1 Draft meeting minutes 6th meeting of the IPR Pilot Group Date & Time 8-10 October 2012, Copenhagen Location EEA, Copenhagen Attendees Representatives from the following IPR pilot countries: DE, DK, BE, ES, FR, CZ, IE, IT, NL, NO, SE, UK Representative from the Commission (Giorgio Arduino, DG ENV) Representatives from UBA- V (Kathi Schleidt and Barbara Magagna) Representative from JRC (Paul Smits and Laura Spinsanti) Representatives of the European Environment Agency (EEA) and the European Topic Centre for Air Pollution and Climate Change Mitigation (ETC/ACM) Structure of these minutes An agenda for the meeting may be found at The minutes have been structured into the following sections: 1. Air quality related INSPIRE initiatives; 2. Information provided by DG ENV; 3. Actions arising from last meeting; 4. E- Reporting progress & feedback on previous meeting themes (ETC/ACM & EEA); 5. Pilot country experiences (feedback from pilot countries). 1. Air quality related INSPIRE initiatives JRC, DG- ENV and UBA- V presented a general overview of the INSPIRE process and in particular the links between INSPIRE and future of air quality reporting: Presentations available; INSPIRE and Air Quality reporting by JRC Using a Sensor Observation Service for AQ reporting by 52North Sensor Observation Service for AQ reporting experience from Belgium INSPIRE- SEIS Air Quality Reporting experience from Ireland Latest on AQD Reporting Model by UBA- V JRC called for pilot countries to register interest in participating in the JRC lead INSPIRE pilot for air quality plans and SOS trials 2. Information from DG ENV The Guidance for Decision 2011/850/EC has been further elaborated upon based on EU Member State comments. An updated version is scheduled to be ready prior to the next AQ expert group meeting on 24 October Yet another updated version is foreseen before end of 2012 (Guidance Page 1 of 5

2 part 1). The schema (Guidance part 2) is scheduled for beginning of EC committed to send a list of the five most important Guidance items to countries to be discussed during the next Air Quality Committee meeting. Additionally, Tony Bush enquired the annexes of the split Guidance to be made available in MS Word format. Kathi committed to provide the info in MS Excel format. ACTION 3. Actions arising from last meeting The actions arising from the 5 th pilot meetings were presented. See the following link for a full list of actions. Decisions reached in previous meeting: Agreement on using full ISO8601 for time references (UTC ends with Z, UTC+1, +01 ) Agreement on referencing hours in a day as hours ending 01:00-24:00 Agreement on end time as mandatory item within an observational dataset Usage of AirBase codes to link to pollutants Agreement on flagging invalid data, the actual value submitted can be anything (blank, 0, - 999, ) Re- delivery: term to be used for the re- upload of UTD data after some initial verification Summary of actions: ETC/ACM to establish missing codes on Søren code list - COMPLETED ETC/ACM to provide EEA with links between Objectives & components - COMPLETED ETC/ACM to gather comments on code list from Pilot countries o A feedback section for code lists on AQ Portal ACTION o Code list management EEA & ETC/ACM currently working on improving management ACTION Pilot countries requested to check through code list repositories at and feedback e.g.: Can you find all your pollutants in the code list? Can you find the measurement configurations you need? ACTION ETC/ACM to discuss with EEA on setting up a repository for all the scripting and coding COMPLETED ETC/ACM to advise on transfer and file naming conventions for testing purposes on UTD ACTION Tony Bush briefly presented the style sheet quick viewer prefilled with an example for UK. 4. Progress reporting & feedback on previous meeting themes (ETC/ACM & EEA) Jaume Targa (ETC/ACM) presented data set D (meta information), focusing on the way in which the meta- information is structured, see; Update_JaumeTarga.pdf Important agreement/clarifications: o SamplingPoint need to be unique at a station and pollutant level. At any station, you will have as many SamplingPoints as pollutants measured. o An example of how to manage changes of a SamplingPoint were shown: Page 2 of 5

3 th Draft minutes of the 6 IPR Pilot Group meeting o The example above, generated from discussions, describes how the observing capability (OC) property of a sampling point may be used to declare the equipment (process) of a Sampling Point. On equipment break down OC1 is closed down and replaced by other equipment of the same or different type (OC2). The difference between AQD_Sample (formerly FeatureOfInterest) and AQD_RepresentativeArea were clarified 5. 4 Some discussion around competent authorities and the level of detail required. DG- ENV informed that it is left to the individual Member States to assign responsibilities. Jaume Targa (ETC/ACM) presented the UTD programme and progress made so far, see here. 6. ETC/ACM testing of the data model and schema for Attainment Assessments Tony Bush (ETC/ACM) presented the Attainment Assessment data model, see here. 7. Pilot country experiences (feedback from pilot countries) Pilot country experiences were presented as part of the item (1). Specific presentations from Belgium and Ireland. IT (Francisco from Piedmont) presented on their experience with UTD data flow E which was uploaded to CDR using GO Publisher Desktop Some issues which arose related to: data tables split in monthly tables, management of historic stations is not straight forward as the regional stations used for the annual assessment reporting is defined per each year and not recorded in historic tables. 8. ETC/ACM review of the data model for modelled datasets Tony Bush (ETC/ACM) presented the reporting of modelled data under AQD IPR, see here. Stefano Galmarini (JRC) asked for a walk through the common metadata profile for modelled datasets in order to discuss the content model in- detail. Links with the FAIRMODE s MDS were discussed. It was generally agreed that MDS held higher level metadata on model types and the e- Reporting metadata profile was more about the configuration of the model for specific applications. Inclusion off models used for AQD compliance within the MDS was encouraged, citation of the MDS via a URL in the Assessment method description data element was proposed as an efficient way of providing a model description instead of inserting text separately. The modelling metadata profile as set out by the IPR was discussed. Proposals were put forward for reconfiguring the profile to cover the same semantics but split differentially between the metadata profile and modelling results files. Updates to be rolled into the ew version of the schema. Data items D D will move to data (the wrap- up to the modelled data data set E and F). In the Guidance text is to be inserted explaining in detail what is meant by model verification and calibration. The data item Model time resolution is related to the data (not to the model). FAIRMODE to be included as a pilot group for testing the metadata profile and data delivery schema for models. It was proposed that the modelled data schema was also adequate for describing objective estimation and that the fixed measurements metadata profile was also appropriate for indicative measurements. Tony Bush (ETC/ACM) presented on testing of modelled assessment logic under the AQD IPR pilot on e- Reporting, see here Pilots were invited to put forward their modelled and objective estimation datasets for testing, UK modelled datasets were the only ones that had been thoroughly tested to date. 5 9. Wrap up by EEA Valentin acknowledged that agreement on the sampling point concept was a major step forward which will enable finalisation of the data model and schemata. Valentin acknowledged the usefulness of the development the data style sheets EEA is currently with the assistance of the ETC/ACM documenting the aggregation tool specifications. A user guide to the schemata is going to be compiled into one single document. Web- meeting is foreseen in November. Not much testing before then.
