either on completion of a new installation, or repair activity. 10 DS3 testing Standards B. Availability Objectives 1. The availability objectives for DS-3s are % service availability/year. 2. A DS3 service is considered to be available unless a transition occurs to the unavailable state through the occurrence of 10 consecutive severely errored seconds. 3. Transition to the available state occurs again at the beginning of 10 consecutive seconds none of which is a severely errored second DS-3 Type II Service The testing standards and performance objectives for DS-3 Type II will be a combination of both owned (Type I) and leased (Type III) services DS-3 Type II Performance Tests The test limits are derived from the long-term objectives, and are meant to provide a practical means of measuring performance to determine whether a circuit is considered acceptable to bring into service either on completion of a new installation, or repair activity. Transition to the available state occurs again at the beginning of 10 consecutive seconds none of which is a severely errored second Marginal Results on Circuit Tests In the event that the circuit has marginal test results the technician will continue testing. 1. If assistance is required, the technician should consult the following groups for further information/instructions: a) NOC b) Network Operations 2 nd Level Support c) Engineering If the circuit fails to meet the performance objectives, the circuit will not be accepted WINDSTREAM Proprietary and Confidential 6

Documenting the Results When a circuit has been tested in conjunction with a service order, the technician responsible for the testing will document the testing results according to local operations procedures Exceptions to Performance Objectives Any grandfathered customer related contracts acquired via acquisitions will remain in effect and all contracts going forward will adhere to these standards Exceptions to the Testing Standard In a DS-3 Type II or Type III environment, other Regional Bell Operating Companies (RBOCs) or independent standards may differ from ours. We will test them against our standards, and if they fail, find out what theirs are. For equipment that continually fails to pass the standard specifications during initial test and turn up, and for which continued escalation fails to resolve the problem, the following steps will be used: a) Contact the Local Exchange Carrier (LEC) to determine what their acceptable standards are. b) Obtain a buy off from the Regional Field Operations Director WINDSTREAM Proprietary and Confidential 7

DEFINITIONS Term/Acronym PRBS 2^23-1 Test Pattern ANSI CLLI Definition DS-3 Digital Signal 3 Pseudo Random Bit Sequence (PRBS) with a maximum of 22 sequential zeros and 23 sequential ones. This test pattern is most useful in simulating live data. The American National Standards Institute is an organization that has served in its capacity as administrator and coordinator of the United States private sector voluntary standardization system for 80 years. Founded in 1918 by five engineering societies and three government agencies, the Institute remains a private, nonprofit membership organization supported by a diverse constituency of private and public sector organizations Common Language Location Identifier. Facilities & Equipment The turn-up of a new circuit Metasolve Database Software Organization that maintains and supports the Network. Network Operations Center Pseudo Random Bit Sequence is a test pattern having properties of random data, but generated in such a manner that another circuit, operating independently can synchronize on the pattern and detect individual transmission bit errors. Regional Bell Operating Companies WINDSTREAM Standard Practice Groom existing circuits from leased facilities onto WINDSTREAM existing or new network whenever possible to save line cost dollars and efficiently utilize and manage our own network.
