Geotechnical Instrumentation Locations INTRODUCTION The Los Angeles County Metropolitan Transportation Authority (Metro) is continuing work on Section 1 of the Purple Line Extension Project, which extends 3.92 miles from the existing stop at Wilshire and Western along Wilshire Boulevard to the future stop at Wilshire I La Cienega. This report provides an update of the Section 1 design-build construction within the City and gives details about the upcoming work. The piling activities on the south side of Wilshire Boulevard will be complete in mid-june, allowing construction to move to the north side of Wilshire Boulevard to complete additional piling activities. DISCUSSION On February 21, 2017, City Council approved a permit and MOA for the Design Build of the La Cienega Station. The contractor began piling activities on the south side of Wilshire Boulevard in March. This work included installation of geotechnical instrumentation, jet grouting on Wilshire Boulevard at Tower Drive and installation of approximately 160 piles extending from Tower Drive to La Cienega Boulevard. This current phase of piling and geotechnical instrumentation work on the south side of Wilshire Boulevard is expected to be complete by June 16, Prior to removing the k-rails, sidewalks and curbs will be restored and inspected by the City. The next phase will include piling on the north side of Wilshire Boulevard. In order to facilitate that work, traffic control will be moved to the north side of Wilshire Boulevard, including k-rail and fencing with screens, sound blankets, banners and appropriate signage.
2 Meeting Date: June 20, 2017 Once the work zone and traffic controls are established on the north side of Wilshire Boulevard, Wilshire will remain reduced to two lanes in each direction. There will also be off-peak lane reductions intermittently through the duration of the work. Similar to work which occurred on the south side of Wilshire Boulevard, intermittent closures of Hamilton Drive are anticipated during this phase. This will require sidewalk closures on the north side of Wilshire Boulevard from La Cienega to San Vicente Boulevards. The reconfiguration of the traffic control is anticipated to begin at midnight on Friday, June 23, and will be completed on Sunday, June 25, On June 26, 2017, piling activities will begin on the north side of Wilshire Boulevard where approximately 300 piles will be installed over the next 10 months. Work hours for piling activity continue to be 7 am to 8 pm for drilling and setting piles and 8 pm to 10 pm for breakdown, cleanup and non-drilling activities. Activities at the Gale and La Cienega staging yards are permitted to occur outside of these hours. Community Engagement Throughout the piling on the south side of Wilshire Boulevard, Metro and City staff worked closely with businesses and residents in the area to minimize construction impacts as much as possible. Communication with the 8484 Wilshire Building, the Saban Theatre, the newly opened Flats restaurant and the Landmark Center has been continual throughout construction. Metro has also worked closely with US Renal Care, and both Block Advisors and Stand Up MRI in the 8370 Wilshire Building as well as the property owner of 8350 and 8447 Wilshire. Staff and Metro have worked with the Saban Theatre ensuring that the terms of the MOA are met and that any parking or pedestrian access issues are addressed timely. The Saban Theatre has provided their event schedule to the City and Metro and Traffic Control Officers are placed in the area to assist arrivals and departures during events. In addition, the City meets regularly with the Saban Theatre representatives and Metro provides a four-week look ahead schedule on a weekly basis to the Saban. Metro provides weekly notifications via describing construction activities and hand delivers a monthly notice to the residents, property owners and businesses in the Wilshire/La Cienega Station area providing an overview of the upcoming month s construction activities, they then follow up with more targeted notifications as needed. Metro continues to maintain their 24-hour hotline ( ) and responds in real time following-up promptly on concerns received via the hotline, direct cell phone contact, social media and . The City also has a contact number ( ) and provides project information via social media. On June 10, 2017, Metro sent a mailer to the residents, property owners and businesses in the station area to alert them of the start of work on the north side. In the station area on the north side of Wilshire, there are three buildings. Of these, 8383 Wilshire is currently the only one with ground floor retail. These include Hot 8 Yoga, Salon Republic and the currently vacant 8423 Wilshire. Page 2 of 4 6/14/2017
3 Meeting Date: June 20, 2017 Hot 8 Yoga (8383 Wilshire Boulevard) Metro and City staff have met with Mr. Vincent Nicoletta, owner of Hot 8 Yoga and are working on addressing several concerns, including directional signage and circulation flyers to help his customers and other tenants at the building. Mr. Nicoletta spoke at City Council on May 16, 2017, concerning private business signage during the Metro construction. Since the approval of the signage ordinance, the owner of Hot 8 Yoga has submitted an application to the City requesting a total of three signs to be placed on the façade of the business. City staff has reviewed the application and created the graphics for the signs, which the property owner has approved. Two of the signs are allowed byright, as they meet the requirements of the adopted temporary sign guidelines. The Architectural Commission will review the request for the third sign as well as the request to install lighting for all three signs. Mr. Nicoletta has also requested that Metro install and remove the signs as appropriate and the City is working with Metro to establish a process through which the cost of the sign installation will be reimbursed by Metro. Metro will also be supplying a banner with an image of a yoga class installed on the Gale Yard sound wall adjacent to 8383 Wilshire as well as signage with the Hot 8 Yoga business name on the k-rail and two sidewalk signs with parking directions for Hot 8 Yoga as per Mr. Nicoletta s request. The sound wall banners should be installed by the time of this meeting and the k-rail banners are anticipated to be installed soon after installation of the k-rail on the north side of Wilshire Boulevard. Hot 8 Yoga is also participating in Metro s Eat Shop Play program. Through this program, Metro recently provided Hot 8 Yoga an advertisement in the local newspapers. Salon Republic (8383 Wilshire Boulevard) Metro continues to maintain regular communication with building management at 8383 Wilshire Boulevard since preconstruction activities began in The Salon Republic entrance is located on San Vicente Boulevard and will not be behind the k-rail during construction. Metro has reached out to Salon Republic regarding participation in the Eat Shop Play program and to confirm receipt of construction updates. Metro has also worked with the 8383 Wilshire property manager to include a banner for Salon Republic on the adjacent k-rail. Metro and City staff have not received complaints or concerns from Salon Republic. The City is preparing directional signage for light poles and a flyer for distribution guiding visitors to the 8383 Wilshire parking entrance on San Vicente Wilshire Boulevard (formerly Beverly Hills Porsche, currently vacant) Metro worked with the manager of 8423 Wilshire during demolition of the adjacent property and has reached out to them on multiple occasions. Metro and City staff have not received complaints or concerns from 8423 Wilshire. Representatives for the property have attended Metro events and community construction meetings in the past.
