3 ver. 1.0 page 3 from PURPOSE This Operational Procedure provides information, how the collection of Metering Data should be organised and handled in order to enable KOSTT to fulfil its responsibilities for billing on its own costs and to fulfil its duties for billing third parties as it is defined in the License for the Market Operator (MO) issued by the Energy Regulatory Office by October The specific terms used on this procedure are defined in a separate document Glossary of the Operational Procedures which will be submitted and published together with Procedures. The terms which are already defined in the Market Rules, Grid Code and Metering Code will not be defined in the Glossary of the Operational Procedures. 2. SCOPE This Operational Procedure provides instructions on the metering data collection and archiving, which are necessary in order to perform appropriate billing processes. This comprises the meter reading, meter data collection and storage of meter data in the Metering Database. It comprises as well exceptions, which are necessary because of technical constraints of the current network conditions of the Kosovo transmission and distribution network. This procedure does not cover the collection of metering data on Distribution Network level.

5 ver. 1.0 page 5 from OVERVIEW This procedure provides rules for the collection of metered data from Market Participants in order to enable the MO to fulfil its duties regarding billing on its own purposes and acting as billing agent as defined in the current version of the MO license and the MR. 6 ver. 1.0 page 6 from PROCEDURE OUTLINES METER DATA COLLECTION 5.1. General provisions All energy generation and energy consumption for all Market Participants shall be electronically metered is 1-hour intervals using the appropriate metering device. This affects all network connections points where the Metering System ARES is installed as well all network nodes and system user connection points, where modern metering equipment has been already installed Subject to 5.1.1, all metering equipment shall meet at least the minimum requirements defined by the Metering Code Metered volumes should be read remotely wherever possible Because of current technical constraints, a variety of derogations regarding meter readings need to be taken into account. Therefore, Operational Procedure T002 shall be regarded Metered volumes of Embedded Generation will be read by the DSO and, shall be provided by the DSO to KOSTT (MO & SO) Data for metered energy amount shall be stored in the metering repository of the meter devices of each Market Participants and shall be provided to KOSTT in the format defined by KOSTT (MO & SO) For Metering systems where it is agreed that automatic communication is not provided, KOSTT will based on the meter data reading schedule published on MO website collect data for metered energy on monthly basis. This will be done by portable computers Where meters are not installed on the commercial boundary defined by KOSTT, meter offsets for generators/generator transformers will be based on normal full load condition and loss calculation for station transformers based on 75% of rating of lower voltage winding. This shall be calculated and applied to the appropriate meter in a way to allow the Market Participants responsible for the metering point to see settlement data on meter displays wherever possible Where is technically not feasible, the calculation for meter offsets shall be done by KOSTT in the metering database. All parameters used in the calculation of the meter offset shall be individually and separately stored in the metering data base and shall be printed out on the statement so that the calculations can be audited.

7 ver. 1.0 page 7 from Collection of Metered Volumes According to the MR, all Metered Data shall be collected within the first 4 Business days after the end of the Settlement period (month) Where communication exists at the metering point, meters shall be read remotely by TSO/DSO on a regular basis in accordance with the Metering Code. Readings should be performed on the same day each month when possible for consistency as required by Metering Code Where no communication exists, the meter data will be collected by authorized personnel of KOSTTs System Operator (SO) during the first 5 business days after the end of the respective settlement period (month) In case of irregular visits, the SO will inform each Trading party two business days before the on-site visit about the timeline for Meter Data collection. However, SO s and DSO s denominated officials have the right to visit, read, and inspect the metering any time during the month without prior notice or approval of any party. Access to the metering site shall be immediate and shall not be denied for any reason Data for metered energy shall be read by TSO on transmission network level or the DSO at presence of an announced employee of the Market Participant, in who s premises the Metering System is installed All meter data should be stored on appropriate devices as defined by SO All meter data should be delivered in a format defined by SO. The format and method of presentation should be made clear to market participants

8 ver. 1.0 page 8 from Metering Database The SO will establish and maintain a database for (a) Standing data of Metering devices as provided by the Market Participants during registration of the metering systems (b) Storage of Metering Data delivered by TSO or DSO In addition, the MO will develop rules for the aggregation of Meter Readings in order to meet the requirements of the billing process Each Market Participant has the right to request metering data of those Metering Devises, which are installed on technical equipment, where he has the responsibility for, or for which he has a commercial interest, as a party in the transaction In case of doubts or Disputes on Meter Reading Notifications as per 5.4, Standing Data and meter readings may be requested from the SO Therefore, the SO provides database extracts in form of standardised reports, which shall be produced on request of the Market Participant within two (2) Business days The SO will provide the MO with all metering data required by the not later than 4 Business days after the end of the respective Settlement Period.

9 ver. 1.0 page 9 from Statement of Metered Volumes and Disputes KOSTT in its capacity as MO shall - according to the provisions of the MR Article 66 - send a Statement of Metered Volumes to the Market Participants for all Metering Systems, which are registered for the Trading Party. This Statement of Metered Volumes shall be sent within 5 Business days after the end of the Settlement period (month) KOSTT in its capacity as MO shall - according to the provisions of the MR Article 66 - send a Pro-Forma Invoice to the Market Participants for all Metering Systems, which are registered for the Trading Party on the 10 th Business days after the end of the Settlement month The MO in its capacity as Settlement Department shall after issuing the Pro-Forma invoices to the Market Participants keep electronic copies of all Pro-Forma Invoices which have been sent All Market Participants shall check the Statement of Metered Volumes without delay Market Participants are entitled to request detailed reports from the Metering Database for their Metering Systems not later than (9) Business day after the end of the Settlement period (month) In case dispute regarding the Metered Data, such Market Participant shall send a written Request for Dispute of Metered Data per post, fax or to the MO until the (9) Business day after the end of the Settlement month The Request for Dispute of Metered Volumes shall at least contain: (a) Disputed time frame (b) Disputed Metering System(s) The MO shall as far as reasonable possible support the Market Participant in clearing the disputed Metered Volumes When the clearing proves that different metered volumes or substituted volumes shall be used, KOSTT in its capacity as SO shall take any effort to update the Metering Database and, to produce a new Statement of Metered Volumes In case the dispute can not be solved, KOSTT in its capacity of the SO shall prepare the pro-forma Invoice and the Invoice in accordance to the MR Article 66 and the trading party shall dispute the Invoice in accordance with Article 69 (Invoice Queries) according to the provisions of Operational Procedure T701.
