National Grid s European Transparency Project (ETP) ENTSOG Transparency Workshop Brussels 14 th September 2010
NG European Transparency Project (ETP): Background IT project launched to facilitate implementation of transparency obligations arising from: EU 3rd Energy package (especially EC 715/2009) Comitology on Annex 1 part 3 of EC 1775/2005 (and EC 715/2009). Existing publication of data was reviewed NG already publishes most of the data required for compliance Gap analysis did identify some new data items to be published Existing data items reviewed for ease of retrieval and user friendliness 2
Key Features of National Grid s ETP Cooperation with other TSOs via ENTSOG for a common data set. Publication of data beyond the scope of 3rd Package requirements, plus greater granularity and frequency for certain data items than the minimum requirement. Ease of data retrieval through the Report Explorer and Data Item Explorer tools. Ability to send data to other IT systems and publishing platforms (e.g. The ENTSOG Transparency Platform) An enhanced graphics tool to allow users to generate graphs and view data online Increase from 2 years to 5 years historic data available for download Early delivery: planned go-live November 2010 (c.f. 3 rd March 2011) 3
Timeframe Design Development 03/03/2011 EU 3 rd Package Implementation Deadline Testing Governance Implementation May Jun Jul Aug Sep Oct Nov 03/03/2011 Governance Activity Date Data Dictionary updated to reflect the MIPI changes 1st September 2010 Submit updated Reporting Manual to UNCC 2nd September 2010 UK Link Committee* 9th September 2010 UNCC Meeting 16th September 2010 MIPI ETP Go-Live November
Some key challenges Implementation timescales To ensure timely delivery project had to start before Comitology process complete Had to anticipate requirements Risk of changes during build/implementation stages (always difficult, always expensive) Increase of historic data for download to 5 years Live interrogation of operational IT system for within day information Relevant points consultation still ongoing ETP can publish data at all entry exit points and at different levels of aggregation 5
National Grid s own website Additions, changes and enhancements to information provision.
