3 Mission of GSEP GSEP aims to reduce global energy use in industrial facilities and commercial buildings in order to improve energy security. Sectoral Working Groups (Power WG, Steel WG, and Cement WG) Sectoral WGs will each bring together experts and leaders from the public, private, and academic/research sectors to exchange information and to create practical projects. The most important feature of the three Sectoral WGs is publicprivate partnerships focused on their respective industrial sectors, with the goal of promoting best practices for energy efficiency. Many of the activities of these working groups were initiated through the Asia-Pacific Partnership on Clean Development and Climate (APP). Some APP projects will be continued through the Sectoral working groups and be expanded to include participants from additional countries. 3

4 Current sessions of GSEP Sectoral WGs Event name Date Location The GSEP workshop (Sectoral WGs (Power WG, Steel WG, Cemet WG), CRP WG, CHP WG) September 2011 Washington DC 140 public and private sector participants from 14 countries Sectoral WGs (Power WG, Steel WG, Cemet WG) had a both joint and separated sessions in conjunction with this workshop, and aimed to define collective strategic goals and finalize work plans. The First Meeting of GSEP Sectoral WGs (Power WG, Steel WG) 68 public and private sector participants of 13 member economies Sectoral WGs had a joint plenary session and separated sessions (Power WG, Steel WG) Sectoral WGs aimed to finalize the Operational Guidelines and the Action Plans, and discussed the issue of finance, etc... 5 Outcomes of the Power WG (2012) In the 1 st Power WG meeting held on March 12 13, 2012 in Tokyo, Operational Guideline and Action Plan were approved. And also proposals on future activities were discussed. The participants gathered from Australia, Brazil, China, European Union, Indonesia, Japan and the United State of America. Operational Guideline Function: Exchange info on respective concrete actions and policy approaches Identify, assess and address barriers to the promotion and creation of cost effective, cleaner, more efficient technologies and practices Identify and implement bilateral and multilateral cooperative activities Action Plan Purpose: implement activities to facilitate the development, deployment, and diffusion of cost effective, cleaner and more efficient technologies and practices related to the power industry. Specially focused on, Best Practices in Power Plant Efficiency and Operation, T&D(Transmission & Distribution), and DSM(Demand Side Management) Site visits and peer review activities: Practices and technologies demonstrated Efficiency improvements resulting from that implementation Proposals on new activities A workshop and mini peer review (e.g. in Indonesia) Work on T&D and DSM (e.g. MOUs, technical and implementation support, data collection, etc ) 5

6 The Operational Guideline were adopted by participants, and they discussed the Action Plan and expectations for GSEP. Operational Guideline State the objectives and principles of the Steel WG. The Steel WG will in principle be held once per year. Action Plan Proposed five individual projects: Construction for Energy Management Revise the State of the Art Clean Technology Handbook SOACT (SOACT) Promote Technology Deployment Breakthrough R&D Outcomes of the Steel WG (2012) Coke Dry Quenching equipment (CDQ) Proposals of Policies and PR Future Steps Japan as a lead country of SWG will prepare for Communication document attached with the Guideline and Draft Action Plan. Japan will communicate with large steel making countries, such as China and India. The deadline of the update of membership is set to be 1 st August. Venue and timing of the 2 nd WG will be decided after the deadline. 6

7 Overview (To be determined) Overview of the Cement WG (2012) Principle: The Cement Working Group creates a voluntary framework for international cooperation on the basis of public and private partnership. Goal: Collaboration on policies, programs and projects geared toward further enhancing the energy efficiency and Roadmap of the Cement WG (image) reducing the greenhouse gas emission of the cement manufacturing process. Promoting sustainable applications of cement and concrete products as tools to enhance energy efficiency and avoid greenhouse gas footprint across the built environment. 7

9 Next steps of the Sectoral Working Groups in 2013 The Sectoral Working Groups will explore further steps and specific projects, securing the participation of previous APP countries and additional countries. They will also explore opportunities for multilateral development banks to finance energy efficiency projects in partner countries. Power WG The Second Meeting of Power WG will be held in The Workshop, including a Peer review, will be held in 2013 with the aim to exchange the information, experience on how we operate, and maintain the coal powered thermal power station. The Power WG will focus on identifying opportunities within power generation, transmission and distribution, and demand side management. Steel WG The Second Meeting of Steel WG will be held in The Steel WG will first focus on the development of an inventory of emerging iron and steel technology, and on the developing energy management system. Cement WG Cement WG will expand membership including major countries. The booklet SECTORAL APPROACH IN GSEP issued in October 2012
