3 JSP/S4/14/2/1 Justice Sub-Committee on Policing 2 nd Meeting, 2013 (Session 4), Thursday 20 February 2014 ICT provision Note by the clerk Purpose 1. This paper provides some background on the Sub-Committee s work in relation to ICT provision as part of its wider scrutiny of the transition to a single service, and sets out next steps in relation to this work. Evidence to the Sub-Committee Oral evidence 2. Following initial information-gathering evidence sessions in May 2013, the Sub- Committee took evidence at its meeting on 13 June 2013 from representatives of the Association of Scottish Police Superintendents, the Scottish Police Federation and Unison on the progress and delivery of ICT within the new service. The Sub- Committee then heard from the Chief Constable at its meeting on 27 June 2013 on the operational benefits of rolling out the i6 programme across Scotland. Written evidence 3. In November 2013, the Sub-Committee agreed to request an update on recent developments in relation to ICT provision and received a response from Deputy Chief Constable Neil Richardson in January This is reproduced at Annexe A. 4. At its last meeting on 30 January, the Sub-Committee requested further clarification specifically on whether the i6 programme was on time and on budget, along with updates on the airwave communication network and on the development of hand-held data devices. The response was received in February and is attached at Annexe B. 5. The Sub-Committee will take evidence on recent developments in relation to ICT provision at its meeting on 20 February from Association of Scottish Police Superintendents, Scottish Police Federation and Unison. It will then hear from Police Scotland at its meeting on 6 March

4 JSP/S4/14/2/1 ANNEXE A Response from Deputy Chief Constable Neil Richardson to the Justice Sub- Committee in relation to ICT projects (January 2014) Thank you for your letter of 21 November 2013 regarding submissions to the Sub- Committee. Police Scotland will of course commit to keeping the Committee appropriately informed of the three programmes of work that you refer to, and we welcome the opportunity of updating members on their status. Specifically in relation to the i6 Programme, detailed delivery planning is being finalised and is very much informed by the current phase which is detailed solution design. This phase is crucial in ensuring the proposed solution fully meets our business requirements and from which the remaining elements of the wider delivery plan, such as build, test, training etc can be approved. Already factored into that planning is the deployment of the full OGC Gateway Review process namely Gateway 0 (Strategic Assessment); OGC Gateway 4 (Readiness for Service) and OGC Gateway 5 (Operations Review and Benefits Realisation). The first of these will occur around July this year upon completion of the detailed design phase. I am pleased to reaffirm that, from the outset, the i6 Programme has fully embraced the OGC Gateway process and regularly liaises with the Scottish Government Centre of Excellence and indeed other key stakeholders and strategic partners. This has extended beyond the normal scheduling of Gateway reviews and has included interim Gateway Healthchecks and bespoke Gateway Reviews dedicated to areas such as technical assurance and more recently governance arrangements. This latter review has helped Police Scotland and the Scottish Police Authority to develop robust and meaningful governance arrangements for i6 and indeed wider elements of ICT enabled business change. The programme runs an ongoing dedicated Gateway action log. I am also pleased to advise that the i6 Programme adopts an inclusive approach in the pursuit of corporate learning. Strategic partnerships continue to be formed with a number of agencies and bodies across the UK creating a learning network to tap into with a focus largely on constructive lessons learned to help identify and mitigate risk based on the objective experiences of key partners. Furthermore regular engagement has been established with both Audit Scotland and HMICS. On completion of the Gateway Reviews I would be happy to provide updates on progress to the Committee or of course at any other time deemed appropriate to members. 5 JSP/S4/14/2/1 ANNEXE B Response from Deputy Chief Constable Neil Richardson to the Justice Sub- Committee in relation to ICT projects (February 2014) Further to your letter of 31 January 2014 please see below a response to each of the points that you raised. I6 programme In relation to i6, detailed delivery planning is currently being finalised. On completion of this, appropriate Gateway Reviews will be undertaken and as proposed by the Convenor, updates on progress could be scheduled after these. This will ensure that any feedback and recommendations from that process are factored into reporting to the Committee. Airwave communications network Mission critical voice communications for operational policing (as well as the Fire and Rescue and Ambulance Service) is provided through the Airwave private network radio system. The contracts that the police boards for the legacy forces in Scotland signed for this service were transferred to the Scottish Police Authority on 1 April These contracts expire variously in 2019/20 for Police Scotland with earlier dates for police services in England and Wales and the Ambulance Service and Fire and Rescue Service across the UK. The system continues to meet operational needs in respect of voice and short data messages and is managed through the appropriate contractual provisions. Increasingly Police Scotland and the other emergency services do have a desire to transmit larger volumes of data that is not served by the Airwave contract resulting in use of other technologies and mobile data devices. The programme to replace Airwave is known as the Emergency Services Mobile Communications Programme. It is led by the Minister for Cabinet Office, Francis Maude and is governed by a cross government Ministerial Steering Group that includes the Scottish Government representative and Lead Minister, Kenny McAskill. The UK Government in partnership with the Scottish and Welsh Governments established the Emergency Services Mobile Communications Programme to provide the emergency services with a full and extended range of mobile communications upon expiry of the current Airwave contracts from The need for change was made on basis of: Recognising the expiry dates of Airwave contracts and, The need to maintain mission critical interoperable voice communications as a minimum on expiry of the current contracts Additionally it was accepted that: Current Airwave contracts are considered very expensive for what is provided 3

6 Deputy Chi ef Constable (D esignate) JSP/S4/14/2/1 The Airwave TETRA network infrastructure will require significant upgrading around time of expiry of current contracts. Cost modelling and solutions development in the build of the ESMCP OBC suggests that solutions can be delivered on a commercial platform of a Mobile Network Operator (MNO) that Enhance capability of current voice services Extend service provision to include broadband data capability Deliver both at same or less cost, than current Airwave contracts (approx 23million p.a. for Police Scotland service provision) The programme is committed to delivering a secure voice and broadband data communications platform for the emergency services across a commercial mobile telephone network. The service shall be known as the Emergency Services Network (ESN). This service will be a core and common product that to which every service subscribes. Handheld data devices Police Scotland have two major deployments of handheld data devices at this point in time. The first is a deployment of approximately 2000 devices within E and J divisions; a deployment which has been running for a number of years. The devices act as an electronic notebook and are docked in order to upload information to a number of integrated back end systems. Within G division, there is a trial, sponsored by ACPO, of approximately 750 devices; the trial is due to complete in November These devices also act as an electronic notebook with integration to back end systems; however, there is additional over the air functionality to undertake CHS and PNC checks as well as to receive briefing materials. Police Scotland ICT are engaging with major suppliers in this evolving area to understand current developments and the latest roadmap for such devices. The current convergence of legacy systems planned within existing projects will provide a more integrated platform into which handheld data devices can be incorporated. Police Scotland, in delivering the Corporate Strategy, will consider an appropriate national solution which can provide increased benefit to policing based upon lessons learned from the existing deployments and informed by the latest marketplace developments.
