I talked to Drummond at the time of Dan s request and we don t share audit work papers with non auditees prior to the published report s release. However, I thought I d share it with you and PBOT colleagues in case this helps with your on time performance analysis for the North South line prior to the Central Loop opening. This attached document has gone through our internal quality control. I ll Dan with the document after the published report is released in December. 1

Obviously it s up to you how you choose to present the data but in my opinion running the graph at a scale starting with 60% rather than 0% over emphasizes the difference between reported performance and actual. It s far enough apart that it doesn t need to be further distorted by scale. Also, since PSI pro actively changed the performance measure prior to the audit beginning I think it s fair to show PSI s reported figures from May, June, July and August as such (or through June if that is your time period). We reported both for several months so the board could discuss and understand the differences. Alternatively, I would hope the narrative explicitly point that PSI that took the lead in developing the new, more accurate performance measure and recommended to you that it be the one used. For example, if I run a report that says everything within 5 minutes late it will give me a decent number of trains arriving between 3.5 and 6.5 minutes late depending on when the GPS communicated with NextBus. I have no way of telling how many within the sample were say, 6.5 minutes late, or 5. I can tell you that if I run the report at like 5.5 minutes the on time performance improves dramatically. Let me know the parameters you want us to run and we can provide the data. For our board packet, I m running it at 1.5 min early and 5.5 min late to capture some of that slop. I d like to show FY14 on time performance data using NextBus (attached in thread below) and compare it to the Diary (using PSI Benchmarks report). However, is it possible to get the NextBus information using the same parameters that have been used historically for the Diary (i.e. on time as no minutes early and within five minutes). I believe the information you and Aaron have provided me are using different parameters ( on time as up to 1 minute early and within five minutes) which are up to PSI and PBOT going forward, but I d like to use the historical parameters as reported in PBOT Budget. If it will be too difficult then I ll go ahead and use what I have. Thanks! For reliability; following a discussion at the July PSI meeting I will begin using NextBus reports instead of the data that Carol is creating to report reliability. A sample of that is here in chart form; I can provide any number of runs at the data depending on what you re after. We are also creating a map that shows on time performance by time point for the system though I need to work on the formatting for that. I guess let me know what you re after and we can create the report. The benchmark we are using for on time is up to 1 minute early and no more than 5 minutes late. While we were on the phone, I asked her about the measures that Kathryn noted were or may be from PSI (see #1, #3 and #6 below) since Carol seems to be the lead on most of the PSI items. Carol confirmed she generates the on time performance (% within five minutes) in the PSI benchmark report (see attached), if that is what the City uses for #1. She was not familiar with the PBOT Asset report that includes information on #3: Kathryn, could you please research where this PBOT information comes from? Operational during scheduled hours: Gary Cooper?[Levine, Kathryn] Is this question specifically, how many cars are operational during scheduled hours? This data is provided through the PSI monthly report to the Board. There is also Nextbus info available to the Agency (not the public page). 5

Train failure MDBF, and service related failures: Gary Cooper?[Levine, Kathryn] The Contract Specifications with United Streetcar/Oregon Iron Works require Development of a Reliability Demonstration Plan (Section of Tech Specs) for the five production vehicles. Brandon Johnson of United Streetcar (OIW subsidiary) is the Project Manager and he is responsible for development of the plan and its implementation.
