5 Steps taken to optimize response potential Promote interoperability Build integrated response architecture 5 5
6 NCG Subgroups have developed documents to promote interoperability among networks Quality Assurance Requirements for Laboratories Created agreement throughout the networks on basic requirements for assuring quality and helped clarify points of agreement on standards. Methods Validation SOP Used as a baseline to document processes for the validation of assays, which enables more effective sharing and harmonization of assays among Networks. Methods Database Matrix Shows where work is needed to ensure methods are available for each analyte and where networks may have established methods for other departments/ agencies to use. Chain of Custody Form Provides an opportunity to review current processes and to train personnel on the processes. Sampling Guidelines Promotes standards for interfacing with sampling entities and for sample processing, handling, and disposal. 6
7 Integrated Response Architecture (IRA): Current Draft Overarching Principles Consistent with NIMS / Incident Command System process Does not circumvent current member Agency authorities and processes The IRA provides: The vision of how the ICLN NCG networks coordinate, communicate and integrate during a response requiring integrated activities. A framework of integrated roles and responsibilities and outline of concepts of operations and protocols. A blueprint at three levels: 1) the system policy and governance level; 2) the operational capabilities and capacity level; and, 3) the technical support level (protocols and guiding technical recommendations). Current interim draft outlines integrated architecture framework and near-term steps committed to by NCG reps to ensure early interoperability. SUBJECT TO CHANGE 7

9 Steps being taken by the NCG to enable integrated response architecture Develop an SOP that incorporates at minimum the following: An emergency contact list for all network representatives, to include secondary and tertiary representatives for each network. Process to outline the role of networks in an integrated response as primary, supporting, and observing (or not participating). Process to outline the negotiation of lab/network assets/resources in response to different phases of an integrated response. Creation of, and process for utilizing, an official communication response protocol. Inform Senior Leadership and Emergency Operation Centers how the NCG enables an effective integrated response. Incorporate as part of the information resources available via secure web portal: access to laboratory network member lab listings and capabilities for analysis of chemical, biological, and radiological (CBR) agents. 10 Key SOP Steps vs Objective A need for NCG collaboration is recognized. Key Process Steps Create incident workspace on portal and select participants. Objective Notification Optional for an unconfirmed incident: Create Preparedness Alert. Initiate SITREP for confirmed incident. Convene virtual meeting(s) to discuss asset sharing, info formats and data transmission. Assets Identification Track lessons learned from ICLN Portal msg board. Update SITREPs. Hold periodic update meetings at agreed upon frequency. Reassess need for resources. Response Optimization and Event Resolution Reiterate lessons learned Return assets when no longer needed. Issue final SITREP. Conclusion Conduct Hotwash meeting. 10

13 Transition Plan DHS S&T Directorate currently chairs the NCG and provides Exec Sec support. Per Technology Transition Agreement between S&T and DHS OHA (Office of Health Affairs), S&T Dir will transition operational responsibilities to OHA with the following stipulations: OHA has funds to support OHA has identified an NCG Chair satisfactory to membership Integrated Response Architecture is adjudged functional Current target for transition is 1QFY10. S&T Directorate will continue to be involved and support R&D needs consistent with allocated funding. 13
