Cooling and Heating Tune-Ups are still available and can be found on the HVAC Tune-Up Application. Controls Optimization has been divided into Standard and Advanced Programmable Thermostats. Program Overview: RTU Optimization Controls Optimization (Programmable T-Stat) $40 RTU Optimization Controls Optimization (Advanced Programmable T-Stat) $100 RTU Optimization Free Cooling Economizers (Available for <7.5 tons only) $250 RTU Optimization Ventilation Controls (Single Zone DCV) $400 Q: Where can I find the Rooftop Unit Optimization application? A: The application has been combined with the Heating, Ventilation, and Air Conditioning Systems Incentive Application and can be found on page 8. Q: Where is the checklist that was separate from the application? A: The requirement to have a separate checklist and application has been removed. All of the information required by the program can now be filled into the application found on page 8 of the Heating, Ventilation, and Air Conditioning Systems Incentive Application. Multiple/additional pages can be attached if needed. Q: Where is the Enhanced Tune-Up for Rooftops? A: The enhanced tune-up incentive has been replaced with the Heating System Tune-Up and Cooling System Tune-Up as part of Focus on Energy HVAC Tune-Up offering. Focus on Energy recommends that Trade Allies take advantage of tune-up incentives to ensure proper equipment operation prior to any system modifications. Q: Does a customer have to perform the Tune-Up in order to qualify for Thermostat, Economizer or Demand Control Ventilation (DCV) incentives? A: No. The requirement to have performed a tune-up within the last six (6) months has been removed for these incentives. Focus on Energy recommends that Trade Allies take advantage of tune-up incentives to ensure proper equipment operation prior to any system modifications. This can be a standard routine maintenance for heating or cooling or the Focus on Energy Tune-Up offering.
2 Q: What is a snap disk sensor? A: Snap disk is another name for a type of fixed temperature switch that will activate the economizer below a certain point (typically 55 F). Focus on Energy promotes using temperature sensors and economizer controllers that can be adjusted to 60 F or above based on conditioned space usage. Q: What is meant by economizer stage in the programmable thermostat section of the application? A: Thermostats must be equipped with 2-stage cooling to allow for integrated economizer control. Q: How do I set an economizer to maximize energy savings? A: Economizers should be set to 60 F or higher to optimize run time and take full advantage of economizer savings. ASHRAE recommends a dry bulb high limit of 69 F for integrated economizers in this climate zone. Both sensible and latent cooling requirements must be taken into consideration in all applications. Q: Why is the economizer option limited to RTUs < 7.5 tons? A: Current Energy Code requires economizers on packaged rooftop units 2.75 tons and on all other cooling systems 4.5 tons. Economizer retrofits are only available for units that were not required by code at the time of installation and the scope of the retrofit doesn t dictate that they comply with the current code. Code has required economizers for all rooftops >7.5 tons that should still be in service. Q: Can I use this incentive for the repair of an existing economizer? A: This measure does not cover the repair of an existing economizer or the conversion of a dry bulb-based economizer to an enthalpy-based economizer. Q: Can you identify advanced thermostats that meet the requirement to eliminate ventilation during unoccupied periods? A: A qualifying products list is being assembled. In the interim, the following list of thermostats and the relevant output has been identified: 1. Venstar Slimline T2900 labeled MISC output, requires jumper setting 2. Honeywell Prestige THX9321 labeled L/A output, requires software setting called TOD 3. Honeywell Prestige THX9421 labeled L/A output, requires software setting called TOD 4. Honeywell Commercial VisionPro TB8220U labeled A output, requires software setting called TOD 5. Honeywell CommercialPro TB7220U labeled A output, requires software setting called TOD 6. Carrier EDGE 33CS2PP2S-02 labeled D1/D2 output, requires software setting 7. Carrier EDGE 33CS2PPRH-02 labeled D1/D2 output, requires software setting 8. Carrier Debonair 33CS labeled MISC output, requires jumper setting 9. Totaline P labeled MISC output, requires jumper setting 10. Proliphix IMT550w labeled AUX output, requires software setting 11. 3 Trade Allies may submit a qualification request for thermostats that they believe meet the program criteria. These requests should be submitted to BIPapps@focusonenergy.com. Requests must include the make, model and spec sheets (if available). Please use Thermostat Qualification Request in the subject line. Q: What should be included for location of DCV sensor? A: Specify wall or return air duct. Sensor should be placed appropriately to meet code. Focus on Energy requires the sensor to be wall mounted at an appropriate height, i.e., 5' from the floor unless space conditions prohibit. (i.e. gymnasium) Q: What if serial/model number on name plate is illegible due to exposure to the elements? A: Indicate worn nameplate on the application. Q: Will there be additional trainings for the Rooftop Unit Optimization offerings? A: Yes. Trainings are being scheduled as needed. Additional trainings will be provided based on demand. Please fill out and submit a Rooftop Unit Optimization Training/Code Request Form found on the Focus on Energy website. Please provide the number of sales and or technicians you will have available for the training. Q: Do all technicians have to go through the training or can I have supervisors go through the training and then supervise the service and completing the RTO Application and Checklist? A: Focus on Energy has developed a process to allow a designated technical staff member to attend the Rooftop Optimization training and upon return provide the training to additional staff. This new process will allow designated technical staff to request training codes for technicians they have trained in accordance with the Focus on Energy Rooftop Optimization Offering. Please fill out and submit a Rooftop Unit Optimization Training/Code Request Form found on the Focus on Energy website. Please provide the date and the number of employees trained. Page 3
4 Q: Is Demand Controlled Ventilation (DCV) allowed by code? A: Yes. Not only is DCV allowed by code, it is required by code in some applications. Further Explanation: The State of Wisconsin currently follows the 2009 International Energy Code and 2009 International Mechanical Code with additional amendments. Theses codes are based on standards developed by the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE). Section of ASHRAE standard describes the use of Dynamic Reset. The system may be designed to reset the design outdoor air intake flow and/or space or zone airflow as operating conditions change. These conditions include but are not limited to variations in occupancy or ventilation airflow in one or more individual zones for which ventilation airflow requirements will be reset. Examples of measures for estimating such variations include: occupancy scheduled by time-of-day, a direct count of occupants, or an estimate of occupancy or ventilation rate per person using occupancy sensors such as those based on indoor CO2 concentrations. Section of the 2009 International Energy Code states that demand control ventilation (DCV) is required for spaces larger than 500 ft 2 and with an average occupant load of 40 people per 1000 ft 2 of floor area (as established in Table of the International Mechanical Code) and served by systems with one or more of the following: 1. An air-side economizer; 2. Automatic modulating control of the outdoor air damper; or 3. A design outdoor airflow greater than 3,000 cfm Exceptions: 1. Systems with energy recovery complying with Section Multiple-zone systems without DDC of individual zones communicating with a central control panel. 3. System with a design outdoor airflow less than 1,200 cfm. Section 403 of the 2009 International Mechanical Code further defines how that outdoor air ventilation rate is calculated in accordance with ASHRAE standard 62. The State of Wisconsin has amended and simplified the way the outside air requirement is calculated. A mechanical ventilation system shall be designed to have the capacity to supply a minimum outdoor airflow rate of 7.5 CFM per person as determined in accordance with Table based on the occupancy of the space and the occupant load or other parameters stated therein. Outside air may be allowed modulate between the justified minimum and traditional ventilation rates based on the CO2 levels of the space while the building is occupied. Please refer to the applicable codes and consult your local code official for additional information and questions. Page 4
