1 Indonesia ICT Consultative Forum (IICF) I. Background In September 2013, the US-ASEAN Business Council led several ICT companies to Malaysia and Indonesia on a Senior Executive Business Mission. During the mission, executives met with key officials from Government of Indonesia (GoI), as well as local and national ICT industry associations. From these meetings, the Council identified several key shared needs: to build an ICT ecosystem in Indonesia; to discuss and address policies which may impact the overall ICT ecosystem and longterm growth of ICT sector in Indonesia; to remain up to date on global industry trends and best practices; and to identify opportunities to conduct capacity building initiatives to grow the Indonesia ICT industries. Collaboration between Indonesia ICT stakeholders and the Council was reinforced when the Council s member companies returned to Jakarta during the Indonesia Business Mission on November 11-13, At this time, the Council had the honor to meet with the Coordinating Minister Hatta Rajasa, other ministers and GoI senior officials, to discuss investment, trade and policy issues. Minister Hatta Rajasa expressed an interest during that meeting for the Indonesian government to create a desk / forum for American and Indonesia stakeholders to engage and to respond to trade and investment issues in Indonesia. One of the issues is on the development of Indonesia s ICT industry. This goal led to the development of IICF initiative, as a positive step to build cooperation which will mutually benefit the U.S. and Indonesia relationship through stronger trade and investment ties. II. What is IICF The IICF is an initiative led by the US-ASEAN Business Council and Indonesia s Coordinating Ministry for Economic Affairs. A joint consultative body will be formed comprised of Government of Indonesia officials and representatives of the international and domestic ICT private sector. This Forum will create a collaborative platform between government and industry to support Indonesia s long-term industrial policy of building a local ICT industry and the shared goal of creating an innovation and knowledge economy in Indonesia. It will serve to improve mutual understanding in the areas of innovation, investment and regulation and will assist in the development of future ICT policy in Indonesia as well as to support the implementation of MP3EI (Acceleration and Expansion of Indonesian Economic Development Masterplan) III. Structure of the Forum The IICF will consist of a Senior Official Committee and an Executive Committee. The Senior Official Committee functions at the Director General-level/Deputy Minister-level with meetings held as needed. This will serve as an opportunity to report back on the findings of the Executive Committee and propose recommendations. The Executive Committee will comprise of government officials at the Director level, private sector representatives and ICT associations. The committee will meet quarterly or on an as needed basis. The committee will identify possible new initiatives to support and address policies and regulatory

2 issues that may arise in the development of Indonesia s ICT ecosystem and the growth of the local ICT industry. The Executive Committee will prepare recommendations to be presented to Ministers or other senior government officials for their consideration. Incentivizing Localization Incentivizing Localization work stream is for identifying opportunities to conduct capacity building initiatives to grow the local ICT industry. Emerging Digital Trends Emerging Digital Trends work stream is for providing updates to the stakeholders on global industry trends, including international best practices and case studies from other countries that are relevant to the ICT industry in Indonesia, as well as providing the government with global policies, regulations and best practices that advance sustainable, long-term growth in the ICT sector. Event Description The IICF meeting on April 1st is the first Executive Committee meeting of IICF as the buy-in process from CMEA and USABC for the support and participation from the line ministries which will be coordinated by CMEA office. We may also discuss the Deputy Minister s Decree which will formalize the forum during this meeting if the Executive Committee makes enough progress by that time. CMEA officials and the Council have reviewed the core line ministries that should be involved, including the names of the echelon II officers. II.
