4 Drivers for Pursuing Energy Resiliency Support renewable/sustainability goals Enhance levels of reliability Reduce volume of outages and voltage sags Maintain critical loads during periods of outage or sag Allow Power Purchase Agreements (PPA) for better economics to afford installation of renewable generation Leverage utility bill to pursue investments in energy resiliency Improve economic factors associated with utility rate complexity and uncontrollable impacts to rates Leverage utility, state and federal programs to pursue investments in energy resiliency projects 4

5 Military Solar Pilot Project (MSPP) Overview The Military Solar Pilot Program (MSPP), was intended to help the DoD install renewable energy at military bases within SCE territory. MSPP involves the installation of ground mounted solar photovoltaic (PV) generation facilities at military bases. Participating military bases would lease land to SCE in return for in kind services in lieu of cash lease payments. In return, SCE would issue a Request for Offer for a Power Purchase Agreement with a renewable developer to build and operate a solar plant. During a grid outage, the solar plant would power the bases in island mode. Two Navy bases and one Army base expressed interest. 5

7 Use Case 1 Military Applications Military application analysis launched April 2016 and completed June Military microgrid objectives include: Protect task critical assets from loss of power because of cyber attack. Integrate renewable and other distributed energy generation concepts to power task critical assets in times of emergency. Sustain critical operations during prolonged power outages. Manage installation electrical power and consumption efficiency to reduce petroleum demand, carbon boot print, and cost. Findings of the analysis performed for the military application include: The four objectives identified by the military are technically feasible and achievable. Defining modes of operation is critical to meeting defined objectives. Placing a value on resiliency/reliability is important to defining the financial success of a microgrid. 7

8 SCE s Readiness to Support Strategic Customer Needs Creation of Strategic Customer Solutions group to address complex customer projects such as MicroGrid, Large Scale Renewables Projects. Process improvements in Rule 21 and NEM processes to streamline and expedite customer interconnection. Completion and approval of R Rate and Community Solar Program Tariff to enable greater flexibility. Pending implementation of Local Capacity Requirement program to provide additional market channels for IDSM options. 8
