2 Background on the Knowledge Product Japan-World Bank Program for Mainstreaming DRM in Developing Countries The Japan-World Bank Program for Mainstreaming Disaster Risk Management (DRM) in Developing Countries (the Japan Program) connects Japanese disaster risk management knowledge, experiences, practices and solutions to development challenges through a program of technical assistance grants and activities. For this knowledge transfer program, a number of themes have been selected following consultation with World Bank task team leaders (TTLs) and the Government of Japan. They reflect needs and demands identified by World Bank projects on Japanese knowledge, expertise and technology on Disaster Risk Management, and existing thematic initiatives and priorities of the programs managed by the Global Facility for Disaster Reduction and Recovery (GFDRR). GFDRR is a partnership of the World Bank, United Nations, major donors and recipient countries under the International Strategy for Disaster Reduction (ISDR) system to support the implementation of the Hyogo Framework for Action and the Sendai framework adopted in March Launched in September 2006, GFDRR provides technical and financial assistance to help disaster-prone countries reduce their vulnerability and adapt to climate change. GFDRR works closely with UN agencies, client governments, World Bank regional offices, and other partners. The GFDRR lists the following five pillars of action (DRM cycle), which provides an operational framework for DRM projects supported by the World Bank: (i) risk identification; (ii) risk reduction; (iii) preparedness; (iv) financial protection; and (v) resilient recovery (see Urban Rail Project Development Guidebook As urbanization and motorization continue to grow, low income and lower middle-income countries will be increasingly looking at expanding their mass transit network with high capacity heavy metros. Most of the cities in these countries have little or no experience in the development of these complex projects and would greatly benefit from a knowledge product that could guide them in the process of structuring the project and determining the most suitable implementation strategy, including potential forms of private participation. The use of PPPs for new metro systems in the developing world is on the rise. In the past five years, PPPs totaling $30 billion have been established to install 283 kilometers of rail in five cities São Paulo; Beijing and Hangzhou; Hyderabad; and Lima. The total rail length is nearly triple that of such projects in the preceding five years, and the average length per project, 40 kilometers, is nearly double. Some of these projects are riskier, too, involving extensive underground construction. The World Bank is preparing a Knowledge Product consisting of a guidebook for metro and other government agencies in charge of developing or implementing urban rail projects in the developing world (the Guidebook). The Public-Private Infrastructure Advisory Facility (PPIAF) funds the first stage of this guidebook development. The Guidebook s Development Objective for this first stage is to generate knowledge to inform the planning and implementation of urban rail projects with a view towards (i) maximizing the value of private participation, (ii) making projects more sustainable and (iii) improving access to socio-economic opportunities for the urban poor. The activity seeks to fill a knowledge gap in a practical way by providing experiential 2
3 advice to tackle the technical, institutional and financial challenges that government officials have to face when embarking on a new urban rail project. A team from the Transport and Information and Communications Technology Global Practice of the World Bank will prepare the guidebook. The team has been involved in multiple metro projects and has gathered relevant information and materials for the preparation of the guidebook. In addition, the team has prepared an initial outline for all of the chapters in the guide. The team now seeks support from consultants to carry out additional research, writing and editing of the different guidebook chapters. The Guidebook will primarily concentrate on urban rail projects, which are highly risky projects, often costing more, starting later, and attracting fewer riders than planned. The risks of underground construction are usually seen as the most threatening. In addition, given the growing interest on Public-Private Partnerships (PPP) for the development of metros, the guidebook will have a special focus on the aspects that are fundamental for ensuring value for money from private sector involvement in this type of projects. The Guidebook will build upon and complement a wide variety of advisory work done by the World Bank in the area of private participation specifically for metros and urban rail. The Guide will build upon the work that the Bank has been undertaking in support to the structuring of metro projects involving private participation in Latin America. In particular, the guide will reflect the lessons learned from Bank engagements in support of various metro projects or engagements in Brazil, China, Colombia, Chile, Ecuador, Peru and other countries. The audience for the Guidebook is high-level decision-makers considering or involved in urban rail projects in WB client countries. The Guidebook is being prepared by a team from the Transport and Information and Communications Technology Global Practice of the World Bank with support from external consultants specialized in each technical areas corresponding to the Guidebook chapters. Climate and Natural Disaster Resilience in Urban Rail Projects While there has been significant work recently on how to understand the impacts of rising global temperatures, water encroachment on coastal regions, increasingly severe storm surges, and other effects of climate change on road infrastructure, there is very little existing guidance on climate and disaster resilience for rail projects. Therefore, the World Bank s Transport and ICT Global Practice and the Japan Program are jointly working to fill this knowledge gap through knowledge development, exchange, and dissemination activities. Objective The objective of this consulting engagement is to support World Bank team in the development of a working paper on the incorporation of Climate and Natural Disaster Resilience measures in Urban Rail Projects. The working paper will support the World Bank s development of Chapter 15 of the Urban Rail Project Development Guidebook, titled Climate and Natural Disasters Resilience. 3
4 Tasks The Consultant or consulting firm will carry out the following tasks to assist World Bank specialists with the preparation of materials to develop Chapter 15: 1. Review of initial annotated outline of Ch. 15 Climate and Natural Disaster Resilience in Urban Rail Projects, and propose any changes to scope and structure as needed. 2. Development of a concept note identifying knowledge gaps and work required for incorporating climate and natural disaster resilience in urban rail projects on at least the following levels: Transport systems level: Ensuring redundancy and functionality of the network as a whole before, during and after a climate or natural disaster-related event Project level: Procedures and standards for planning and design, construction, and operations and maintenance of urban rail projects including early warning system and contingency planning, whether new or upgrades to existing lines. 3. Development of at least one working paper on good practices and international experience in incorporation of resilience measures during planning and design, construction and operations and maintenance phases of urban rail projects. The working paper should draw from international good practices, experiences in Japan and in developing countries. The paper should incorporate all comments received from the World Bank and serve as input to the drafting of a concise Chapter 15 by the World Bank. The Consultant shall produce working paper(s) tailored for developing country audience and the practical issues that they face in developing and implementing urban and intercity rail projects. 4. Participate in reviews or discussions during the process of developing Chapter 15 as requested by the WB team. 5. Based on Tasks 2-4 and the availability of funding, propose a detailed scope for an additional technical paper addressing remaining knowledge gaps or other barriers for incorporating climate and natural disaster resilience in urban rail projects. Qualifications The Consultant or Consulting Firm is expected to have the following qualifications: The Consultant(s) must have proven experience (expert level) in climate and natural disaster resilience research as applied to rail transport and/or design, development, operation, and/or maintenance of resilient rail assets and facilities. The Consultant(s) must have excellent analytical skills and solid experience in researching, drafting and editing research papers and translating findings into actionable recommendations. In the case of a Consulting Firm, a designated Project Leader would manage all communications and activities with the World Bank Team, be fluent in oral and written English, and demonstrate the management skills to manage all Subject Matter Expert(s) and deliver tasks on time. At least one Consultant should have an advanced degree in transportation and /or civil engineering, with specialization in urban rail transport. Experience in the field of transportation policy and planning is preferred, especially in developing countries. 4
5 Knowledge of international good practices including experience in Japan and in developing countries is preferred. Knowledge of the World Bank transport strategy and safeguard requirements for the sector is preferred, including those emanating from the Green and Inclusive Growth agenda. Timeline The Consultant or consulting firm is expected to work in the period from April 1, 2017 to August 31, The date of interim deliverables will be coordinated by the World Bank team and the Consultant. Supervision and Coordination The World Bank team will provide access to selected material gathered to date on the topics of the chapters via Microsoft Box folders. The consultant will update and complement the material with the references used to develop the chapters. Deliverables The Consultant or consulting firm is expected to produce the following deliverables: 1. Report for Tasks 1 and 2 including recommendations to the Chapter 15 outline and a concept note for the work proposed including a detailed scope, number of workdays, and timeline for delivery. 2. Working paper (draft and final version incorporating WB comments) on good practices and international experience in the incorporation of climate and natural disaster resilience in urban rail projects. The paper shall be in English, should not exceed 50 pages, and include all references and rights to graphics and visual materials. 3. If requested by WB team, concept notes and drafts for additional technical/working papers. 5
