2 FAIR Guiding Principles FAIR is Findable Accessible Interoperable Reusable Article in Nature journal Scientific Data: Wilkinson, M. D. et al.the FAIR Guiding Principles for scientific data management and stewardship. Sci. Data 3: doi: /sdata (2016). 4 New Grant from Laura and John Arnold Foundations (LJAF) Align publishers and repositories in following best practices to enable FAIR and open data and to create workflows so that researchers will have a simplified, common experience when submitting their paper to any leading Earth and space science journal. This will accelerate scientific discovery and enhance the integrity, transparency, and reproducibility of this data. Enabling FAIR Data Project - Objectives FAIR-compliant data repositories will add value to research data, provide metadata and landing pages for discoverability, and support researchers with documentation guidance, citation support, and data curation. FAIR-compliant Earth and space science publishers will align their policies to establish a similar experience for researchers. Data will be available through citations that resolve to repository landing pages. Data are not placed in the supplement. 6 2
3 FAIR-Compliant Repositories Services Provided: Metadata support: Repository, Datasets, Citation Persistent identifiers Citation / Landing page compliance Publication Peer Review Support Licensing policies (data and software) Common list of approved FAIR-compliant repositories Third-party validation of repository capability Benefits: Supports Discovery, Understanding, Reuse Supports Data Citation and Credit for Data and Reuse Supports Best Practices and Common Experience for Researchers Supports access for publication peer reviewers even if data isn t public yet. Supports reuse of data and software. Supports researchers locating compliant repositories. Certification validating that many of the elements described above are implemented correctly in the repository (e.g. CoreTrustSeal, DataOneMember Node). 7 Support Open and FAIR Data Required: Be a Signatory of the Commitment Statement Metadata support: Repository, Datasets, Citation Repository Metadata Required: Repositories quality check re3data records and monitors change going forward. Recommended: Implement recommendations from NSF 418 project such that metadata can be managed in one location and harvested by re3data or other repository registry/aggregator. Dataset Metadata Required: Repositories provide data management and curation support to researchers to ensure datasets are well-documented. Citation Metadata Required: Provide in the landing pages the information necessary for creating a data citation. (See Roadmap reference). 3
4 Persistent Identifiers Must use persistent, unique identifiers for research outputs associated with the published research. Required: Data that supports the research must have PIDs. Required: Support Scholix by submitting necessary metadata to connect data to publications [DataCite provides information to Scholix] Recommend: Software and other research products must by PIDs. Citation / Landing Page Compliance Required: The first six elements of the referenced road map are to be implemented by repositories. Recommended: Landing pages for software and other research objects that include both human readable and machine readable data citation support. Reference: Software Citation Principles developed by FORCE11 Publication Peer Review Support Required: Repositories need to provide a way for datasets that are not yet published to be shared/provided to support publication peer review. Licensing policies (data and software) Required: Provide researchers with information on how selecting policies "to be as open as possible, and as protected as necessary". Require researchers to make a licensing decision and then make the licensing information available in both human and machine readable methods. 4
5 Common list of approved FAIR-compliant repositories Required: The Enabling FAIR Data project provides a Repository Recommendation Tool based on the Decision Tree Developed by TAG A Third-party Validation of Repository Capability Recommended: Repositories should work towards achieving a certification that is validated through a third party. (e.g. CoreTrustSeal.org, DataOne Member Node). Direct all core research outputs (data, software, appropriate samples and sample descriptions) to trusted repositories, following the FAIR Principles (e.g., using CoreTrustSeal certification). This means that supplements will no longer be used as the primary archive for data. Supports FAIR-compliant repositories that are signatories of the Enabling FAIR Data effort. Data are no longer placed in the Supplemental Information. Improves research credit for data and reuse. Adopt a shared set of author instructions that support these principles, providing a common set of expectations for authors in the Earth, space, and environmental sciences. Supports a common experience for all researchers no matter what journal they select. Provide common expectations for publication peer review when evaluating science and determining if the data and metadata are adequate. Implement common workflows for data citations Supports publication peer review process. Identifies what data and software should be available to editors and peer reviewers when evaluating the science. Supports best practices and providing a common experience for all researchers. 15 5
6 Support Open and FAIR Data Required: Be a Signatory of the Commitment Statement Ensure that data and other research outputs supporting publications are open and FAIR, and, to the greatest extent possible, openly accessible at the time of publication. Required: Data are as open and FAIR as possible. Recommended: Other research outputs are as open and FAIR as possible. Reference: A Data Citation Roadmap for Scientific Publishers Direct all core research outputs (data, software, appropriate samples and sample descriptions) to trusted repositories, following the FAIR Principles (e.g., using CoreTrustSeal certification). This means that supplements will no longer be used as the primary archive for data. Required: Data are stored in a FAIR-compliant repository that is a signatory of the Enabling FAIR Data project. Recommended: Data are stored in a FAIR-compliant repository that demonstrates following the FAIR Principles through a third party certification (e.g. CoreTrustSeal, DataOne Member Node). 6
7 Adopt shared set of author instructions that support these principles, providing a common set of expectations for authors in the Earth, space, and environmental sciences. Required: Adopt shared set of author instructions. See link in the Commitment Statement to view the current version of instructions. This document is still in review cycles. Provide common expectations for publication peer review when evaluating science and determining if the data, metadata, and software are adequate. Required: Editors and peer reviewers should be able to include as part of their evaluation for each manuscript the review of the supporting data and other research products (e.g. software, video, images) in order to determine if the data supports the science and the visualizations provided in the paper. If the data does not support the science, found to be inadequate, difficult to understand, or missing, these concerns should be identified to the author for consideration and correction. Data that are not accessible to the editors and peer reviewers are not acceptable. Recommended: For science dependent on software, it is critical that the software be made available as part of the evaluation process.
