7 State Aid for the Broadband Network Development The project foresees support for the development of fiber backhaul infrastructure for wholesale broadband services in rural areas which are currently not served and where no plans for development of a next generation network in the near future exists (white areas). Latvia expects that the entry barriers for commercial operators will be reduced and thereby will encourage them to extend high speed broadband access network coverage in rural areas. The project includes construction of optical backhaul networks and the creation of optical access points in county municipalities. State Aid Programme Next Generation Network for rural areas is being implemented by SJSC Latvia State Radio and Television Centre. 7

16 IANA and WSIS+10 Council Conclusions on the transfer of the stewardship of the Internet Assigned Numbers Authority (IANA) functions to the multistakeholder community Lines to take to guide the EU and its Member States in the preparatory process of the World Summit on the Information Society +10 ( WSIS+10 ) Review Process It has become more and more evident that this process, which is undoubtedly the highlight in the sphere of Internet governance this year, will not be finished by the envisaged end-date of Europe, strongly continue to support the transition process of IANA functions to the international multi-stakeholder community. Hence, we have adopted Council conclusions on the process, stressing out our utmost support, in order to ensure that the Internet remains free and neutral. Legally non-binding document providing guidance to the EU and its Member States in the period leading up to the United Nations General Assembly High Level meeting in December 2015 Strong support to a multi-stakeholder approach to the WSIS+10 Review Process and to Internet Governance Commitment to bridge digital divide
