3 Kewill ISF > Self Training Aid > Glossary for Terms and Acronyms Glossary for Terms and Acronyms (Shown Alphabetically) Term Acronym Definition Automated Broker Interface ABI ISF messages are sent and received via ABI using a Customs-supplied VPN over the Internet. Application Administrator This refers to the one or more people working for Kewill s customer, who are responsible for the configuring the Company, Subscribers and Users in order to allow them access to the Kewill ISF web application. Bill of Lading B/L Each ISF must include at least one lowestlevel B/L Number. Commercial Entity This term is used to refer to the collection of companies, organizations and/or individuals who are a party to the ISF. In addition to the ISF Importer, the following is a list of the Commercial Entities for an ISF: Importer of Record Seller Buyer Container Stuffing Location Ship To/Deliver To Consignee Supplier/Manufacturer Booking Party for ISF-5 transactions Consolidator/Stuffer Except for the ISF Importer and Importer of Record, there can be multiples of each Commercial Entity for each ISF. For Example: There may be three (3) Sellers on one ISF and it could have three (3) Commercial Invoices. Note: Commercial Entities may be referred to as Trading Partners or Parties. Customs & Border Protection CBP Often referred to as US Customs or simply Customs. ISF-3

4 Term Acronym Definition Company Create, Read, Update and/or Delete CRUD The term Company in ISF refers to Kewill s Customer. This term is typically used in the context of setting up or configuring a Company within the Kewill ISF Web application. A Company can include one or more Subscribers. A commonly used acronym in software applications. It refers to the type of access available to a database table. Example: If it refers to accessing the Commercial Entity database table in the Kewill ISF application, it indicates that a user will have Create, Read, Update and/or Delete access (thus, the acronym CRUD). House Bill of Lading HBL A HBL may be the lowest-level Bill of Lading in an ISF. Harmonized Tariff Schedule HTS The ISF can include 6-, 8- or 10-digit HTS Numbers and can send either a 6- or 10- digit HTS Number, based on configuration settings set up by the Application Administrator. Internal Revenue Service IRS The IRS number is usually used as the unique identifier for the ISF Importer. Importer Security Filing ISF Also occasionally referred to as Security Filing. ISF Agent ISF Importer An organization or company that has been authorized by one or more Importers through a Power of Attorney to act on behalf of the Importer to issue the ISF to CBP. Per the definition from CBP, this is the party that is causing the goods to enter the limits of a port in the United States. ISF-5 ISF-10 This refers to ISF s for Immediate Exportation (IE) or Transportation & Exportation (T&E). This refers to ISF s for shipments that will enter the commerce of the US. Master Bill of Lading MBL Also referred to as simply Bill of Lading. ISF-4

5 Term Acronym Definition Non-Vessel Operating Common Carrier. NVOCC Also referred to as NVO. Power of Attorney POA [Refer to the definition of the ISF Agent above.] Standard Carrier Alpha Code SCAC This code uniquely identifies the Carrier or NVO, and is sometimes referred to as the prefix to a Bill of Lading Number. Subscriber A Subscriber is a way of grouping one or more users of the Kewill ISF web application who need to share a common set of application settings (e.g., preferences) and security settings. Typically, the Subscriber refers to a specific office or location of a Customs Broker, Freight Forwarder, Consolidator, Importer or Supplier. ISF-5

6 Step-by-Step List of Tasks, Leading Up to Creating and Sending ISF s to CBP Estimated time, in minutes, to complete each step shown in brackets [ ]. Step Action Description / [Time Est.] 1. Fill out the Kewill ISF Registration Form and send it to Kewill. 2. Contact your ABI Client Representative to request that the Filer s profile be updated to indicate that ISF messages will need to be processed via ABI. 3. Log on to Kewill ISF with sign-on information received from Kewill. 4. Make sure you understand the concepts and hierarchy of the Company being set up. [5 min] Per instructions that Kewill received from Kewill s ABI Client Representative (Boston District), Kewill s customer must contact their ABI Client Representative and request that the Filer s profile be updated to indicate that ISF messages will need to be processed via ABI. [5-10 min] Once you receive the from Kewill with the sign-on information needed to access Kewill ISF, you may log in. [1 min] Make sure you understand the concept and the hierarchy of the Company, i.e., know who is the company s ISF Agent, the Subscriber and the User. To learn more about the hierarchy of the Company in the ISF web application, read through this Training Guide and the online User Documentation for Kewill ISF. [20 min] 5. Go to the Security Administration menu option and verify the Company setup. Verify that the setup for your Company is correct (using the Security Administration menu option). Kewill created the Company Setup from the Registration form. Kewill will set up as many as two Application Administrators (i.e., 2 Users) under the Company ID. [3 min] 6. Set up a Subscriber. This Subscriber represents the first location that will create and send an ISF to CBP. Do NOT try to assign Importers to the Subscriber. [15 min, but will decrease with more practice] ISF-6

7 Step Action Description / [Time Est.] 7. Set up at least two (2) Users under the Subscriber in Step 6 above. 8. Download Commercial Entities, and if applicable, Parts Classification data to the Kewill ISF web application. 9. Using the Send-To Subscriber option, add the downloaded Importer Account Numbers to the Subscriber(s) that will use the Importer Account Numbers. 10. [Optional] Add missing data to the Importer information: Commercial Entity Maintenance enter the Commercial Entity data for the Importer. Importer Prefs Add specific preferences for an Importer. These represent the Users who will use the Kewill ISF web application to create an ISF and to send the ISF to CBP. [10 min] Using your Customs Brokerage application, initiate the download of Commercial Entities, and if applicable, of Parts Classification data to the Kewill ISF web application. Note: Your Company setup is configured by Kewill to include the addresses for those individuals who will receive an when the download process completes. [5-10 min per Importer] In the Security Administration menu option in Kewill ISF, use the Send-To Subscriber option to add the Importer Account Numbers downloaded in Step 8 above to the Subscriber(s) that will use the Importer Account Numbers. [1 min per Importer] Optionally, you can now maintain the Importers data using the Importer Maintenance option from the Maintenance menu, by updating the Importer record with the following: Commercial Entity Maintenance. This information will be used on an ISF. If you skip this step for an Importer, you will be forced to enter the missing Commercial Entity data on each ISF for the Importer. [1 min per Importer] Importer Prefs. This feature can be used in to include specific preferences for an Importer, such as Notification Instructions for specific ISF events (e.g., Acceptance by CBP). [1-2 min per Importer] ISF-7

8 Step Action Description / [Time Est.] 11. Send a Bond Query to CBP to create and confirm the latest Bond information for each importer. 12. Review how to create and send an ISF. Use the Importer Bond Query option from the Bonds menu. You can view the results using either the View Importer Bonds or go to Importer Bonds option in Importer Maintenance. To learn how to create and send an ISF, read through this Training Guide and the online User Documentation for Kewill ISF. [20 min] 13. You are now ready to create and send ISF s for the importers you have processed in Steps 8, 9 and 10. ISF-8

9 The Basics Configuring the Kewill ISF Web Application ISF Training Guide 1 The Kewill Project Lead will set up your account using the information from the Kewill ISF Registration Form you completed and sent to Kewill. 2 Next, Kewill will send you an that contains the log on information needed to gain access to the Kewill ISF web application. This will allow you to configure Kewill ISF for yourself. Upon receipt of this , log on to the Kewill ISF web application. 3 The Kewill will be sent to the two (2) addresses noted on the Kewill ISF Registration Form. Either one of the addresses can be an distribution list that you establish in advance (e.g., isf@yourcompany.com). The will include the following: URL - (the web address) to access the application. Add this to your Favorites in Internet Explorer, or use the Bookmark feature available in Firefox. It is likely that two (2) URLs will be provided; one for Staging which can be used for testing and training, and another URL for Production. Note: ISF s created in Staging are expected to be sent to the CBP Certification (Test) environment. Subscriber - Kewill will provide Admin privileges for this Subscriber. Admin privileges are needed to self-configure Kewill ISF. Username - Note that the Username is not case sensitive. Password - Note that the Password is case-sensitive. Training guide - This Training Guide will be provided. It is used in conjunction with the Online Documentation and current Release Notes. 4 The lower-level hierarchy configuration settings will take precedence in the Kewill ISF application. The levels from highest to lowest are: Company, then Subscriber, then User. Example: To illustrate a business scenario where the Application Administrator might want to limit which Users can send an ISF for a particular Subscriber: The Subscriber can be configured so that Users under the Subscriber CANNOT send the ISF to CBP. Then, one or more Users under the Subscriber can be configured specifically so that only these designated users are allowed to send the ISF to CBP. Note that some configuration settings are cumulative. For example, alerts can be created for an ISF Acceptance by CBP, where addresses have been set at the Company, Subscriber and User levels. ISF-9

10 5 Company Configuration - Set up by the Kewill Project Lead and used to primarily configure the following: ABI Message Parameters (e.g., your Broker Filer Code) From Address shown on Alerts Where alerts should go after Parts Classification and Commercial Entity data is downloaded from your Customs Brokerage application to Kewill ISF. The web page or graphic that should be displayed after logging in to private label the Kewill ISF web application. This could be your company s main web page. Which Kewill ISF database tables are available for viewing/updating (e.g., Commercial Entities, Importers, etc.). This can also be configured at the Subscriber and/or User level, if you need to be more specific about which Subscribers and/or Users are allowed to maintain certain Kewill ISF database tables. 6 Subscriber Setup - Used to primarily configure the following: Indicate whether the ISF can be sent to CBP via ABI for Users logged in under a particular Subscriber ID. The list of ISF Importers that a Subscriber can create ISF s for. That is, after the ISF Agent has reached an agreement with an Importer to be an ISF Agent for the Importer. This list should be maintained with the correct ISF Importer Account Numbers. The list of zero or more Subscribers that is available for collaboration on an ISF. The Importer/Send To feature in Security Administration is used for this collaboration. Note: This list is not needed if a single Subscriber is solely responsible for the ISF. Where alerts for ISF-related events should be sent. For example, an alert on an ISF Acceptance by CBP can be sent to a distribution list where the addresses in the distribution list represent one or more people in a single office. What menu options can be accessed by the Subscriber (i.e., access privileges). 7 User Setup. Used to primarily configure: Username and Password for logging into the application. Exceptions to Subscriber settings (e.g., the Subscriber is configured to NOT allow the ISF to be sent to CBP, except for one User setup for the Subscriber). Where alerts for ISF-related events should be sent. What menu options can be accessed by the User (i.e., access privileges). ISF-10

11 8 After logging into the application, your first task will be to configure any lower level subscribers needed and one or two Users under the Subscriber. We expect that it will take 15 minutes for you to complete the setup of any additional subscribers and two Users. This time is expected to decrease as you become more familiar with how to set up Subscribers and Users. 9 Please note that after you have completed the setup, you can always change the settings for your Company, Subscribers and/or Users. Below are a few scenarios where you will likely need to make changes: Need to add one or more Importers to one or more Subscribers so Users configured under the Subscriber can begin processing ISF s for the added Importers. Remove a User because the User is no longer employed by your company. Change the workflow for a Subscriber to include the ability to Re-assign ISF s to another Subscriber. Change a User s profile so the User receives an when an ISF is accepted by CBP. Change a Password for a User. Set up a Foreign Supplier to be a Subscriber, so they can initiate an ISF by providing the Ocean Carrier Booking Information. Set up an Importer to be a Subscriber, so they can view the ISF s in-progress as well as those that have been Accepted by CBP. 10 Kewill ISF has provided the Application Administrator with features to control which configuration settings are available at the Company (aka, ISF Agent), Subscriber and User levels. Subscriber Preferences, which are available at both the Company and Subscriber level, can be set by the Application Administrator to be available at: Company level only (e.g., Broker Filer Code) Subscriber level only (e.g., Addresses for ISF Acceptance by CBP) Company and Subscriber level, where a Subscriber setting would override the Company setting (e.g., Addresses for ISF Acceptance by CBP defaults at the Company level in the event that it is not set up at the Subscriber level). These features are available in the application via the Access Role checkboxes for Company and Subscriber on the Subscriber Preference tab. ISF-11

12 11 Kewill ISF includes a feature that will allow certain Users to have access to supporting database tables that contain Commercial Entity, Importer, Parts and Vessel data. The Security Preferences page provides the Application Administrator with a method of indicating who can get access to this data, and whether the access includes Create (i.e., Add), Read (i.e., View), Update and/or Delete privileges. Below is an example of a CRUD setting to allow full access to Commercial Entity data. 12 Last, when a User is assigned Administrative privileges (i.e., under the Security Preferences tab, ADMIN = Y ), the User, can modify the configuration settings for all levels below the User s own level. The Kewill setup includes two Application Administrators, immediately under the Company level which allows the two (2) Users the privileges to set up all of the Subscribers and the Users under that Company. 13 Company (or ISF Agent) Setup Step Action Comment 1. After logging in, click on the Security menu option. Select Security Administration. 2. Check the data on the Subscriber tab for accuracy and update any required changes. On the left-hand side of the web page your Company Name will display. The Subscriber tab will be highlighted and the data you provided to Kewill from the Kewill ISF Registration Form will be displayed. 3. If the data is correct or if you have made any changes, click on the Diskette/Save icon on the toolbar to save your changes. 4. Click on the Subscriber Preferences tab. A list of Properties, their Values, CRUD access and Description will be displayed based on the Kewill ISF Registration Form. 5. Review the property information for accuracy and make any required changes or additions. 6. Save any changes. 7. Subscriber Preferences. Below is a short list of properties and their meanings. Highlighted in yellow items should not be changed without consulting Kewill Support. [Refer to the Kewill ISF Property Availabilty document for the complete list of Subscriber Preferences]. ISF-13 ABI_FILER_CD. Your Broker Filer Code included in ISF Messages sent to CBP via ABI. _FROM_ADDRESS. notifications for ISF events (e.g., ISF Accepted by CBP), are sent from a Kewill server. The From address can be set to indicate that it came from YOUR company. First determine if you want your trading partners to be able to reply to the From address. If so, verify that the address can receive messages. This Property can be set at either the Company or

14 Step Action Comment Subscriber level, depending on the Access Role(s) that were assigned at the Company level. [See Example below] FROM ADDRESS example If the Company set up for the _FROM_ADDRESS property has only the Company Access Role checkbox checked, this property can only be modified or set at the Company level. This also indicates that ONE From address (e.g., will be used by the entire Company for all ISF-related alerts. If the Company set up for the _FROM_ADDRESS property has both the Company Access Role checkbox checked and the Subscriber Access Role checkbox checked, this property can be modified or set at the Company level and/or the Subscriber level. Below is an example of the use of both a company and subscriber level _FROM_ADDRESS property o Company and Subscriber checkboxes are checked for the _FROM_ADDRESS property at the Company level. This allows this property to be configured at both the Company and Subscriber level. Company. _FROM_ADDRESS = isf@ourcustomersname.com Subscriber JFK. _FROM_ADDRESS = isf_from_jfk@ourcustomersname.com alerts for ISF s where Subscriber = JFK for the ISF will come from isf_from_jfk@ourcustomersname.com Subscriber BOS. _FROM_ADDRESS not selected as a Subscriber Preference. alerts for ISF s where Subscriber = BOS for the ISF will come from isf@ourcustomersname.com ISF-14

15 Step Action Description / [Time Est.] 8. Subscriber Preferences (Continued). PARTS_UPLOAD_*. These properties control alerts for PARTS data uploaded from a Customs Brokerage Application. PARTY_UPLOAD_*. These properties control alerts for PARTY (aka, Commercial Entity) data uploaded from a Customs Brokerage Application. SEND_10_DIGIT_TARIFF. CBP will accept ISF s that include any combination of 6, 8 or 10 digit HTS Number entered on the line. The Preference works as follows: 1. If SEND_10_DIGIT_TARIFF = Y the tariff number can have a length of 6/8/ If SEND_10_DIGIT_TARIFF = N then the tariff number must have a length of 6 only. WELCOME_URL. This URL can either point to a web page (e.g., your company s home page) or to a directory location containing a file located on a Kewill server. This file could contain your company logo which will display after a user has logged into the Kewill ISF web application. ISF-15

16 Subscriber Setup Step Action Comment 1. Kewill will create your account using the following Party Types displayed in the Address box of the main Subscriber page: Customs Broker (Party Type = BRK) Importers (Party Type = IOR) 2. On the left-hand side of the web page, your Company Name will display. Click on the plus sign (+) to the left of your Company Name to expand the branch to view your Users and any additional Subscribers 3. The following example will demonstrate how to create one BRK Party Type Subscriber with one or two Users. The steps are as follows: a. Add a Subscriber called Charleston below the Customs Broker branch. b. Set up the Subscriber by completing each tab page. To add a BRK Subscriber do the following: 1) Using the right mouse button, click on the Customs Broker branch 2) You will be presented with a menu. Select New then select Subscriber. 3) A branch is added and the title <NEW> is assigned. You can change the value to CHARLESTON by entering CHARLESTON in the ID field of the Address Box on the Subscriber tab page. The ID has a maximum size of 10. It can be a combination of characters and numbers. 4) The Party Type defaults to BRK. 4. [continued from previous step] c. Add a User for the CHARLESTON Subscriber. d. Set up the User by completing each tab page. e. Then repeat steps c and d for the 2nd User. ISF-16

17 Step Action Comment 5. Subscriber Tab. Complete the Name, Address and the Contacts. The addresses in the Contacts section will be used to notify people of scheduled downtime and other application-wide events (i.e., NOT events related to a specific ISF). 6. Importers/Send-To Tab Subscriber Importers section. Select Importer Account Numbers by clicking on the (+) sign and then the (?). Select Importers from the lookup. 7. Importers/Send-To Tab Send-To Subscribers section. Add one or more Subscribers in the Send-To Subscribers section if the CHARLESTON Subscriber will be collaborating with other Subscribers during the creation of the ISF. Do this by clicking on the (+) sign and then the (?). Select a Subscriber from the lookup. ISF-17 The importer should only be added to the subscriber if the Users under the CHARLESTON Subscriber, will be responsible for processing those Importer s ISF s. 8. Subscriber Preferences Tab Suggested preferences: _FROM_ADDRESS. Specify an _FROM_ADDRESS if you have different offices servicing different Importers and you want the Importer to reply to the alert from a specific office. _NOTIFY_ACCEPT. If one or more people in the Charleston office need an alert when an ISF is Accepted by CBP, specify one or more addresses. Separate each address with a comma. An alert will be sent when a User from the CHARLESTON Subscriber s ISF is Accepted by CBP. distribution lists can be used for all addresses. _NOTIFY_REASSIGN. If one or more people in the Charleston office need an alert when an ISF is transferred to the CHARLESTON Subscriber from another Subscriber. This will occur if a collaborative workflow

18 Step Action Comment has been set up amongst two or more Subscribers. _NOTIFY_REJECT. Same as _NOTIFY_ACCEPT with one exception, the will only be sent when CBP Rejects an ISF. 9. Subscriber Preferences Tab (continued). Here s what we recommend, and why: _NOTIFY_STATUS_ADVI SORY. Same as _NOTIFY_ACCEPT with one exception, the will only be sent each time that CBP issues an advisory as to whether the Bill of Lading Number(s) on the ISF were matched with the Bill of Lading Number on one or more Ocean AMS Filings. There could be multiple Status Advisories for a single ISF. For example, the first advisory could be regarding one House Bill Number provided on an ISF where CBP noted NO match with an Ocean AMS Filing when the ISF was sent to CBP. A second advisory from CBP on the 5th day and a third advisory on the 20th day following the ISF submission. A fourth advisory is sent when there is a match on the 23rd day. This illustrates 4 Status Advisories for one House Bill. SEND_10_DIGIT_TARIFF. This should be selected if the ISF s created and sent under a particular Subscriber are different than the setting at the Company level. The Preference works as follows: If SEND_10_DIGIT_TARIFF = Y then the tariff number can have a length of 6/8/10. If SEND_10_DIGIT_TARIFF = N then the tariff number must have a length of 6 only. 19 Step Action Comment 10. Security Preferences Tab This tab is used to grant or deny the following types of privileges: ADMIN. This Property is only valid at the User level. CAN_SEND_TO_CBP. Are Users set up under the Subscriber allowed to SEND the ISF to CBP? Keep in mind that this privilege can be set at the Subscriber level or at the User level, where a setting at the User level would take precedence. If this is not selected as a property for the Subscriber, the application assumes that the Subscriber is NOT authorized to send the ISF to CBP. IRS_NBR_VISIBLE. Is the ISF Importer s IRS Number visible on the ISF web page? If the Subscriber is a Supplier or Forwarder at Origin, it s preferable that the IRS Number NOT be visible. It should only be viewed by the Importer or the Customs Broker handling the ISF for the Importer. CAN_DELETE. Can the User delete an ISF that has or has not been Accepted by CBP? If no value is assigned at the Subscriber level nor at the User level, the default value is NO (i.e., the letter N). ISF-19

20 User Setup Step Action Comment 1. To add a User to the CHARLESTON Subscriber, do the following: Using the right mouse button, click on the CHARLESTON Subscriber branch. You will be presented with a menu. Select New and then select User. A branch is added and the title <NEW> is assigned. You can change the value to jsmith by entering it in the Username field in the Account box on the User tab page. User jsmith is now a User under the CHARLESTON Subscriber. User Tab Notes: The Username is NOT casesensitive when logging in. The Password IS case-sensitive. Take note if your CAPS LOCK key is on or off while entering the Password. The addresses can be used by Kewill Support to notify Kewill ISF users of scheduled downtime. The Name, Address, City, Country Code and Phone Number fields are required. All other fields on the User page are optional. 2. User Preferences Tab Suggestions: ISF-20 _NOTIFY_ACCEPT. If the User needs an alert when an ISF is Accepted by CBP and the User s address is not included in the _NOTIFY_ACCEPT Subscriber preference, it can be added here. Specify one or more addresses separated by a comma. An alert will be sent to the User when an ISF is Accepted by CBP. distribution lists can be used for all addresses. _NOTIFY_REJECT is the same as _NOTIFY_ACCEPT with one exception; the will only be sent when CBP Rejects an ISF. _NOTIFY_STATUS_ADVI SORY. Same as _NOTIFY_ACCEPT with one exception; the will only be sent each time CBP issues an advisory as to whether the Bill of Lading Number(s), on the ISF were matched with the Bill of

Kewill ISF will check this setting for the User that created the ISF (i.e., the User that performed the first save to the database) and the User that Last Modified the ISF. Refer to the List of ISF Security Properties in the Kewill ISF Web Portal Documentation for more information. 3. Security Preferences Tab This tab is used to grant or deny the following types of privileges: ADMIN. Does the User have administrator privileges? The default is NO if not specified. Administrator privileges are needed to get access to the Security Administration menu item. CAN_SEND_TO_CBP. Can this User SEND the ISF to CBP? This privilege can be set at the Subscriber level or at the User level. The User level would take precedence. If this is not selected as a property for the User, the application will use the value assigned at the Subscriber level. If no value is assigned at the Subscriber level nor at the User level, the default value is YES (i.e., the letter Y). IRS_NBR_VISIBLE. Is the ISF Importer s IRS Number visible on the ISF web page? If the Subscriber is a Supplier or Forwarder at Origin, it s preferable that the IRS Number NOT be visible. It should only be viewed by the Importer or the Customs Broker handling the ISF for the Importer. It is recommended that this setting be set up at the Subscriber level. If no value is assigned at the Subscriber level nor at the User level, the default value is NO (i.e., the letter N). CAN_DELETE. Can the User delete an ISF that has or has not ISF-21

Setup Example This example shows how a combination of Subscriber Preferences at the Company and Subscriber levels along with a User Preference can achieve a required result. The Property _NOTIFY_ACCEPT at Company level, set on the Subscriber Preferences tab has a value of dsmith@yourcompany.com. Company is YOURCOMPANY The Property _NOTIFY_ACCEPT, at Subscriber level, set on the Subscriber Preferences tab has a value of ajones@yourcompany.com. Subscriber is HOMEOFFICE. The Property _NOTIFY_ACCEPT at User level, set on the User Preferences tab has a value of rjohnson@yourcompany.com. Subscriber is HOMEOFFICE and the User is rjohnson. _NOTIFY_ACCEPT for the ISF Importer Commercial Entity is set to isf@wwimports.com for the ISF Importer WWIMPORTS. Last, _NOTIFY_ACCEPT for the ISF Consolidator Entity is set to isf@asianfwdg.com for the ISF Consolidator ASIANFWDG. An ISF is accepted by Customs for YOURCOMPANY submitted to CBP by Username rjohnson, who is set up under the Subscriber HOMEOFFICE. Kewill ISF will process the ISF Acceptance by CBP and send a separate to EACH of the following addresses (5 s): 1. dsmith@yourcompany.com 2. ajones@yourcompany.com 3. rjohnson@yourcompany.com 4. isf@wwimports.com [a distribution list] 5. isf@asianfwdg.com [a distribution list] ISF-22

23 Access to Table Maintenance Example The objective is to provide database access to a limited number of Users who may be set up across more than one Subscriber. The following tables can be accessed: Commercial Entity, Importer, Parts and Vessel. Since the objective is to provide access to a limited number of Users all the settings should be at the User level. The Security Preferences tab is used. The Application Administrator has decided to provide view-only access to the PART table since the master table will be downloaded from the Customs Brokerage application to Kewill ISF, as changes originate in the Customs Brokerage application. In addition there will be no ability to delete an Importer. The following picture shows how the User s Property settings might look on the Security Preferences page: Concluding Remarks on Configuration Summary Please contact your Kewill Project Lead after you have completed your initial setup for your Company. The Kewill Project Lead will review your work and he/she can provide additional tips and advice. Your next steps should be the following: 1. Consult with your Kewill Project Lead to arrange the download of Parts and Commercial Entity data for a few Importers where you will be their ISF Agent. 2. After the download has completed, add those Importers to a Subscriber that you created and set up. 3. Go through the training guide for creating and issuing ISF s to CBP. CBP is ready to begin receiving ISF s submitted from the Kewill ISF Staging environment. 4. Then go ahead and attempt to create and send one or more ISF s to CBP! Remember, if you are using the Kewill ISF Staging environment, the ISF s are sent to the CBP Certification Environment (CBP test area). ISF-23

24 Getting Ready to Send the ISF to CBP ISF Training Guide Summary In order to send an ISF to CBP, the user needs to specify the following information: The ISF Importer Other Commercial Entities, including the Importer of Record, Seller(s), Buyer(s), Consolidator, Container Stuffing Location(s), Ship To, and Consignee(s) Ocean Carrier Booking Information (e.g., SCAC, Vessel, Voyage, Loading Date, Ports, etc.) House Bill of Lading Number Manufacturer(s)/Supplier(s), HTS Number(s) and Country(s) of Origin. The user must have the authority to send the ISF to CBP. The user must to do the following: 1. Start the application via the user s web browser 2. Log into the application (i.e., specify the Subscriber, User and Password) 3. Create an ISF using the New ISF icon (Folder +button on the toolbar) or from the File menu use the New ISF option. 4. Complete the fields on the Header, Lines and Bond/ / Other tabs for the ISF. 5. On the Send tab, click on the Validate button. Then click the Send to Customs button to send the ISF to CBP. 6. Typically, wait a few seconds for CBP to process the ISF message. 7. Last, view the Status tab to see if CBP accepted/rejected the ISF and/or wait for an alert indicating if the ISF has been accepted/rejected by CBP. ISF-24

25 How to Create and Send the ISF to CBP in One Session for one House Bill Logging into the Application You should have received via the URL to access the application. Add the URL to your Favorites in Internet Explorer or Bookmark it if using Firefox. You will be prompted to enter a Subscriber, Username and Password. This information was included in the you received with the instructions to access the application. Note that the Subscriber and Username are NOT case-sensitive but the PASSWORD is case-sensitive. After logging in, press the New ISF button (Folder+) located on the toolbar. Note: Buttons shown in the toolbar near the top of the page provide tool-tips that can be viewed when you hover the mouse over the button. Creating and Sending the ISF to CBP Overview Typically, creating and sending can be done in 4 simple steps: 1. Enter data required for the ISF on the Header tab page. 2. Enter data required for the ISF on the Lines tab page. 3. Review and/or update the ISF Bond data on the Bond/E- Mail/Other tab page. 4. Validated and Send the ISF to CBP on the Send tab page. Additional Notes When processing a new ISF and advancing to the Send tab page for the FIRST time, the application will automatically execute a list of validation rules and display the results. If there are no validation errors, the Send to Customs button will be activated. Press the button to send the ISF to CBP. If there are fatal validation errors (i.e., there are one or more rows of data on the web page where the value in the Status column is the letter F Fatal error), the Send to Customs button will be disabled. The letter W Warning in the Status column indicates that the error is a Warning. Warnings will not prevent you from sending the ISF to Customs. If there are no fatal validation errors, the Send to Customs button will be activated. Press the button to send the ISF to CBP. Validations are run automatically by the Kewill ISF application only ISF-25

26 on the FIRST activation of the Send tab page. If you have tabbed to other pages or fixed one or more Validations after going to the Send tab, you will need to re-run the Validations by pressing the Validate button again before sending the ISF to CBP. Usually in less than one minute, CBP will process the ISF and send back a response. View the Status tab page, and check the Status field to note whether CBP accepted/rejected the ISF or you can wait for an alert indicating if the ISF has been accepted/rejected by CBP. If you do not see any results after sending the ISF to CBP, you can press the Kewill ISF Refresh button. This will direct the Kewill ISF application to check the database for any recent updates to the Status. Step 1 - Completing the Header Page Overview The application stores Commercial Entities associated with the ISF Importer. The Header tab page is used to capture the following data, for the ISF: o ISF Importer and Commercial Entities o o o o One or more B/L Numbers Zero/More Container Number(s) Carrier and Booking Information Ports and Estimated Dates A unique ISF Number will be automatically assigned to the ISF when you advance to the next tab page or if you save the ISF. The CBP ISF Number will be assigned by CBP when the ISF is Accepted by CBP. A Commercial Entity is assigned one or more roles. Two examples; 1) One Commercial Entity can be the ISF Importer, Importer of Record, Buyer, Ship To and Consignee. 2) Another Commercial Entity can be a Seller, Container Stuffing Location (e.g., a Factory Load) and the Consolidator/Stuffer. So a Buyer (who is also a Consignee) can select the Buyer ID code to also be used as the Consignee ID code. Use the Containers and Bills of Lading buttons to view or update multiples of each. For example, multiple Container Numbers or multiple House Bill of Lading Numbers. The Ocean Carrier Booking data at the bottom of the page is NOT required for the issuing of the ISF to CBP. However, it is critical for the management of the ISF process. ISF-26

27 ISF Importer If the Importer was set up in Importer Maintenance to have a single commercial entity for the various entity types, the information will default into the entity box(es) when the Importer code is entered. However, if there are multiple entities, no defaulting of data will take place. Specifying the ISF Importer. Note the following: The ISF Importer must be created in advance in order to create the ISF. To insure data confidentiality, each Subscriber will be assigned a list one or more ISF Importers for whom an ISF can be created. To insure data confidentiality, Subscribers and Users may be unable to view the ISF Importer s IRS Number based on the IRS_NBR_VISIBLE Security Preference setting. Bill of Lading Numbers If The following steps demonstrate how to specify one or more Bill of Lading Numbers. Keep in mind the following: A B/L Number is made up of two parts: the SCAC of the B/L issuer and the actual B/L Number. An ISF must include at least one HBL Number or what CBP refers to as a Regular B/L Number (i.e. the Ocean Carrier s Bill of Lading Number). CBP will attempt to match HBL Number(s) on the ISF with the HBL Number(s) submitted in the Ocean AMS Filing. If a match is not found the ISF issuer will have 30 days to resolve the issue. A failure to resolve the issue may result in CBP penalties. The same is true for Regular B/L Numbers. Do not specify the HBL Number as a MBL Number. This could result in a CBP Bills Not Matched status with the Ocean AMS Filing. Also do not specify the Regular Bill of Lading Number, as an HBL Number. This could result in a CBP Bills Not Matched status with the Ocean AMS Filing. An ISF can include any combination of the following: o o Multiple HBL Numbers -- Use the Bills of Lading button on the Header tab page to enter additional House Bills of Lading. Multiple HBL Numbers along with the associated MBL Number -- In this case, the MBL Numbers are not required for the ISF but are included in the ISF if specified. The MBL and HBL Numbers are included in the message sent to a Customs Brokerage application. Use the Bills of Lading button on the Header tab page to enter additional Master and House Bills of Lading. ISF-27

28 Commercial Entities The following steps will demonstrate how to complete the required Commercial Entities for the ISF. Seller - Enter the ID or use the? button to view the list of Sellers connected to the ISF Importer. Buyer - Similar instructions as for the Seller. Importer of Record - Similar instructions as for the Seller. However, only one Importer of Record is allowed per ISF. Container Stuffing Location - In this case after reviewing the list of available Container Stuffing Locations, no existing Container Stuffing Locations match where the Container(s) were stuffed for this ISF. To create a Container Stuffing Location for this ISF only, use the Edit/Add button to enter the Container Stuffing Location On the Fly. Do not enter an ID for On the Fly entities. Consolidator - Similar instructions as for the Seller. Ship To - Similar instructions as for the Seller. Consignee - Similar instructions as for the Seller. This completes the data entry of the required Commercial Entities required on the Header tab page. The Manufacturer/Supplier is added on the Lines tab page. Ocean Carrier Booking Information The (Foreign) Port of Unlading and the Place of Delivery are REQUIRED for ISF-5 transactions which are Immediate Export (IE) or Transportation & Exportation (T&E) ISF s. The Schedule K or UN Ports can be used for these two fields. The Ocean Carrier Booking fields have 2 purposes: first to facilitate the acceptance of the ISF by CBP 24 hours or more prior to Loading and secondly this information can be uploaded to a Customs Brokerage and/or Import Forwarding application. Additional Notes: Kewill ISF includes a list of Vessel Names. Each Vessel Name is assigned to a Carrier (i.e., the SCAC). One Vessel Name can be assigned to multiple Carriers to support vessel sharing agreements. After specifying the Carrier, specify the Vessel Name, by pressing the? button to the right of the Vessel Name. If the Vessel Name is not available in the lookup, it can be added via the Vessel menu item located on the Maintenance menu. ISF-28

29 Step 2 - Completing the Lines Page Overview There is no requirement for entering the data in any particular sequence. The Lines tab page is used to include the following data for the ISF: o o o Manufacturer/Supplier Harmonized Tariff Schedule commodity number, also known as the HTS or Harmonized or Tariff Number. This can be a 6, or 10 digit number based on the SEND_10_DIGIT_TARIFF Security Preference Property value. Country of Origin. The requirements for sending the ISF to CBP are: o o o One Manufacturer/Supplier on an ISF-10 transaction. Each line must contain a Tariff No and the Country of Origin for an ISF-10 transaction. ISF-5 transactions only require a Tariff Number. Step 3 - ISF Bond Information Overview The following displays in the Bond Information box on the Bond/E- Mail/Other tab page. o The Submit Late Without Bond checkbox lets you indicate that you are submitting an ISF without any bond detail. The Bond Type indicates whether the bond is for single transactions or if a continuous bond is on file. The Bond Activity s based on the bond type selected. The Bond Holder is the Identification number of the party whose bond is being obligated for the Security Filing. The ISF Bond Surety is the three character Bond Surety Company code. ISF-29

30 Step 4 Validate and Send Overview The Send tab validates and sends the ISF to CBP. If there are no Fatal Validation Errors (i.e., the Validations grid is empty) or there are no Validation Errors where the Status = F (for Fatal), the Send to Customs button is activated. Press the Send to Customs to send the ISF to CBP. If there are one or more Fatal Validation Errors, they need to be corrected in order to send the ISF to CBP. The Validation Message details the error and how it should be corrected. Additional Notes: The Send to Customs button will not be enabled until all Fatal Validations have been cleared. Validations are run automatically by the Kewill ISF application only on the FIRST activation of the Send tab page. If you have tabbed to other pages or fixed one or more Validations after going to the Send tab, you will need to re-run the Validations by pressing the Validate button again before sending the ISF to CBP. After pressing the Send to Customs button review the Status tab page to view the results received from Customs. If you see Sent to Customs as the first event, then the response from Customs has either not been received or not yet processed. If you press the Refresh button in the toolbar, the application will check the Kewill ISF database for the most current data. If after 2 minutes you do not see a response from Customs on the Status page, then it s possible that Customs is experiencing delays with the processing of ISF s. Kewill and the Kewill ISF application will be monitoring these situations. If they occur, an alert will be sent to ALL Users, by Kewill. Congratulations! You have completed this training session and should be ready to create an ISF and send the ISF to CBP. ISF-30

31 Starting an ISF and Passing the ISF to Another Subscriber Assigning ISF s What Operating Scenarios does this feature support? How does it work? Additional Notes Collaboration on an ISF between two locations/ companies. For example, ISF-31 (i) Forwarder at Origin and a US Customs Broker, (ii) US Customs Broker and US Importer, (iii) (Supplier at Origin and US Customs Broker. It could support an agreement where for example, the Supplier provides all of the data on an ISF, and then leaves it up to the US Customs Broker (or US Importer) to press the button to send the ISF to CBP. Agreement is reached by two or more locations/ organizations to collaborate on ISF s for one or more ISF Importers. One location/organization that is set up as a Subscriber will start an ISF (e.g., specify the Bill of Lading, ISF Importer, Commercial Entities), and another location/organization that is also set up as ANOTHER Subscriber assigns the HTS classification data (i.e., Supplier, HTS and Country of Origin), and then sends the ISF to CBP. A user logged in under the 1st Subscriber starts the ISF and specifies all of the data on the ISF that they either know or are responsible for. Next, the user clicks on the Send tab page and clicks on the? next to the Assign ISF to box to view the list of Subscribers for which the ISF can be assigned to. The user selects the Subscriber and saves the ISF. If an alert has been configured for the Assign to Subscriber (i.e., at the Subscriber level the Property _NOTIFY_REASSSIGN has been assigned one or more addresses), an alert will be sent notifying one or more people that the ISF has been assigned to another Subscriber. Make sure that Subscribers collaborating on ISF s for one or more Suppliers have been given the authority to create ISF s for the ISF Importer. For example an incomplete scenario is where Subscriber ASIANFWDG can create ISF s for ISF

32 Importer BOSTONSHIP but the Subscriber that ASIANFWDG has re-assigned the ISF to does not have the authority to create/update ISF s for the ISF Importer BOSTONSHIP. Carefully assign the Security Preference Property CAN_SEND_TO_CBP. For example, if Users under the Subscriber ASIANFWDG need to collaborate on ISF s with another Subscriber, do not set the Property CAN_SEND_TO_CBP = Y for the Subscriber ASIANFWDG nor for the Users set up under the Subscriber ASIANFWDG if they are not authorized to actually send the ISF to CBP. How to Monitor ISF s What does Monitoring Mean? The ability to view ISF s that are AT RISK of not meeting the conditions set forth in the Interim Final Rule, as published in the Federal Register Notice (FRN). ISF s, AT RISK, include: 1. ISF s that have NOT been Accepted by CBP. The amount of risk depends on how close it is to the Estimated Load Date and Time. Per the Interim Final Rule, an ISF needs to be Accepted by CBP no later than 24 hours prior to the Loading of the cargo on the Vessel. 2. ISF has been Accepted by CBP but CBP has not matched all of the lowest-level Bill of Lading Numbers on the ISF with the one or more Ocean AMS Filings. CBP has provided a 30-day window for the ISF Filer to reconcile the B/L Number mismatches; otherwise the ISF filer may face a CBP penalty. 3. Finally, with the publication of the Interim Final Rule, CBP has made some data optional at the time the ISF is sent to CBP. For example, the Container Stuffing Location(s) and the Consolidator(s). A corrected ISF with the updated information is resent to CBP no later than 24 hours prior to Arrival at the Port of Import. What Does Kewill ISF provide to monitor ISF s? Using the Find ISF menu option on the File Menu or the corresponding button on the toolbar, web pages can be viewed and/or printed (using the native printing features of your Internet browser) where the web pages can contain a list of zero/more ISF s that are AT RISK. Specifically: 1) To meet the #1 requirement above, a User can view all of the ISF s that have NOT been Accepted by CBP and a range of Estimated Load Dates can be specified to ISF-32
