2 Overseas Infrastructure Development Initiatives by our Government Economic Cooperation and Infrastructure Strategy Meeting The Ministerial meeting announced Overseas Infrastructure Development Strategy 2015 in Jun The Government will strongly promote overseas infrastructure development by utilizing/operationalizing possible various development assistance tools and resources including the ones in private sector. Five main pillars of initiatives toward the goal 1. Promotion of public-private cooperation for global competitiveness Various and willful top-level sale dialogues Strategic development of economic cooperation (Effective utilization of development assistance tools) Strengthening Public-Private Partnerships Support institutional development to improve business environment 2. Support for small and medium sized companies and local governments Supporting SMEs and local government for their overseas expansion and infrastructure development Development of global human resources, establishment of their networking 3. Developing international standards through utilizing advanced technologies and knowledge Leading to develop international standards,strengthening of standard and conformance system/platform Initiative for making disaster resilience as mainstream of the infrastructure standards. 4. Provide support to new frontier fields of infrastructure (Disaster prevention, maritime/oceanic infrastructure, and superconducting Magnetic Levitation, etc.) 5. Promotion of efforts to secure natural resources stably and at moderate cost 2

3 Efforts for Overseas Infrastructure Development by MLIT Strongly promote overseas infrastructure development. Specifically, promote public-private joint efforts to engage in both upstream (project planning) and downstream (operation and management) activities. Engagement in upstream activities, information dissemination Promote public-private joint efforts in project formation and top-level sales dialogue, enhance information dissemination Conduct top-level sale dialogues conferences and seminars. Support project formation and consortium formation through publicprivate cooperation. Make full use of international conferences to disseminate information. Mitigation of business risk Support of Japanese companies in overseas expansion and infrastructure exports Make use of Japan Overseas Infrastructure Investment Corporation for Transport & Urban Development(JOIN). Support to solve business troubles in overseas projects, such as top claims. Development of soft (institutional) infrastructure Promote international institutional standardization, Support development, Development of human resources at recipient countries Support institutional development of partner countries. Support development of human resources of partner countries. 4 Partnership for Quality Infrastructure: Investment for Asia s Future Japan promotes quality infrastructure investment through Partnership for Quality Infrastructure which consists of the following four pillars. To that end, Japan, in collaboration with Asian Development Bank (ADB), will provide approximately USD 110 billion (about 30% increase) for quality infrastructure investment in Asia over the next five years. Pursuing both quality and quantity of infrastructure projects. Elements of Quality Infrastructure Investment Quality infrastructure might appear costly at the first look; however, since it is easy to use and durable, as well as environmentally friendly and disaster resilient, the quality infrastructure is indeed cost-effective in the long run. It also contributes to increasing local skills and creating jobs for local people. Delhi Mass Rapid Transport System Project (India) Four Pillars of Partnership for Quality Infrastructure First Pillar : Increase and Expedition of Development Assistance through Japan s Economic Cooperation Tools Second Pillar : Collaboration with the Asian Development Bank (ADB) in promoting Development projects Third Pillar : Measures to double the funding for projects with relatively high risk profiles by the Japan Bank for International Cooperation (JBIC) Fourth Pillar : Promoting Quality Infrastructure Investment as an international standard Nhat Tan Bridge (Vietnam-Japan Friendship Bridge) Construction Project (Vietnam) 4

5 JOIN: Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development JOIN is a public-private fund with hands-on function : providing not only equity(financial resources) but also Japanese technical expertise and high-level knowledge for potential infrastructure projects. JOIN Capital: 12 billion yen (USD 98 million) Investment Capacity: 136 billion yen [FY2015] (USD 1.1 billion) Japanese Companies JICA / JBIC / NEXI / J-Banks Negotiation Consultation Cooperation Technical transfer H.R. development Equity, etc. Loan Host Governments Concession Support Infrastructure Projects(SPC) Equity Local Companies Loan Local Banks 5
