6 Transition of IANA Functions! The U.S. Commerce Department s National Telecommunications and Information Administration (NTIA) announced intent to transition key Internet domain name functions to the global multi-stakeholder community! NTIA is asking ICANN to convene global stakeholders to develop a proposal to transition the current role played by NTIA in the coordination of the Internet s domain name system (DNS)! 7 What Are the IANA Functions?! The Internet Assigned Numbers Authority (IANA) functions is a set of interdependent technical functions that enable the continued efficient operation of the Internet! The IANA functions include: (1) The coordination of the assignment of technical Internet protocol parameters (2) The processing of change requests to the authoritative root zone file of the DNS and root key signing key (KSK) management (3) The allocation of Internet numbering resources; and (4) Other services related to the management of the ARPA and INT top-level domains (TLDs) Page 7

8 Guiding Principles NTIA has communicated to ICANN that the transition proposal must have broad community support and address the following four principles:! Support and enhance the multi-stakeholder model! Maintain the security, stability, and resiliency of the Internet DNS! Meet the needs and expectations of the global customers and partners of the IANA services! Maintain the openness of the Internet Page 8

9 Did the U.S. Relinquish Control of the Internet?! No ICANN is a multi-stakeholder, bottoms-up, consensusdriven organization! The U.S. Government participates at ICANN through their representation on the GAC (Governmental Advisory Committee)! While the US did hold the contract for the management of key Internet infrastructure, the U.S. Government did not have control of the Internet Page 9

10 NETMundial! Upcoming meeting in Sao Paulo, to be broadcast! Venue for charting a multi-stakeholder model of Internet governance Not necessarily the place to be discussing ICANN and IANA! Stage for examining broader Internet governance issues! Some feel that the announcement by the NTIA will have alleviated some of the pressure that would have otherwise been focused on the U.S. Page 10

20 Contract Changes for.brand Registries Specification 13 makes specific changes to the terms of the Registry Agreement to reflect the unique needs of.brand registries! Registry Operator is exempt from complying with Specification 9 ( Registry Operator Code of Conduct )! Registry Operator is not required to provide a Sunrise Period!.Brand registries may not be transitioned to a successor (in the event of termination) without consent of the registry Page 20! Previously, if such resources were queried externally, name does not exist messages would be returned! In the new landscape, such resources could point to live domain name registrations in the DNS Page 22

24 Name Collision Research Findings! Collisions have been mentioned in research as early as 2003! The two previous new TLD pilot rounds yielded no serious collision-related issues! Failure modalities seem similar in all parts of the DNS namespace! Namespace expansion does not fundamentally or significantly increase or change the risks Page 24

25 Name Collision Research Recommendations! The TLDs.corp,.home and.mail should be permanently reserved! Controlled Interruption zone ( ) immediately upon delegation and extending for 120 days Non delegated: implement following delegation using wildcard Delegated/APD: implement using DNS Resource Records (RR) for SDL Block List strings! ICANN to monitor and provide emergency response capability in cases, if clear and present danger to human life Page 25
