3 3 Definition What is the GPWM? The GPWM is an open-ended, voluntary and collaborative relationship between various international stakeholders, in which all participants agree to work together and coordinate activities in a systematic way to enhance international cooperation and avoid duplication of efforts. The Global Partnership on Waste Management (GPWM) was launched in November 2010 to enhance coordination among stakeholders, make existing efforts more effective, identify and fill information gaps, share information and strengthen awareness, political will, and capacity to promote resource efficiency.

4 4 Background Why is the GPWM needed? Problem: Increasing waste generation rates and new and special waste streams Need to redesign conventional waste management systems Response: Many stakeholders engaged in capacity building Benefits: Stakeholders expertise in different waste sectors/waste streams Shortcomings: Sectoral approach, lack of coordination of efforts GPWM contribution: The GPWM aims to provide a holistic approach to waste management by coordinating already existing efforts and taking advantage of stakeholders expertise in different sectors, and thereby avoiding duplication of activities.

5 5 Objectives To enhance international cooperation, outreach, advocacy, knowledge management and sharing, identify and fill information gaps in waste management to protect human health and environment, and to tackle adverse impacts of unsound management of waste. To raise awareness, political will, and capacity to promote resource conservation and resource efficiency through waste prevention and by recovering valuable material and/or energy from waste.

6 6 Expected outcomes A holistic approach to waste management is promoted. The level of waste management activities is increased due to enhanced international cooperation, advocacy, awareness, political will, and outreach. Available information is shared and additional information is created to fill the gaps. Coordination among participant institutions is enhanced. Efficient and synergized activities are promoted to avoid duplication and to promote efficiency of efforts. A wider range of stakeholders and potential partners are approached for enhanced and coordinated activities.

7 7 Mandate With the launch of the GPWM, UNEP responds to Governing Council decisions 24/5 and 25/8, calling for a holistic and integrated approach on waste management. In 2011, UNEP Governing Council acknowledged the establishment of the GPWM in its decision 26/3. Similarly, the Bali Declaration on Waste Management for Human Health and Livelihoods affirms the need for concerted and coordinated efforts on waste management. Within UNEP, IETC has been mandated to deal with waste management issues.

8 8 IETC s work on waste management Technology support, demonstration/ pilot projects, capacity building, and advisory services. Various waste streams and cross-cutting issues: integrated solid waste management (ISWM), e-waste, waste plastics, waste agricultural biomass, health care waste, waste oils, waste and climate change, disaster debris, etc. Examples of IETC s work (selection): - ISWM plans for 9 cities in Asia, Africa and South America; - Compendium of technologies on waste agricultural biomass; - Guidance manuals on e-waste; - Pilot project on converting waste plastics into fuel. ISWM : Waste Inventory in Pathum Thani, Thailand. E-waste Manuals. ISWM Project in Maseru City, Lesotho.

9 9 Organizational structure The secretariat at IETC facilitates the activities under the identified sponsored focal areas of work and manages the dissemination of information through the Information Platform on Waste Management. Steering Committee Partners/Participants identify sponsored focal areas of work and agree to contribute to their activities. Leads coordinate individual sponsored focal area working groups. The Steering Committee provides guidance to the secretariat and the working groups. Observers can attend the biennium conferences and Steering Committee meetings.

10 10 Participation Open to international organizations, Governments, businesses, academia, local authorities, and NGOs. Voluntary and collaborative relationship between various partners. Participants commit to contribute to GPWM activities. To join the GPWM, submit a request for participation.

11 11 Approach The GPWM supports coordination, information sharing, and capacity-building on policy and technical interventions to improve waste management practices in developing countries based on the 3R (reduce, reuse and recycle) approach. As a coordinating forum, the GPWM: - Gathers and shares information on existing activities in waste management; - Supports exchange of information and networking among members; - Facilitates the implementation of activities of the sponsored focal area working groups.

12 12 Sponsored focal areas Sponsored focal areas are proposed by participants and have to be approved by the Steering Committee. Lead participants develop work plans in consultation with other participants of the respective sponsored focal area. Activities are defined, coordinated and implemented through a working group. The Steering Committee reviews progress. Six sponsored focal areas have been identified so far: 1. Waste and Climate Change (International Solid Waste Association-ISWA) 2. Waste agricultural biomass (UNEP-IETC) 3. Integrated solid waste management (UNEP-IETC) 4. E-waste management (United Nations Industrial Development Organisation- UNIDO) 5. Marine Litter (UNEP-Division of Environmental Policy Implementation-DEPI) 6. Waste Minimization (UNEP-Sustainable Consumption and Production Branch - SCP)

13 13 Current activities at the secretariat Facilitates coordination among the sponsored focal areas. Undertakes an assessment report to map needs for capacity building in waste management and activities carried out by international organizations. Gathers and shares information to be disseminated through the Information Platform. Facilitates outreach to new participants, including through new outreach products (website, newsletter). Organizes the first GPWM biennium conference and steering committee meeting, to be held in the fall of 2012.
