5 1.1. Introduction The Missing Child Report design topic supports the means of documenting when a child under the care of the department goes missing. A child should be considered missing from the Department s care in the following scenarios: 1. The child has been adjudicated dependent and placed in out-of-home or inhome care; and/or 2. The child is the subject of an active protective supervision case; and/or 3. The child is the subject of an active or emergency shelter order; and/or 4. The child is the subject of an active abuse investigation in which a preponderance of the evidence indicates that the child is as risk of abuse, abandonment, or neglect; and/or 5. The child s location becomes unknown. A child should NOT be considered missing from the care of the department in the following scenarios: 1. The child is receiving Voluntary Protective Services (VPS); or 2. The child is the subject of an active abuse investigation in which no determination has been made as to the overall validity of allegations; or 3. The child s whereabouts are known and a social service provider or law enforcement agency has physically confirmed the child s whereabouts; or 4. A child, age 12 or older, states they are going to a location unsupervised and no effort is made to confirm that the child is at that location, or any other location where the child might have gone. 5. The child returns to their placement within four (4) hours. The Missing Child Report process involves the gathering of information regarding the locating and recovering of the missing child. The missing child report will allow for all of the Department of Children and Families (DCF)/Community-Based Care/Sheriff s Office responsibilities to be documented. The case manager is required to provide law enforcement with a recent photo of the child, copy of the child s fingerprints, and dental records. The case manager must enter efforts on a weekly basis for the first three months (this is the minimum requirement). After three months, efforts to locate are entered monthly for every additional month thereafter. The case manager must notify law enforcement of any leads regarding the child s possible whereabouts. The case manager will make the child s case file available to law enforcement upon request. Once a child is recovered (physically seen by a social service professional or a law enforcement official), the law enforcement agency who initiated the missing child report must be contacted and updated on the child s recovery, including Topic Paper Page 5 of 56

6 information as to the recovery address. This will ensure that valuable investigative time is not wasted on a child that is no longer missing. Once the child is recovered, the episode in Florida Safe Families Network must be resolved in a timely manner. This ensures that the child s Florida Safe Families Network (FSFN) alert is ended and that the child is taken off of the Florida Department of Law Enforcement (FDLE) Missing Children Information Clearinghouse (MCIC) website. The Missing Child Report is first generated by selecting Create > Case Work off of the main menu, selecting the Missing Child Report value in the Missing Child (MCR) dropdown field, selecting a Case Name and a case participant and clicking the Create button. If the case participant selected is 18 and over an error message will display stating that the Selected Participant s age cannot be greater than 18 years. If the case participant selected has an existing open missing child report then an error message will display stating that an open MCR record already exists for the selected Participant. If an existing Missing child report does not exist for the child then the Missing Child Report confirmation popup page will display. The page will display the person ID, full name, SSN, gender, and DOB. The validation message displays: If any of the demographic information is incorrect, please correct within the child s Person Management record. Please make all corrections prior to proceeding with entry of the Missing Child Report. Do you want to continue?. The user is then given the option to continue to the missing child report or to cancel the creation of the missing child report. If the user elects to continue, by selecting Yes, then the Missing Child Report page is displayed with the five tabs and the General Information group box at the top of the page. The General Information group box displays key information about the child including the ability to view the child s photo if there is an existing photo on file for the child. The General Information group box also displays the name of the Worker creating the record and the status of the Missing Child Report. If any updates need to be made to the child s information the worker must click on the name hyperlink for the child and make updates to the child s person management record. The Missing Child Report is comprised of one main page, the Missing Child Report page, which contains the following tabs: Child Information Caller/Law Enforcement Narrative Companion/Abductor/Vehicle Final Submission Each of these tabs will be described in detail throughout the topic paper. Pages Pop-up Child Confirmation page Pop-up Child Confirmation page Overview A missing child report is created through the Create Case Work page, in which the user selects the Missing Child Report value in the Missing Child Report (MCR) dropdown field, selects the appropriate case, the appropriate case participant, and then selects the Create button. The first page the user sees after exiting the Create Case Work page, in the process of creating a missing child report, is the Child Confirmation pop-up page. The Child Confirmation page displays demographic data for the selected child. After the user reviews the information, the user can either continue with the process of creating a missing child report or cancel the creation of the new Missing Child Report Pop-up page Information Group Child Information Box: Fields Person ID Unique Person ID for the child; system derived; read only; disabled; not user modifiable. 11 Page Missing Child Report Page Overview Navigation The Missing Child Report page is accessed in create mode by selecting Create > Case Work off of the main menu, selecting the Missing Child Report option in the Missing Child Report dropdown field, selecting the Case Name, selecting a case participant, and then selecting the Create button. This will display the Child Confirmation pop-up page, where the user will either select Yes to continue onto the Missing Child Report page or select No to cancel the creation of the Missing Child Report. By selecting the Yes button off of the Child Confirmation pop- up page, the Missing Child Report page will be displayed. Once created and saved, the Missing Child Report is accessed by expanding the selected Case under the Cases expando on the Desktop, expanding the Missing Child Topic Paper Page 11 of 56

12 Report Icon, and then selecting the desired Missing Child Report hyperlink. Page Summary The Missing Child Report page is the main page in the Missing Child Report design topic, and is composed of a tab folder with five tabs and a header group box. The header, which is visible from all the individual tabs, contains basic child and report information. The user does not enter information into this header. It has already been captured by the processes that created the associated Missing Child Report. The Episode Number is a unique system generated number for the Missing Child record, while the child s Person ID, Name, and DOB are all pre-filled from the child s person management record. The View Photo link will only be visible if a photograph exists for the child. The Worker Creating Record is pre-filled based on the logged in user and the status changes as the Missing Child Report goes through various stages and approval levels. The five tabs in the Missing Child Reporting page are titled: Child Information; Caller/Law Enforcement; Narrative; Companion/Abductor/Vehicle; and Final Submission. The user has the ability to switch easily between these tabs by selecting the name of each tab folder Page Information Group General Information Box: Fields Episode Number The system generated identification number for the Missing Child Record (once the record is saved); read only; disabled; not user modifiable. 20 Tab Caller/Law Enforcement Tab Overview The Caller/Law Enforcement tab collects information about the caller and the local law enforcement agency. When filling out the MCR, the caller (Worker Name) is always an employee of DCF/Community-Based Care/Sheriff s Office worker or an employee of an agency that has a contractual agreement with DCF or Lead Agency. In general, the information contained on the caller page should be viewed as the primary contact information for the individual that has primary responsibility for conducting efforts to locate the child and would be the lead individual Topic Paper Page 20 of 56

21 in initiating recovery efforts for the child, for example, picking up the child when located. Local policies will determine whose personal information should appear on this page. It is important to note that personal information for a foster parent, school employee, group home employee, non- custodial parent, and so on should never be entered into this page. 22 In the case of children who go missing while under courtesy supervision, the personal information associated with the primary case worker assigned from the sending District should be used to fill out the information on this page. The law enforcement page of the MCR is designed to capture information as it relates to the local law enforcement agency that has taken the missing child report. FDLE and NCMEC will utilize this information to forward potential leads and recovery information to the local law enforcement agency. 25 Background Processing The Worker information will all pre-fill based on the Worker selected from the Worker search page. If the agency does not have a phone number a text field will be enabled and required for the worker filling out the form to enter a phone number. The address for Law Enforcement Agency selected from the Law Enforcement Agency dropdown will pre-fill based on the Law Enforcement Agency selected. If Other is selected from the dropdown, the fields for Other, Address, and phone number fields will be user entered text fields, enabled, and required Save Processing Save Processing is initiated by selecting the Save command button. 26 Tab Narrative Tab Overview The narrative tab requires a narrative of at least 25 characters to be entered. The narrative is to include only information that is relevant to the missing episode and which would assist in the recovery of the child. The user should not put placement issues, issues with Law Enforcement, or the reason why an MCR was not entered timely in this section. Relevant information for this section would include: 1) Information on where the child was last seen that is not included in another section of the MCR. 2) The child s direction of travel. 3) What the child was last seen wearing. 27 4) The child s possible destination. 5) Information regarding any prior recovery locations from earlier missing child episodes. 6) Any information that could not be listed on the MCR, but might be helpful in the recovery of the child. An example of this would be, child s hair is naturally brown, but is currently dyed pink or child frequents local area video arcades. If there is no information available that would help in the recovery of the child, please use the following narrative exactly as is appears here: The child ran away from placement. Direction of travel is unknown. Clothing description is unknown Tab Information Narrative Please check for prior missing child recovery information related to any previous missing child events. This information is located within the case umbrella section of FSFN. Remember to forward all information related to prior recoveries to the local law enforcement agency that has the current missing child case in an effort to ensure that they have information on the locations that the child has frequented in the past. 29 Tab Companion/Abductor/Vehicle Tab Overview: If a child is believed to have left their placement with another individual(s), information pertaining to the individual(s) should be entered on this page. This should include information on custodial and non-custodial parents who have absconded from the supervision of the department with a child. An entry for each individual that the child may be with is required in this section. For example, if a child and his three siblings are abducted by both parents, an entry will be needed for each of the three siblings as a companion, as well as for each parent as an abductor. If you have any information on any vehicle that might be involved in the child s disappearance please enter the information in this section. 32 Pop-up Companion/Abductor page Pop-Up Overview The Companion/Abductor pop-up page is used to add companions and abductors to the missing child report. It is accessed through the Insert command button on the Companion/Abductor/Vehicle Information tab of the missing child report page. The popup displays all fields which would be beneficial in describing the companion or abductor and to aid the locating of the missing child. 38 Tab Final Submission Tab Overview The final submission tab is the final tab prior to the submission of the Missing Child Report for approval. The user is supposed to printout the Missing Child Report template as well as read all text on this screen and then check the I AGREE checkbox. 40 Background Processing The status for the Missing Child Report once saved will be Pending until it is submitted for approval. Only after the I AGREE checkbox is checked and the MCR Record saved will the Rapid Recovery and the Approval values be present in the Options dropdown. Selecting Approval from the options dropdown will launch the standard FSFN approval page. The Worker creating the record should ALWAYS select Other and route the approval to the Regional\District\CBC approver. If the Worker does not, then the Missing Child Report will be sent to their Supervisor for approval. The Supervisor will then have to reroute the Approval to the Regional\District\CBC Approver. The status for the Missing Child Report will be At Regional\District\CBC Approver when it is submitted for approval. The alert for the child in FSFN will be automatically generated when the Regional\District\CBC approver approves the Missing Child Report. The Alert begin date is the system-derived date of approval by the Regional\District\CBC approver. The alert that is generated by the system will not have a renewal date and the Alert Expiration date is calculated to 18 years. The alert text will always read as follows See Missing Child Report for details or contact the Case Manager. The Alert generated by the system is frozen and cannot be edited. The status for the Missing Child Report will be At MCR HQ Specialist when it has been approved by the Regional\District\CBC approver. The Regional\District\CBC Approver should ALWAYS select Other and route the approval to the MCR HQ Specialist. If the Regional\District\CBC Approver does not then the Missing Child report will be sent to their supervisor for approval. The Supervisor will then have to reroute the Approval to the MCR HQ Specialist Selecting Missing Child Report from the options dropdown will launch the Missing Child Report template Save Processing Save Processing is initiated by selecting the Save command button. Save processing is also initiated when selecting the Close button, and then answering Yes when the system asks the user if they would like to Save changes before closing the page. 42 Pop-up Resolve Pop-up Overview The Resolve pop-up page is used to document when a child has been recovered. The page is used for both the Standard Recovery and the Rapid Recovery. A Rapid recovery will not require any approval and expires the Alert in FSFN with the date the page is saved. Saving the Rapid Recovery will lock and freeze the MCR. A Standard Recovery will require an approval by the worker and should be routed to the MCR HQ Specialist. The MCR HQ Specialist will notify provide FDLE with the Recovery Topic Paper Page 42 of 56

43 information. Once FDLE has processed the Recovery on the FDLE system, FDLE will write the DT_FDLE_CLSD value to the MCR via the FDLE Interface process. The Alert in FSFN will expire when the FDLE Interface process writes the DT_FDLE_CLSD value to the MCR. When a child is recovered; the following steps should be followed: 1) See the child as quickly as possible to assess safety and well-being. 2) Make sure basic/immediate needs are met and obtain any needed medical care, counseling and/or other services. 3) Immediately notify law enforcement. This is especially important if law enforcement did not assist in the recovery of the child. Law Enforcement may need to physically see the child unless there is an agreement between the law enforcement agency and the department/provider that law enforcement will accept a Child Location notification in lieu of seeing the child face to face. A child is not considered recovered until the child is seen by law enforcement or a child welfare processional. 4) Notify the child s parents, legal custodian, relatives, substitute caregivers, guardian ad litem, and the court of the child s recovery. 5) Document the recovery in FSFN. 6) Complete and Submit a recovery form in the Missing Child Report. The child s FSFN Alert will not be ended until the DT_FDLE_CLSD value is populated onto the MCR via the FDLE interface process for a Standard Recovery. For a Rapid Recovery the FSFN Alert will end when the worker completes and Saves the Rapid Recovery form Popup Information Group General Information Box Fields Person ID The system generated identification number for the person associated with the missing child report; read only; disabled; not user modifiable. The Status of the MCR will be Closed - Rapid Recover o The FSFN Alert will expire with an Expiration Date equal to the date the Rapid Recovery form is saved. For a Standard Recovery o The worker will complete and Save the Standard Recovery form. o When the worker Approves the Standard Recovery form, they should always select other to select a MCR HQ Specialist to route the Approval to. If the worker does not route the Approval to the MCR HQ Specialist, then the person to whom the approval is routed (either the worker s supervisor or the Regional\District\CBC Specialist) should Re-Route the approval to the MCR HQ Specialist. o The Status of the MCR will be Standard Recover at HQ Specialist. o The MCR HQ Specialist will notify and provide FDLE with the Recovery information. o Once FDLE has processed the Recovery on the FDLE system, FDLE will write the DT_FDLE_CLSD value to the MCR via the FDLE Interface process. o The Alert in FSFN will expire when the FDLE Interface process writes the DT_FDLE_CLSD value to the MCR.
